Currently, Hai Duong province has a total of 207 public offices of commune-level administrative units and 13 offices of district-level administrative units. According to the 2025 project on reorganizing commune-level administrative units of Hai Duong Provincial People's Committee, 117 public offices are expected to be used as working offices of the Party Committee, People's Council, and People's Committee of the newly formed commune-level administrative units after the reorganization (106 commune-level offices, 11 district-level offices at present). There are 103 public offices (101 commune-level offices, 2 district-level offices) expected to be redundant.
According to the project to merge Hai Duong province and Hai Phong city, Hai Duong province currently has 450 provincial-level headquarters. Of which, the Party bloc has 1 headquarters, the state agency bloc has 26 headquarters, the socio-political organizations bloc has 4 headquarters, the socio-political and professional organizations bloc, and other organizations have 11 headquarters, and the rest are headquarters of public service units.
The arrangement, use of headquarters, and handling of public assets after the administrative unit reorganization will be carried out in accordance with the Government 's regulations on the rearrangement and handling of public assets and instructions from competent authorities, ensuring thrift practice and anti-waste and negativity.

Recently, the People's Committee of Hai Duong province has issued guidelines on the arrangement, placement and handling of public assets during the process of restructuring provincial and commune-level administrative units. These guidelines aim to ensure that public asset management is carried out economically and effectively, avoiding waste and loss after streamlining the administrative apparatus.
According to the guidance, in cases of merger or consolidation of agencies, units, or organizations, the new organization will inherit all rights to manage and use the assets of the merged unit. This includes rights and obligations related to lease, rental, joint venture, association, or exploitation contracts of public assets.
After completing the merger, the receiving unit is responsible for arranging assets according to standards and norms; reviewing and identifying surplus assets, assets that are no longer needed or are used ineffectively to prepare a handling file and submit it to the competent authority for decision. Do not allow the situation of leaving them vacant or using them for the wrong purpose, causing waste.
In case an agency or unit ceases its operations and transfers its functions and tasks to another agency, the unit receiving the tasks will also take over the right to manage and use the assets, similar to the case of a merger.
In case there is no need to receive, the assets will be handed over to the direct superior agency, or the agency assigned by the Hai Duong Provincial People's Committee to receive and handle the assets. These units are responsible for preparing documents to handle the assets according to the provisions of law.
Regarding specific orientations for working headquarters, Hai Duong province classifies as follows: For provincial headquarters, Hai Duong Department of Finance shall preside over and coordinate with the Department of Construction and Hai Duong City People's Committee to develop a plan for arrangement and handling.
District-level headquarters (after the district level is abolished) will be prioritized for commune-level authorities or other state agencies and units that need to use them as working headquarters or career facilities.
In case there are 2 headquarters of the People's Committee and the District Party Committee, it will be considered to arrange for a new commune or other unit according to scale and standards.
For commune-level headquarters, for now, they will still work at both locations after the merger. Once the staffing is streamlined and the area standards are met, they will be merged into a suitable headquarters. Headquarters that are no longer needed will be considered for conversion into educational, medical, police, or cultural facilities or reclaimed and handed over to the land fund management unit for exploitation according to regulations.
The above guidance is expected to contribute to the effective use of public assets after the apparatus is reorganized, while creating favorable conditions for the operations of governments at all levels in the new period.
To effectively use public assets, recently, 3 surplus cultural houses and schools in Hai Duong that have not been used for many years have been successfully auctioned, avoiding waste. Accordingly, the People's Committee of Hai Duong City has approved the auction results of the construction on land and land use rights at My Xa Primary School (Ngoc Son Commune) and the cultural house of Zone 3 at No. 7, Lane 27, Mac Thi Buoi Street (Tran Phu Ward).
The construction on land and land use rights at My Xa Primary School (Ngoc Son Commune) has an auctioned land area of 127.4 m2 and a construction floor area of 72 m2 under the management of Ngoc Son Commune. The total auction winning amount is more than 2.4 billion VND. Meanwhile, the cultural house of Zone 3 at No. 7, Lane 27, Mac Thi Buoi Street (Tran Phu Ward) has a land area of 38.9 m2 and a floor area of 48.7 m2 managed by the People's Committee of Tran Phu Ward. The successful auction amount is more than 1.1 billion VND.
In Chi Linh City, 2/3 of the land lots at the location of the old Cao Duong residential area cultural house (Pha Lai Ward) were successfully auctioned after 2 auctions. The People's Committee of Pha Lai Ward has submitted a request to the People's Committee of Chi Linh City to approve the auction results. The total area of land successfully auctioned is 331 m2. The total auction price is more than 1.2 billion VND.
The total auction price of these 3 public assets is nearly 4.8 billion VND. These are all redundant projects that have not been used for many years and have been successfully auctioned to those who need to manage and use them, avoiding waste and increasing budget revenue.
