On the afternoon of July 9, continuing the 25th session, with the majority of delegates in agreement, the Hanoi People's Council passed a resolution regulating the content and level of support for voluntary social insurance (SI) and health insurance (HI) contributions for social policy cases.
In which cases are insurance premium support available?
Accordingly, the resolution will apply to those who are residing in Hanoi and need support to pay voluntary social insurance and health insurance.
The cases eligible for the above policies according to this resolution have been significantly expanded, including: poor households, near-poor households, households escaping poverty, households escaping near-poverty according to the city's multidimensional standards.
In addition, the elderly from 70 to under 75 years old do not have health insurance cards and are not subject to compulsory health insurance. People with mild disabilities (except children under 16 years old) do not have health insurance cards. Ethnic minorities do not have health insurance cards and are not subject to compulsory health insurance.
Students with difficult circumstances from agricultural , forestry and fishery households with average living standards, studying at educational institutions in Hanoi.
People in households working in agriculture, forestry, and fishery have an average standard of living according to city standards.
Voluntary social insurance participants who are not subject to compulsory insurance and meet Government regulations are also entitled to enjoy the policy under the new resolution.
Support up to 100% of health insurance premiums
The Resolution provides specific support levels, significantly supplementing the State's current support policies.
Specifically, regarding voluntary social insurance, Hanoi supports an additional 50% of the contribution rate for people in poor households according to regulations of the Government and the Prime Minister; supports an additional 60% of the contribution rate for people in near-poor households; supports an additional 10% of the contribution rate for some other cases according to regulations.
This support level is calculated based on the monthly voluntary social insurance contribution level according to the rural poverty line and will be adjusted when the Government has policy changes.
Regarding health insurance, Hanoi will support 100% of health insurance premiums for household members recognized as escaping poverty, escaping near-poverty, or escaping near-poverty.
Support period up to 36 months.
The city also supports 100% of the contribution for the elderly from 70 to under 75 years old and people with mild disabilities (excluding children under 16 years old) who do not have health insurance cards, and ethnic minorities who do not have health insurance cards.
In particular, ethnic minorities in communes and villages that were previously particularly disadvantaged but are no longer on the list will receive an additional 30% support for health insurance premiums.
The city also supports an additional 70% of health insurance premiums for disadvantaged students from agricultural, forestry and fishery households with average living standards; and an additional 30% of health insurance premiums for people from agricultural, forestry and fishery households with average living standards.
Funding to implement the resolution will be taken from the state budget according to decentralization.
