On the morning of October 16, at the 18th Congress of the Hanoi Party Committee, term 2025-2030, assigned by the Presidium, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong presented a political report to the 18th City Party Congress.

Hanoi makes comprehensive breakthroughs in 14 fields

The 2020 - 2025 term marks a period of strong development for the Capital. In the context of facing the COVID-19 pandemic, natural disasters and many new challenges, Hanoi has maintained stability, maintained high growth and achieved and exceeded most of the targets of the 17th Congress Resolution. In particular, 4 targets were completed 1 to 2 years early, affirming the mettle, dynamism and resilience of the City Party Committee in leadership and management.

In terms of Party building, the City Party Committee has demonstrated its pioneering role in innovating leadership methods, promoting administrative reforms within the Party, and pioneering the introduction of four administrative procedures to the National Public Service Portal. The two-level political system has been operated smoothly, streamlined and effectively, contributing to strengthening people's trust in the government apparatus.

In the economic field, Hanoi maintained an average GRDP growth rate of 6.57%, higher than the national average; GRDP scale reached about 63 billion USD, accounting for 12.6% of the country. Budget revenue is estimated at 2.2 million billion VND, 1.8 times higher than the previous term; social investment capital reached 2.5 million billion VND, attracting FDI of 11.5 billion USD. Tourism has recovered impressively, expected to welcome 31 million visitors in 2025, including 7 million international visitors. The contribution of total factors (TFP) reached 53% - a figure clearly showing the effectiveness of innovation in growth.

Digital transformation and science and technology have become prominent highlights. Hanoi has tested many pioneering models such as the iHaNoi application, electronic health books, and the issuance of criminal records on VNeID. Hoa Lac High-Tech Park has formed a core of innovation, connecting institutes, schools, and businesses. These are important steps to affirm the role of the country's science and technology center.

The capital's urban areas have been expanded and completed synchronously. The planning coverage rate has reached 100%; many key projects such as Ring Road 2, Vinh Tuy Bridge Phase 2, and Cat Linh - Ha Dong railway have been completed, creating a modern, green, and smart urban appearance. At the same time, Hanoi's rural areas have reached the finish line of the new rural construction program two years ahead of schedule, and people's lives have improved significantly.

Culture and society continue to affirm their leading position in the country. Hanoi is the locality with the highest human development index (HDI), the rate of public schools meeting national standards is over 81%, the rate of trained workers is 75%. People's lives are improved, by 2024 the city will complete the elimination of temporary houses, and there will be no poor households according to the new standards.

Political security and social order and safety are absolutely maintained; political, cultural and foreign affairs events are absolutely safe. Foreign affairs activities are expanded, raising Hanoi's position in the international arena, demonstrating the image of "City for Peace" and "Creative City" of UNESCO.

However, the Political Report also frankly pointed out 6 groups of limitations: some Party committees are still lacking in determination, economic growth is not commensurate with potential, innovation is still slow, urban infrastructure and cultural works have not met expectations, pollution and fires in residential areas still occur. This objective and serious assessment is the foundation for Hanoi to plan a breakthrough in the next term.

Vision 2030: Capital of culture - global connection - happiness

With the theme of the 18th Congress: "Promoting the thousand-year-old tradition of civilization and heroism; uniting to build a clean and strong Party organization; pioneering and making breakthroughs in the new era; developing a civilized, modern and happy capital", Hanoi clearly defines the pioneering mission of the capital in the new period.

The political report emphasizes five development perspectives. In particular, Hanoi continues to play the role of "locomotive, exemplary" in implementing the policies of the Central Committee and the Politburo, especially strategic issues that lead the whole country. The city aims for rapid and sustainable economic development associated with green transformation, digital transformation, and circular economic development, while focusing on building elegant and civilized Hanoi people - the foundation for sustainable development.

By 2030, Hanoi aims to become a "Cultured - Civilized - Modern" Capital, a place where cultural quintessence converges, with a level of development on par with advanced capitals in the region. By 2045, it aims to become a globally connected city, with an average GRDP per capita of over 36,000 USD, and the material and spiritual life of its people among the highest in the region.

Hanoi proposes three strategic breakthroughs for development

The main targets set by Hanoi by 2030 include 4 groups with 43 specific targets, including a number of general targets such as: Economic growth GRDP from 11% or more, average income per capita reaching over 12,000 USD; Society: human development index reaching 0.88, happiness index reaching 9/10 criteria. Urban - environment: urbanization rate 65-70%, public transport meeting at least 30% of travel needs, 80% of days in the year have good air quality. Party building: admitting 11,000 new party members each year, 90% of party organizations completing their tasks well.

Hanoi also proposed three strategic breakthroughs, firstly, institutional breakthroughs. Hanoi will comprehensively perfect the institutional system for the development of the Capital, concretize the Law on the Capital (amended) with specific mechanisms and policies to unblock, mobilize and effectively use resources. The city will pioneer in piloting new policies in the fields of science - technology, digital transformation, innovation, private economic development, education, health, and cultural industry. In particular, decentralization, decentralization, and deeper authorization with the motto "locality decides - locality does - locality is responsible" is considered the key to creating flexibility and autonomy in urban governance.

Second, a breakthrough in human resources. The political report identifies the development, exploitation and effective use of high-quality human resources as one of the core driving forces. Hanoi aims to build a team of cadres with courage, aspiration to contribute, strategic thinking; with a mechanism to protect and encourage cadres to dare to think, dare to do, dare to take responsibility. At the same time, the city expands policies to attract and promote talents, experts and scientists at home and abroad, creating a healthy competitive environment.

Third, breakthroughs in modern, smart and connected infrastructure. The city focuses on developing synchronous transport infrastructure, regional - international connectivity; building a network of belt roads, bridges across the Red River, Duong River, urban railways, and modern logistics centers. Notably, Hanoi orients urban development according to the TOD (Transit Oriented Development) model, exploiting underground space, and investing heavily in digital infrastructure, big data and science - technology infrastructure. Connecting data on planning, population, health, education, and land will create a solid foundation for smart urban governance and digital economy.

The political report proposed 10 key groups of tasks and solutions for the 2025 - 2030 period, including:

(1) Building and perfecting institutions and specific policies for the development of the Capital.

(2) Establish a new growth model, promote industrialization and modernization, and strongly develop the private economy.

(3) Strongly promote science, technology, innovation and comprehensive digital transformation in all fields; build a smart city with people and businesses as the center, the subject, the main resource and driving force.

(4) Planning implementation; urban and rural management and development; environmental protection, exploitation and efficient use of resources.

(5) Promoting the thousand-year cultural values ​​of Thang Long - Hanoi, building elegant and civilized Hanoi people.

(6) Developing education and training, high-quality human resources leading the country, and deep international integration.

(7) Improve social welfare and people's quality of life.

(8) Strengthen national defense and security; prevent and combat natural disasters, search and rescue, and effectively adapt to climate change.

(9) Expanding foreign affairs and international integration.

(10) Continue to promote the building and rectification of a clean and strong Party in all aspects; build a streamlined, strong, efficient, effective and efficient City political system.
