On the morning of October 26, at the headquarters of the Hanoi Party Committee, the Survey Delegation (Group 5) of the Central Steering Committee for Summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years and the Standing Committee of the Hanoi Party Committee held a working conference on related issues.
Comrades: Phan Dinh Trac, Politburo member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission, Member of the Steering Committee, Head of the survey delegation; Dinh Tien Dung, Politburo member, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hanoi City co-chaired the Conference.
Hanoi clearly states proposals and recommendations to improve the effectiveness of Party building and rectification work.
In his opening remarks, comrade Phan Dinh Trac said that, implementing the plan of the Steering Committee to summarize 40 years of renovation, the Survey Team of Group 5 conducted a survey in Hanoi to clarify a number of theoretical and practical issues on Party building and rectification of the political system, and prevention and fight against corruption and negativity in Hanoi. Thereby, contributing to supplementing and perfecting the Party's theory on the renovation path, on socialism and the path to socialism in Vietnam, serving the summary of 40 years of renovation and the development of documents for the 14th National Party Congress.
The head of the survey team emphasized that Hanoi is the capital, the political, economic , cultural and social center of the whole country; the Hanoi Party Committee is the largest party committee in the country with 50 affiliated party committees and over 475,000 party members. Therefore, the advantages and difficulties of the country in the process of innovation in general, and in the work of building and rectifying the Party in the political system in particular, are also the advantages and difficulties for Hanoi.
"The rich and vivid reality of the political, economic and social system of the Capital is not only the material formed from the Party's innovation policy but also a place to clearly test the correctness and effectiveness of the innovation policy" - Comrade Phan Dinh Trac emphasized.
The head of the survey delegation asked the delegates to exchange and discuss three major groups of issues. In particular, comrade Phan Dinh Trac acknowledged that over nearly 40 years of renovation, the work of building and rectifying the Party and the political system in Hanoi has achieved many important results. Among them, there are many policies and guidelines that Hanoi has taken the lead in implementing with excellence and prominence.
Typical examples include effectively implementing the pilot model of urban government; arranging and perfecting the organization and apparatus of the government to be streamlined and effective; strengthening Party building work in non-state enterprises and people's organizations; many innovations in personnel work... Therefore, it is necessary to exchange, discuss, and deeply evaluate from Hanoi's practice the city's viewpoints, perceptions, creative thinking, and breakthroughs in the Party's basic theories on Party building and rectification for a clean and strong political system.
Comrade Phan Dinh Trac suggested that, from practice, Hanoi should clearly state what proposals and recommendations are in terms of viewpoints, guidelines and major policies to contribute to improving the effectiveness of Party building and rectification work, and preventing and combating corruption in the coming time.
The image, reputation and influence of the capital continue to improve.
On behalf of the Standing Committee of the Hanoi Party Committee, presenting a report at the conference, Central Party Committee member and Standing Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen said that after nearly 40 years of perseverance and determination to overcome difficulties and challenges, the Hanoi Party Committee has achieved great achievements. Its position and strength are increasingly strong and the image, prestige and influence of the capital continue to be enhanced.
In particular, the City Party Committee always attaches importance to innovation, improving the quality and effectiveness of Party building and the political system; upholding the spirit of solidarity, unity, and leadership to excellently complete political tasks, building a "civilized - modern" capital; always attaches importance to the fight against corruption, negativity, practicing thrift, and fighting waste, identifying this as a regular and important task, affecting the survival of the regime and the development of the country, so it must be carried out "continuously", "without rest"; strengthening inspection and supervision work in the spirit of "no forbidden areas", "no exceptions".
Accordingly, for many years, the Hanoi Party Committee has focused on building, leading and directing through work programs; overcoming the situation of issuing too many resolutions and directives, and organizing implementation without concentration and ineffectiveness. The Congress Resolution was concretized into 10 major work programs and 9 key project clusters.
Regarding Party building in terms of ideology, the theoretical thinking of the City Party Committee has made progress, firmly adhering to the renovation policy and principles of Party building. The City Party Committee has conducted major summaries (10 years, 20 years, 30 years, 35 years of renovation); theoretical research and practical summaries have been given special attention, and implementation has achieved positive results with many scientific works of profound theoretical and practical significance.
In building the Party organization and improving the quality of Party members, the Hanoi Party Committee regularly attaches importance to Party building and rectification. It pays special attention to solidarity within the Party, upholds the principle of democratic centralism, and improves the leadership capacity and fighting strength of Party committees and organizations.
The arrangement, consolidation and completion of the Party's organizational system from the City to the Party cell has been carried out carefully and systematically; many Party organization models have been arranged and built in accordance with the scale, nature and reality of the Capital in each period. The work of developing Party members has been directed with attention and quality has been improved, and the results of Party member admissions every year have exceeded the targets set by the Congress Resolution. In recent terms, the number of Party member admissions every year of the entire Party Committee has exceeded the plan (12,000 Party members/year) set by the Resolution of the City Party Congress, terms XV and XVI.
In personnel work and internal political protection, after nearly 40 years of implementing the renovation process, the system of regulations and rules in personnel work has become more and more complete, strict, scientific and practical. Notably, in 2018, Hanoi was one of the first localities in the country to issue a monthly assessment criteria framework for cadres, civil servants, public employees and contract workers in the political system and has continued to be revised and supplemented to date.
Regarding the work of inspection, supervision and party discipline, the City Party Committee focused on leading, directing and implementing with focus and key points, achieving very positive results and making important contributions to the leadership in implementing political tasks and Party building work of the City Party Committee. The inspection and supervision work of Party committees and inspection committees at all levels has had many innovations in terms of content, objects and implementation methods.
Next, the conference discussed, members of the Survey Delegation gave their opinions on the evaluation of the dossier and report prepared by the City Party Committee according to the Delegation's request; requested clarification of some important contents. Must focus on removing institutional obstacles
Speaking at the conference, Secretary of the City Party Committee Dinh Tien Dung affirmed that the Standing Committee of the Hanoi City Party Committee accepted all opinions of the Survey Team to complete the reports as required.
Discussing further issues of concern to the Delegation, Secretary of the Hanoi Party Committee Dinh Tien Dung said that from the beginning of the term, the Party Committee and the Standing Committee of the Party Committee have focused on innovating leadership and direction methods to ensure comprehensiveness, closeness and specificity. This is a decisive factor helping the city to perform well its regular and extraordinary political tasks such as organizing the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; maintaining socio-economic development; preventing and combating the COVID-19 pandemic...
During the leadership and direction process, the City Party Committee focused on selecting the right focus and key issues, which are urgent and urgent issues to meet the people's demands and resolve problems and backlogs. The City also thought about strategic visions and focused on implementing major policies, the most recent of which was to establish a Project to adjust the overall Master Plan for the construction of Hanoi Capital to 2045, with a vision to 2065; to develop the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, and to complete the dossier of the Capital Law project (amended).
Thanks to promoting the leadership role and responsibility of Party committees at all levels, exemplary cadres and Party members, close to the people, the city has mobilized the combined strength of the entire political system and the people, thereby effectively solving many new and difficult tasks such as clearing the ground for Ring Road 4 - Hanoi Capital Region within just one year, reaching more than 70%, now reaching more than 90%; moving thousands of graves... without any petitions or complaints.
However, the Secretary of the Hanoi Party Committee affirmed that there is still a situation where officials push, avoid, and fear responsibility. Therefore, on August 7, 2023, the Standing Committee of the City Party Committee issued Directive No. 24-CT/TU on strengthening discipline, discipline, and responsibility for handling work in the city's political system, stating 25 specific manifestations as a basis for assessment and disciplinary action.
Further clarifying the proposals and recommendations of Hanoi, comrade Dinh Tien Dung said that we must focus on removing institutional obstacles. For example, the effectiveness of fighting corruption and negativity is clear, but the effectiveness of preventing it is still unclear, so we must focus on institutionalizing policies on thrift and anti-waste. Institutionalizing the Party's policies on evaluating cadres is also very necessary, we must clearly institutionalize the protection of cadres who dare to think and dare to do to create motivation for cadres to perform their duties. Even with the obstacles in handling projects using land, if the Government synthesizes and proposes the National Assembly to issue a specialized Resolution to remove them so that bidding and auctions can be organized, it will free up huge resources for national development...
On behalf of the survey team, Prof. Dr. Ta Ngoc Tan, Permanent Vice Chairman of the Central Theoretical Council, delivered the closing speech, thanking the Hanoi Party Committee for their enthusiastic, responsible and effective cooperation, especially in preparing the work of the survey team, including the document system and working sessions.
Prof. Dr. Ta Ngoc Tan also requested the Hanoi Party Committee to clarify its practical assessment of the capital's people's trust in the Party and the regime; clearly propose mechanisms and policies on salaries and benefits for officials and civil servants, thereby helping to effectively prevent corruption and negativity.../.
