On the morning of October 26th, at the Hanoi City Party Committee headquarters, the Survey Team (Group 5) of the Central Steering Committee for summarizing some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years and the Standing Committee of the Hanoi City Party Committee held a working meeting on related issues.
Comrades Phan Đình Trạc, Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Internal Affairs Commission, Member of the Steering Committee, and Head of the Survey Team; and Đinh Tiến Dũng, Member of the Political Bureau, Secretary of the Hanoi City Party Committee, and Head of the Hanoi City National Assembly Delegation, co-chaired the conference.
Hanoi clearly outlines proposals and recommendations to improve the effectiveness of Party building and rectification work.
In his opening remarks, Comrade Phan Dinh Trac stated that, in accordance with the plan of the Steering Committee for the 40th Anniversary of Renovation, the survey team of Group 5 conducted a survey in Hanoi to clarify some theoretical and practical issues regarding Party building and rectification, the political system, and the prevention and fight against corruption and negative phenomena in Hanoi. This contributes to supplementing and perfecting the Party's theory on the renovation line, on socialism and the path to socialism in Vietnam, serving the 40th Anniversary of Renovation and the drafting of documents for the 14th Party Congress.
The head of the survey team emphasized that Hanoi, as the capital, is the political, economic , cultural, and social center of the entire country; the Hanoi City Party Committee is the largest party committee in the country with 50 subordinate party committees and over 475,000 party members. Therefore, the advantages and disadvantages of the country in the process of reform in general, and in the work of building and rectifying the Party and the political system in particular, are also the advantages and disadvantages facing Hanoi.
"The rich and vibrant practical experience of the political, economic, and social system of the Capital City is not only the material formed from the Party's reform policies, but also a clear test of the correctness and effectiveness of those policies," Comrade Phan Dinh Trac emphasized.
The head of the survey team suggested that the delegates exchange and discuss three major groups of issues. In particular, Comrade Phan Dinh Trac noted that, after nearly 40 years of reform, Hanoi's work in building and rectifying the Party and the political system has achieved many important results. Among these, Hanoi has taken the lead in implementing many outstanding and effective policies and initiatives.
Typical examples include the effective implementation of the pilot urban government model; the streamlining and consolidation of the government apparatus; the strengthening of Party building in non-state enterprises and people's organizations; and significant innovations in personnel management… Therefore, it is necessary to exchange, discuss, and deeply evaluate, based on Hanoi's practical experience, the city's perspective and understanding, and the creative and groundbreaking theoretical foundations of the Party regarding Party building and rectification, and the establishment of a clean and strong political system.
Comrade Phan Dinh Trac suggested that, based on practical experience, Hanoi should clearly state its proposals and recommendations at the level of major viewpoints, policies, and guidelines to contribute to improving the effectiveness of Party building and rectification, and the fight against corruption in the coming period.
The image, prestige, and influence of the capital city continue to improve.
Presenting the report on behalf of the Standing Committee of the Hanoi City Party Committee at the conference, Central Committee member and Standing Deputy Secretary of the Hanoi City Party Committee Nguyen Thi Tuyen stated that, after nearly 40 years of perseverance and determination to overcome difficulties and challenges, the Hanoi City Party Committee has achieved tremendous accomplishments. Its strength and position have become increasingly robust, and the image, prestige, and influence of the capital city continue to improve.
In particular, the City Party Committee always prioritizes innovation and improving the quality and effectiveness of Party building and the political system; upholding the spirit of unity and solidarity, leading to the excellent completion of political tasks, building the capital city into a "cultured, civilized, and modern" city; always attaching importance to the fight against corruption and negative phenomena, practicing thrift, and combating waste, identifying this as a regular and important task affecting the survival of the regime and the development of the country, therefore it must be carried out "continuously" and "without rest"; strengthening inspection and supervision in the spirit of "no forbidden zones," "no exceptions."
Accordingly, for many years, the Hanoi City Party Committee has focused on building and leading through work programs; overcoming the situation of issuing too many resolutions and directives, and organizing their implementation in a scattered and ineffective manner. The Congress Resolution has been concretized into 10 major work programs and 9 key projects.
Regarding Party building in terms of ideology, the Party Committee of the City has made progress in its theoretical thinking, steadfastly adhering to the reform line and principles of Party building. The City Party Committee has conducted major reviews (of 10, 20, 30, and 35 years of reform); theoretical research and practical summaries have been given special attention, and their implementation has yielded positive results with many scientific works of profound theoretical and practical significance.
In building Party organizations and improving the quality of Party members, the Hanoi City Party Committee consistently prioritizes Party building and rectification. Particular attention is paid to internal Party unity, upholding the principle of democratic centralism, and enhancing the leadership capacity and fighting strength of Party committees and organizations.
The arrangement, consolidation, and improvement of the Party's organizational system from the city level to the grassroots level have been carried out cautiously and systematically; many Party organizational models have been established and developed to suit the scale, nature, and practical realities of the capital city in each period. Party member development has received attention and guidance, improving quality, and the annual membership recruitment results have consistently exceeded the targets set in the Party Congress Resolutions. In recent terms, the number of Party members recruited annually by the entire Party Committee has consistently exceeded the plan (12,000 members/year) set in the Resolutions of the 15th and 16th Party Congresses of Hanoi City.
In personnel management and internal political security, over nearly 40 years of implementing reforms, the system of regulations and rules in personnel work has become increasingly comprehensive, rigorous, scientific, and practical. In particular, in 2018, Hanoi was one of the first localities in the country to issue a framework regulation on monthly evaluation criteria for officials, civil servants, public employees, and contract workers in the political system, which has been continuously revised and supplemented to this day.
Regarding Party inspection, supervision, and discipline, the City Party Committee has focused its leadership and guidance on key areas, achieving very positive results and making important contributions to the leadership in carrying out political tasks and Party building work of the City Party Committee. The inspection and supervision work of Party committees and inspection committees at all levels has seen many innovations in content, subjects, and methods of implementation.
Following this, the conference proceeded with discussions, during which members of the survey team presented their assessments of the documents and reports prepared by the City Party Committee as requested by the team; they also requested further clarification on several important issues. Representatives from the Standing Committee of the City Party Committee, the City People's Council, the City People's Committee, and the City Party Committee's departments... provided reports clarifying these matters.
We must focus on removing institutional obstacles.
Speaking at the conference, Hanoi Party Secretary Dinh Tien Dung affirmed that the Standing Committee of the Hanoi Party Committee fully accepted all the opinions of the survey team to finalize the reports as required.
Further discussing the issues of concern to the delegation, Hanoi Party Secretary Dinh Tien Dung said that from the beginning of the term, the City Party Committee and its Standing Committee have focused on innovating leadership and guidance methods, ensuring both comprehensiveness and thoroughness. This is a decisive factor that has helped the city successfully carry out regular and extraordinary political tasks such as organizing the election of deputies to the 15th National Assembly and deputies to the People's Councils at all levels for the 2021-2026 term; maintaining socio-economic development; and preventing and controlling the COVID-19 pandemic...
In its leadership and guidance, the City Party Committee has focused on selecting the right priorities and key issues that are urgent and pressing, meeting the needs of the people and resolving outstanding problems. Simultaneously, the city has adopted a strategic vision, focusing on implementing major policies, most recently the preparation of the overall adjustment plan for the General Planning of Hanoi Capital City until 2045, with a vision to 2065; the development of the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050; and the completion of the draft Law on the Capital City (amended).
Thanks to the effective leadership and responsibility of Party committees at all levels, and the exemplary conduct of cadres and Party members who are close to the people, the city has mobilized the combined strength of the entire political system and the people, thereby effectively resolving many new and difficult issues such as land clearance for the Ring Road 4 - Hanoi Capital Region, achieving over 70% completion within a year and now exceeding 90%; relocating thousands of graves... without any complaints or petitions.
However, the Secretary of the Hanoi City Party Committee affirmed that there is still a situation where officials shirk responsibility, avoid accountability, and fear taking responsibility. Therefore, on August 7, 2023, the Standing Committee of the City Party Committee issued Directive No. 24-CT/TU on strengthening discipline and responsibility in handling work within the city's political system, outlining 25 specific manifestations as a basis for evaluation and disciplinary action.
Clarifying Hanoi's proposals and recommendations, Comrade Dinh Tien Dung stated that it is necessary to focus on removing institutional obstacles. For example, while the fight against corruption and negative practices is clearly effective, the effectiveness of prevention is still unclear. Therefore, it is necessary to focus on institutionalizing policies on saving and combating waste. Institutionalizing the Party's policies on evaluating cadres is also essential; clearly institutionalizing the protection of cadres who dare to think and act will create motivation for them to perform their duties. Even regarding obstacles in handling land-use projects, if the Government compiles and proposes to the National Assembly to issue a specialized resolution to resolve these issues and organize bidding and auctions, it will free up enormous resources for national development...
Speaking on behalf of the survey team, Professor Dr. Ta Ngoc Tan, Standing Vice Chairman of the Central Theoretical Council, thanked the Hanoi City Party Committee for its enthusiastic, responsible, and effective cooperation, especially in preparing for the survey team's work, including the documentation system and the meetings.
Professor Ta Ngoc Tan also requested the Hanoi City Party Committee to further clarify the practical assessment of the people's trust in the Party and the regime; and to clearly propose mechanisms and policies on salaries and benefits for officials and civil servants, thereby helping to effectively prevent corruption and negative practices.../.
