According to the report at the conference, the political and social situation is stable, and national defense and security in Hai Phong City are maintained. The main economic indicators all recorded significant growth compared to the same period in 2024.
Specifically, the industrial production index (IIP) increased by 14.6%, reflecting the strong vitality of industrial parks. In terms of financial resources, the total state budget revenue in the area reached over VND100,000 billion, up more than 32% over the same period. Of which, domestic revenue reached over VND58,000 billion, up 37.7% and completed more than 78% of the annual target. Revenue from import-export activities also contributed significantly with over VND41,000 billion, up 29%, equivalent to 62% of the estimate.
Other sectors also recorded positive results. The volume of goods passing through the port reached over 86 million tons, completing more than 40% of the annual plan. The tourism industry recovered strongly when welcoming over 7.5 million visitors, an increase of more than 28% and reaching more than 52% of the annual target. Regarding foreign direct investment (FDI), the city reached nearly 1.3 billion USD, equivalent to more than 23% of the annual plan, showing the confidence of international investors.

Along with economic development, many key infrastructure projects have been completed, creating new momentum. Notably, terminals 3, 4, 5, and 6 at Lach Huyen International Gateway Port and the Political - Administrative Center have officially come into operation. The city has also started construction to expand the aircraft parking lot at Cat Bi International Airport and accelerated the construction of Passenger Terminal 2.
Industrial space development continues to be promoted with the establishment of 8 new industrial parks and 2 new industrial clusters. Regarding social security, 3 social housing projects with a total scale of 4,169 units have been started.
To achieve the annual growth target of 12.35% or more, the Chief of Office of the Hai Phong City People's Committee said the city has outlined a clear development strategy for the last 6 months of the year.
One of the top priorities is to effectively implement Resolution No. 226/2025/QH15 of the National Assembly on specific mechanisms and policies, while promptly establishing Free Trade Zones and Specialized Economic Zones. These mechanisms are considered key factors in creating superior competitive advantages.
Administrative reform continues to be promoted, with the goal of cutting 50% of the time to handle internal procedures. The city is also determined to speed up the disbursement of 100% of the public investment capital plan of nearly 36,000 billion VND assigned by the Prime Minister.
In addition, Hai Phong aims to complete the target of 10,694 social housing units in 2025 and build Hai Phong into a drug-free city.
With a solid foundation from the first half of the year and a drastic strategy for the remaining journey, Hai Phong is affirming its position as a development locomotive in the Northern region, aiming to become an important growth pole, a modern and civilized urban area of the whole country.
