Kinhtedothi - Hanoi is the first unit in the country to establish a Steering Committee for implementing measures to prevent and combat waste; thereby more clearly demonstrating the determination, consensus, and responsibility in directing and organizing the implementation of waste prevention and combat tasks of Hanoi City.
The Steering Committee of the Hanoi People's Committee on implementing measures to prevent and combat waste, headed by Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh, has assigned specific contents for departments, branches, districts to focus on reviewing, developing implementation plans, and determined to make waste prevention and combat a regular and continuous task.
Hanoi also aims to remove bottlenecks and bottlenecks to promote social investment resources from land, resources, and non-budgetary investment capital, while at the same time economically and effectively using public investment capital and state budget expenditures.
Chairman of the City People's Committee Tran Sy Thanh requested the collective leadership of the City People's Committee as well as members of the City People's Committee to have a deeper awareness of waste prevention and control in order to focus on leadership, direction and implementation. This is also the reason for establishing a Steering Committee specializing in this work.
In order to effectively use public assets, the City has implemented the Project on "Management, use and effective exploitation of public assets of Hanoi City in the period of 2022 - 2025, with orientation for the period of 2026 - 2030", with the scope of 4 groups of public assets: houses; land; infrastructure assets; other assets. After one year of implementation, the Project has created a bright spot in the work of fighting waste in Hanoi City such as rearranging and handling 10,427 houses and land; recovering the area of houses and land that must be handed over to the City for management (the area fund of the first floor of commercial apartment buildings, the temporary housing fund...); recovering the area of houses and land that violate the law and are not used for the right purpose to develop a plan for management, exploitation and handling according to regulations...
One of the urgent issues in fighting waste is to review and thoroughly handle long-standing backlog projects and low-efficiency projects that cause great loss and waste, because "these are State assets and people's money". This is also the issue that Hanoi has been and is determined to resolve.
Of which, the City has reviewed and made a list of 829 projects (including a list of 712 non-budget projects with slow land use or not yet put into use under the City's supervision and 117 projects self-inspected and detected by the People's Committees of districts, towns and cities) with slow implementation to direct inspection, examination, supervision and urging the implementation of measures to remove difficulties and obstacles.
A special working group of the city on removing difficulties and obstacles, effectively supporting enterprises, investors and investment projects in the city has been established and joined together to coordinate; supervise, urge and direct units to urgently remove, handle and resolve each project to overcome violations and speed up implementation progress.
Notably, recently, the city has resolved the problems and problems with two park construction projects (Astronomy Park and Guitar Park in Duong Noi Urban Area, Ha Dong District), promptly completed and put into use, and received the approval and high appreciation of the people. For projects that cannot be implemented due to objective and legal reasons, the city is determined to reclaim them, in which the city has decided to reclaim 8 large projects that have not put the land into use, leaving it fallow and wasteful with an area of 258.9 hectares.
Immediately after the "Steering Committee on implementing measures to prevent and combat waste of the Hanoi People's Committee" was established, Chairman of the Hanoi People's Committee Tran Sy Thanh, Head of the Steering Committee, "beat the drum of command", requiring relevant levels, sectors and localities "not to wait, definitely not to delay progress, by the Lunar New Year At Ty - 2025, the investment project to build Phung Khoang Lake Park must be completed and put into use".
The Phung Khoang Lake Park project was pointed out as a “typical” example of wasteful and slow-progressing projects in the city. Regarding this project, the head of the city government frankly criticized: “It is impossible that the urban area project has been completed for a long time but the social works project has not been completed for a decade.”
In fact, before that, the Phung Khoang Lake Park project, although many items had been constructed, could not be put into operation due to the incomplete site clearance. The Chairman of the Hanoi People's Committee requested the two related districts, Nam Tu Liem and Thanh Xuan, to complete by December 15 at the latest to hand over the site to the investor to implement the project...
With the high responsibility of the City government, along with the Phung Khoang Lake Park project and many other projects that have been named and their progress has been clearly indicated, in the coming time, projects and works that are behind schedule and causing waste will continue to be untied, minimizing the waste of State and social resources and more importantly, there will be solutions to put them into use and exploitation to promote value and efficiency. These are proofs of Hanoi's high determination in fighting waste.
