Average growth of 6.57%, 1.1 times higher than the whole country

Reporting at the 18th Hanoi Party Congress, Mr. Nguyen Van Phong, Standing Deputy Secretary of the Hanoi Party Committee, said that during the 2020 - 2025 term, the Party Committee, government and people of the capital have overcome all difficulties and challenges, successfully implemented the Resolution of the 17th Congress, basically achieved and exceeded the targets, of which 4 targets were completed 1 to 2 years early.

Accordingly, the Hanoi Party Committee has set an example in streamlining the apparatus and reorganizing commune-level administrative units from 526 to 126 communes and wards with high consensus from the people.

The capital's economy continues to develop, with the economic structure shifting in the right direction. Average GRDP growth is 6.57%, 1.1 times higher than the whole country; the scale is about 63 billion USD, 1.4 times higher than in 2020, accounting for 12.6% of the whole country; GRDP/person is estimated at 175 million VND, equivalent to 7,200 USD...

Tourism has developed rapidly, with an expected 31 million arrivals in 2025, including 7 million international arrivals. Budget revenue has exceeded estimates, reaching an estimated VND2.2 trillion, 1.8 times higher than the previous term. Total realized social investment capital is VND2.5 trillion, 1.5 times higher than the previous term; FDI attraction is estimated at USD11.5 billion.

Science, technology, innovation, and digital transformation are given attention and promoted; many applications have been tested effectively such as: iHaNoi application, electronic health book, and issuance of criminal records on VneID. Hoa Lac High-Tech Park has initially formed a core of innovation, connecting businesses, research institutes, and universities.

Also during the past term, Hanoi has completed a number of key projects such as: Cat Linh - Ha Dong railway line, Nhon - Hanoi Railway Station (elevated section), elevated Ring Road 2, Vinh Tuy Bridge phase 2, Vietnam Exhibition Center; started construction and accelerated the progress of Ring Road 4 and bridges such as: Tu Lien, Tran Hung Dao, Ngoc Hoi, Thuong Cat...

In particular, the Party Committee and the city government also focus on developing education and training, improving the quality of human resources. Accordingly, the scale of education is constantly growing; mass education is focused; key education leads the country; the rate of public schools meeting national standards is over 81%.

“Vocational training and high-tech human resource development programs have been strongly implemented; the rate of trained workers has reached 75%; Hanoi's "Labor Training" index ranks first in the country,” Mr. Phong informed.

By 2024, Hanoi will have completed the elimination of temporary and dilapidated houses and no longer have poor households according to the City's standards, with an average life expectancy of 76.5 years, among the highest in the country; job creation is focused on, with the urban unemployment rate reduced to 2.54%.

In particular, the work of preventing and combating corruption, waste and negativity has been promoted and achieved positive results. Focusing on removing difficulties and obstacles, combating waste in 712 slow-moving projects has contributed to unlocking resources for development.

Renovation work of old apartments is very slow.

Besides the achieved results, the political report of the Hanoi City Party Committee also frankly pointed out 6 groups of limitations and weaknesses.

In particular, the work of building the Party and the political system still has aspects that do not meet requirements; some Party committees and organizations are not really proactive and decisive in leadership, direction, organization of implementation, inspection, control and supervision.

“Planning, land management, infrastructure development, construction and urban management have many aspects that do not meet requirements; renovation of old apartment buildings is very slow; there are no synchronous measures to overcome traffic congestion and flooding in the inner city; air pollution and pollution of inner-city rivers have not been completely resolved.

It is noteworthy that state management of fire prevention and fighting in densely populated areas still has many limitations and shortcomings, leading to fires causing serious damage to people and property," Mr. Phong reported.

Strive to raise per capita income to over 12,000 USD

The political report of the Hanoi Party Committee also identified the goal by 2030: Hanoi will be a "Cultured - Civilized - Modern" capital, green, smart, a place where cultural quintessence converges, deeply integrated internationally, highly competitive, with a development level on par with the capitals of developed countries in the region; a center, a driving force for the development of the Red River Delta, the Northern region, a growth pole with a leading role in the country's economy, with influence in the region; a major economic and financial center; a leading center of culture, education and training, healthcare, science, technology and innovation; stable politics and society, a peaceful city, happy people.

Vision to 2045: Hanoi Capital is a globally connected city with a high standard of living and quality of life; comprehensive, unique and harmonious economic, cultural and social development, representing the whole country; with a development level on par with the capitals of developed countries in the region and the world. GRDP per capita reaches over 36,000 USD.

The main targets by 2030 include 4 groups with 43 specific targets, including a number of targets: Striving for GRDP growth rate to reach 11.0%/year or more; GRDP per capita over 12,000 USD; Human Development Index (HDI) reaching about 0.88 points; Happiness Index (HPI) reaching 9/10 criteria...
