Hanoi: Honoring 10 "Outstanding Capital Citizens" in 2024

On October 8, at the Conference to commend advanced models, good people, good deeds; to honor "Outstanding Capital Citizens" in 2024, Hanoi organized to honor 10 "Outstanding Capital Citizens" in 2024.

The program is organized by the Hanoi City Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee. The list of 10 "Outstanding Capital Citizens" in 2024 is as follows:

1. Professor, Doctor of Economics, Senior Lecturer, People's Teacher Hoang Van Cuong, former Vice Principal of National Economics University, born in 1963.

He has directly researched many scientific topics, in particular he was assigned to preside over the consultation of the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050; the Master Plan for socio -economic development of 4 districts in Hanoi. As a delegate of the 14th and 15th National Assembly of the Hanoi City National Assembly Delegation, he has always actively contributed to the National Assembly forum and issues related to the Capital. He was awarded the Third Class Labor Medal by the President and conferred the title of People's Teacher.

2. People's Artist Phan Thi Kim Dung, member of the Women's Union of Nhan Chinh Ward, Thanh Xuan District, born in 1951.

She has organized many free classes to teach people in the capital about traditional singing, especially Xam singing and Van singing, thereby contributing to the preservation of traditional cultural and artistic beauty. She was awarded the title of People's Artist by the President; many times received certificates of merit from the Chairman of the Hanoi People's Committee; and the Hanoi Women's Union awarded her the title of "Outstanding Capital Woman".

3. Ms. Dao Thanh Hoan, Deputy Chief of Office of Economic & Urban Newspaper, Deputy Director of Ngoc An Center for Research and Application of Psychology - Education, born in 1976.

She initiated the construction of a "Special education model to support youth, people with disabilities, and autistic people to develop sustainably in Hanoi". The model won the prize in the "Creative product ideas of women in the capital" contest, and the second prize in the "Innovation in the capital region" contest. She was awarded a certificate of merit by the Chairman of the Hanoi People's Committee, the title of "City Emulation Fighter"; the Hanoi Women's Union awarded the title of "Outstanding Capital Women".

4. Mr. Hoang Quoc Hai, member of Hanoi Literature and Arts Association, born in 1938.

He has written more than 2,000 articles, many of which reflect on the fields of history, culture, and social life of Hanoi, typically: Village in the city, Chronicle by the lake, especially the two novels "Storm of the Tran Dynasty" and "Eight Dynasties of the Ly Dynasty". He was awarded the "Bui Xuan Phai for the love of Hanoi" award; "State Award" for the novel "Storm of the Tran Dynasty"; and "Lifetime Literary Achievement" award from the Hanoi Writers Association.

5. Lieutenant General Chu Duy Kinh, former Commander of the Capital Military Region, former member of the Standing Committee of the Hanoi Party Committee, former delegate of the 9th National Assembly, member of the Veterans Association of Vinh Phuc ward, Ba Dinh district, born in 1930.

He has made many contributions to the country's revolutionary cause and the protection and construction of the capital Hanoi. After retirement, he actively participated in giving opinions to build the Party and government and made many contributions to local activities. He was awarded the First Class Independence Medal, First Class Military Exploit Medal, First Class Feat Medal, Third Class Victory Medal; First Class Resistance Medal against the US; The Chairman of the Hanoi People's Committee awarded him the Commemorative Medal "For the cause of building the capital".

6. Dr. Duong Thi Thanh Mai, Legal expert, former Director of the Institute of Legal Science, Ministry of Justice; Head of the Expert Group on amending the Capital Law, born in 1954.

She has made many contributions to the Capital such as: Participating in the Editorial Team of the Ministry of Justice to draft the Capital Law in 2012, Head of the Advisory Group of the Hanoi People's Committee to draft the Capital Law in 2024; participating in drafting Resolution No. 15-NQ/TU of the Politburo on "Orientations and tasks for the development of the Capital Hanoi to 2030, with a vision to 2045". She was awarded the Second Class Labor Medal by the President, many times received certificates of merit from the Minister of Justice, and the Central Committee of the Vietnam Women's Union awarded the title "Outstanding Vietnamese Woman".

7. Mr. Pham Quang Nghi, former member of the Politburo, former Secretary of the Hanoi Party Committee, born in 1949.

As Secretary of the City Party Committee for two consecutive terms (2006-2010, 2010-2015), Head of the Hanoi City National Assembly Delegation, XIIIth term (2011-2016), he made important contributions to the construction and development of the Capital during the period when Hanoi expanded its administrative boundaries and celebrated the 1,000th anniversary of Thang Long - Hanoi. Hanoi has made remarkable and comprehensive progress in all aspects: Economy, society, national defense, security, contributing to enhancing the stature and position of the Capital. After retiring, he has always actively contributed to the construction of the Capital and the country.

He was awarded many noble medals and orders by the Party and State: First-class Anti-American National Salvation Medal, Third-class Victory Medal, Third-class Labor Medal, twice awarded the First-class Labor Medal and the Ho Chi Minh Medal.

8. Mr. Phung Huu Phu, former Standing Deputy Secretary of the Hanoi Party Committee, former Chairman of the Hanoi People's Council, born in 1948.

During his time working in Hanoi, he always strived with a high sense of responsibility, excellently completing assigned tasks. Directly chaired the State-level scientific program on promoting potentials and resources for rapid and sustainable development of Hanoi Capital to serve the 1,000th anniversary of Thang Long - Hanoi; participated in the Steering Committee of the key scientific research program of the Hanoi Party Committee, serving the construction of the documents of the 17th Congress of the City Party Committee. He was awarded the title of Meritorious Teacher by the President, the Third-class Labor Medal, the First-class Independence Medal, and a Certificate of Merit by the Prime Minister.

9. Associate Professor, Doctor of Medicine, Senior Physician, People's Physician Nguyen Van Thach, former Deputy Director of Vietnam - Germany Friendship Hospital, born in 1954.

He has many scientific research topics and applied new techniques and technologies to the examination and treatment of spinal diseases, orthopedic trauma, and health care for people across the country and the capital. He was awarded the title of People's Physician by the President; the First Class Labor Medal; a Certificate of Merit by the Prime Minister, the title of "National Emulation Fighter"; and many times received a Certificate of Merit from the Ministry of Health.

10. Lieutenant Colonel Nguyen Anh Tuan, Chief of Lang Ha Ward Police (former Chief of Lang Thuong Ward Police, Dong Da District), born in 1981.

He was always exemplary, taking the lead in all tasks, directly directing and solving many major cases, contributing to ensuring security, order and social safety in the area. He was awarded the Third Class Military Exploit Medal by the President; a certificate of merit by the Prime Minister; and many times received certificates of merit from the Minister of Public Security and the Chairman of the Hanoi People's Committee, and a certificate of merit from the Director of the Hanoi City Police Department.
