Proactive, flexible, practical
As of July 13, 2025, Tuyen Quang province has started construction of 15,868 houses (100% completion), of which 12,882 houses have been completed, reaching 81.18% of the plan, and 2,986 houses are continuing to be implemented on schedule.
This is an outstanding result demonstrating high political determination, flexible, synchronous and consistent direction from the Provincial Party Committee, Provincial People's Committee, Provincial Steering Committee to the grassroots authorities. The political system has maximized its role, with 459 directives and instructions issued in line with reality. After the merger, localities quickly completed the Steering Committee's support team, and developed specific action plans for each group of beneficiaries.
Not only mobilizing and effectively using legal resources, localities also focus on creative and practical ways of doing things with the motto of “6 clear”: clear people, clear work, clear responsibility, clear authority, clear time, clear results. Hundreds of thousands of working days and resources mobilized from the community, businesses, socio-political organizations, etc. have contributed to reducing costs and shortening the progress of removing temporary and dilapidated houses.
Many models have been effectively implemented at the grassroots level, such as delivering materials to groups of households, reusing old materials, handing over turnkeys, or organizing centralized construction teams, etc., creating conditions for people to proactively participate, increasing transparency and saving costs.
Tung Ba commune has more than 1,700 households, with over 26% of households being poor and near-poor. The work of eliminating temporary and dilapidated houses has been systematically implemented. All 14 approved houses have started construction, many of which are over 90% completed. This is proof of the proactive approach, considering the elimination of temporary and dilapidated houses not only as a means of social security but also as a foundation for improving the quality of life and developing sustainable production.
Strength from the Front and its member organizations
Khau Vai commune has nearly 24,000 people, mainly Mong people, the poverty rate is still high, over 57%, the movement to eliminate temporary and dilapidated houses is strongly promoted. The commune has mobilized thousands of working days from cadres, party members and people to support people to eliminate temporary houses. The locality also proactively orients livelihoods by encouraging people to buy and use rotating flour mills, both saving money and increasing efficiency after settling down.
The story in Tan Hai Thanh residential group, Binh Thuan ward, further illustrates the involvement of the community. Mrs. Tran Thi Sinh, a family in particularly difficult circumstances, with 3 generations living together, now has a solid place to live after the whole village, the Front Work Committee, and local organizations mobilized 30 million VND and 30 working days, along with 60 million VND in support from the State. She and her children and grandchildren now have a new house to live in. Not stopping there, the Front Work Committee also directly worked with Mrs. Sinh's children, encouraging them to work hard, repaying the labor costs in monthly installments, creating conditions to help the family settle down and stabilize their lives.
Figures such as 15,868 houses started or nearly 200,000 working days only reflect part of the significance of the program. What is more important is that a “people’s infrastructure” has been formed, where cadres, party members, and people are united, share responsibilities, and join hands to build social security from the first bricks.
Each new house is not only a shelter from the rain and sun, but also a living proof of a government that leaves no one behind. This is not only an effort to reduce poverty, but also a journey to revive faith, the most sustainable foundation of today's renovation.
