In 2023, the total public investment capital plan for 2023 of Ha Tinh province assigned to localities and units is 9,569 billion VND (not yet updated the capital plan assigned from increased revenue and expenditure savings according to Decision No. 1916/QD-UBND dated August 11, 2023 of the Provincial People's Committee).

There are 20 units and localities with disbursement rates below 50%, especially ODA capital group (disbursement reached 11.8% of the plan), local budget capital managed by the province (disbursement reached 30.4% of the plan)...
The reason why units and localities have low disbursement rates is because project investment procedures are lengthy, the implementation process is difficult in site clearance... so they are not eligible to advance capital (according to the contract) or complete the volume for payment.
Director of the Provincial Civil and Industrial Construction Investment Project Management Board Bui Huy Cuong hopes that localities will speed up the site clearance progress to speed up the progress of projects.
In addition, some projects are slow to disburse capital due to waiting for adjustment of project implementation time; some projects have not started construction due to lack of capital to pay for site clearance; some localities and units have not really taken drastic direction, the role and responsibility of the leaders are not high.
For ODA projects, in addition to complying with domestic laws, it is also necessary to complete investment procedures, capital withdrawal, disbursement... according to commitments with donors, leading to the process of completing procedures taking a lot of time and steps.
Vice Chairman of the Provincial People's Committee Le Ngoc Chau: To speed up disbursement progress, there needs to be close connection between the appraisal agency and investors.
At the meeting, departments, branches, localities and units focused on analyzing the causes leading to the low disbursement rate of public investment capital; at the same time, discussed solutions to promote disbursement in the last months of 2023.

Speaking at the meeting, Chairman of the Provincial People's Committee Vo Trong Hai emphasized: The results of public investment disbursement in the first 8 months showed that many localities and units had low progress, affecting the overall results of the whole province. Therefore, in the coming time, it is necessary to strengthen discipline and order in disbursing public investment capital, promoting the role and responsibility of the head. Link the implementation progress, disbursement and project efficiency with the responsibility of the head, the person assigned to perform the task, considering this as a criterion to evaluate the level of task completion in 2023. If any locality or unit has low results and does not fully disburse public investment capital in the year as committed, the head must be responsible.
The Chairman of the Provincial People's Committee requested relevant units to focus on removing difficulties and obstacles in the process of implementing projects. In particular, the Department of Finance continues to preside over and coordinate monthly to issue documents urging agencies, units, localities and project management boards, investors with low disbursement rates; advise and propose to the Provincial People's Committee solutions to promote disbursement of public investment capital.
In the immediate future, the Provincial People's Committee will establish working groups to inspect projects and bidding packages in the province; thereby reviewing and evaluating the capacity of contractors and investors and urging to speed up disbursement progress.
The Chairman of the Provincial People's Committee noted that for projects that are selecting contractors, during the bidding process, it is necessary to carefully check and evaluate the contractor's documents and capacity in accordance with the correct procedures and legal regulations.
