The commune-level government had to make great efforts to take over the functions and tasks of the former Department of Education and Training in professional activities.
Connecting schools and local authorities
From July 1, Hanoi City operates a two-level local government with 126 communes and wards. In particular, the abolition of the district level has eliminated the Department of Education and Training, the professional management unit at the grassroots level. With the two-level local government system, the Department of Culture and Society at the grassroots level will perform this function.
Ms. Trinh Ngoc Tram - Vice Chairman of Cua Nam Ward, former Head of the Department of Education and Training of Hoan Kiem District, said: Cua Nam Ward has an education system of 10 public schools from kindergarten to junior high school, ensuring to fully meet the learning needs of students in the area.
Since the operation of the two-level local government, schools have quickly stabilized their organizational structure, carried out assigned tasks, and ensured stability without interruption. Transferring schools to the ward level will help manage and control educational facilities better, improve the quality and organization of educational activities.
Especially during the transition period, schools still perform well in the recruitment of students at the beginning of the school year, bringing satisfaction to parents and students. With proactive leadership, flexible implementation and consensus from the grassroots, the education sector has gradually adapted to the two-level local government model, contributing to improving the overall quality of education.
Ms. Tran Le Khanh - Principal of Linh Nam Secondary School (Vinh Hung, Hanoi) said that the school used to be located in Linh Nam ward, Hoang Mai district. From July 1, the school belongs to Vinh Hung ward. When operating a two-level government, the ward leaders organized meetings, appointed leadership positions for educational institutions in the area and affirmed that education is the core task.
Ms. Dao Thi Thu Hang - Chairman of the People's Committee of Tuong Mai Ward said that the population of the ward is over 136,000 people, there are 27 schools (preschool, primary and secondary schools) in the area, the number of students at all levels is very large. Although the government has just been established and put into operation, the People's Committee of the ward has soon directed the enrollment of grades 1 and 6 in accordance with the spirit of serving the people.
Ms. Hoang Thu Trang, formerly a specialist at the Department of Education and Training of Hoang Mai district, now working at the Department of Culture and Society of Hoang Liet ward (Hanoi), shared: Transferring the education management function of the Department of Education and Training to the ward level will help the school get closer to the local government. The school and the local government have a close connection in building and improving the quality of education.

No interruption of professional activities

The Department of Education and Training will coordinate with the authorities of wards and communes to ensure that professional activities are not interrupted. Before the merger with Hai Phong city, Hai Duong province had 740 public kindergartens, primary schools, secondary schools, inter-primary and secondary schools, 41 public and autonomous public high schools, and 12 district-level vocational education and continuing education centers.

To ensure that educational activities are not interrupted in the context of administrative reorganization according to the two-tier local government model, the Ministry of Education and Training has issued a document to localities requesting a thorough review of educational management tasks. The distinction between provincial and communal levels must be clear. Administrative activities related to education must be smooth and stable. Avoid any impact that disrupts people, businesses and society.
The Ministry of Education and Training requires the assignment of professional tasks such as personnel management, budget, payroll, and job positions to provincial-level professional agencies. The Department of Education and Training is the unit in charge of implementation, this is to ensure consistency, avoid division, and interruption in the entire system. Recruitment, transfer, secondment, and development of the teaching staff must be carried out centrally at the provincial level, this is a way to effectively handle the situation of local teacher surplus and shortage, and at the same time, help balance human resources in the entire industry.
The Ministry of Education and Training requires localities to assign the focal point for education management to a competent level. Capacity here includes human resources, finance and facilities. Professional tasks must be assigned to the Department of Education and Training. Administrative and management tasks by area can be assigned to the commune level, however, decentralization must be linked with close inspection and supervision. Only then can the effectiveness of on-site education be improved.
