Hanoi leads the country in the number of industrial property registration applications.

On April 25, in Hanoi, the National Office of Intellectual Property ( Ministry of Science and Technology ) coordinated with the Hanoi People's Committee and the Hanoi Department of Science and Technology to organize activities in response to World Intellectual Property Day April 26 - World IP Day 2025 with the theme "Intellectual Property and Music: Feel the Rhythm of Intellectual Property."

On the sidelines of the event, the reporter had an interview with Mr. Nguyen Quoc Ha - Deputy Director of Hanoi Department of Science and Technology, about the content related to intellectual property and innovation.

- In response to World Intellectual Property Day April 26 - World IP Day 2025, what solutions has Hanoi had, sir?

Mr. Nguyen Quoc Ha: On March 5, 2025, the Department of Intellectual Property (Ministry of Science and Technology) sent a document to provinces and cities nationwide in general, including Hanoi, about responding to World Intellectual Property Day 2025 launched by the World Intellectual Property Organization (WIPO).

Recognizing the role of intellectual property as not only a legal tool but also a driving force for creativity and dedication, the Hanoi Department of Science and Technology has issued a document guiding districts, towns and cities to promote and respond to Intellectual Property Day 2025 locally.

The Department also has appropriate forms of propaganda such as visual propaganda at organizations and units; propaganda on mass media, on websites, newsletters and organizing response activities to spread the message of World Intellectual Property Day 2025 to organizations and individuals, especially entities, inventors and creative music entrepreneurs to contribute to raising awareness of respecting and protecting intellectual property rights in music and other creative achievements.

The theme of World Intellectual Property Day 2025 shows that copyright and intellectual property protection helps inventors and entrepreneurs feel secure in contributing, creating and spreading cultural, scientific and technological values. In the context of digital transformation and the strong development of the 4.0 industrial revolution, intellectual property plays an increasingly key role in protecting intellectual property, minimizing the risk of copyright infringement and illegal copying.

- Could you please tell us about the results of Hanoi's intellectual property activities in recent times?

Mr. Nguyen Quoc Ha: Recently, Hanoi city has issued many Resolutions and decisions to support organizations and individuals in registering domestic and foreign protection for products, plant varieties, trademarks, inventions, etc. At the same time, effectively implementing the Intellectual Property Development Program in Hanoi city until 2030.

Along with that, Hanoi authorities and sectors have also promoted the effective implementation of many programs, projects and plans on science, technology and innovation development, thereby creating a driving force to promote the capital's socio-economic development.

Hanoi is continuously the leading locality nationwide in the local innovation index (PII) in 2022, 2023, 2024. Hanoi is also the leading locality nationwide in both innovation output and input rankings, leading 14 out of 52 component indices. In particular, the capital Hanoi also leads the country in the number of intellectual property registration applications in 2024 with more than 11,400 applications and nearly 10,000 industrial property certificates granted.

Hanoi organizes programs to support intellectual property registration for OCOP products - One Commune One Product Program, craft village products, science and technology products. Up to now, about 200 OCOP products have been protected and intellectual property has been developed.

- To maintain the leading position in the country in the number of intellectual property registrations as well as the innovation index, what are Hanoi's orientations in the coming time, sir?

Mr. Nguyen Quoc Ha: In the coming time, Hanoi will orient the capital to become a "Creative City", develop high-tech zones, innovation and startup centers, focus on AI (artificial intelligence), Blockchain (blockchain technology), digital transformation and green technology, transfer and develop leading technology in Vietnam, towards becoming a center of science, technology and innovation in Southeast Asia in the fields of basic research.

At the same time, raise public awareness, with special attention paid to strengthening education on intellectual property in schools, and promoting so that inventors, musicians, singers, organizations and people can recognize and understand the value of intellectual property.

In particular, promote extensive international cooperation with countries and organizations related to intellectual property, focusing on cooperation with the World Intellectual Property Organization (WIPO) to deeply participate in the global value chain.

Along with that, Hanoi Capital focuses on researching and applying new legal policies, coordinating with the Ministry of Science and Technology to remove "bottlenecks", difficulties and obstacles related to the legal corridor as well as implementing new support mechanisms according to the Capital Law and intellectual property development policies.
