Phase 1 of the contest took place from 0:00 on September 29 to 24:00 on October 5, 2025, attracting 25,980 participants, including 24,399 civil servants and public employees (CBCCVC) and 1,581 people. Most units and localities had over 80% of CBCCVC participating, many units reached 100% such as the Department of Industry and Trade, Department of Foreign Affairs, People's Committee of Phu Bai Ward, People's Committee of Vinh Loc Commune; however, there were still some units participating with low rates such as People's Committee of Vy Da Ward (2.12%), Department of Culture and Sports (23.1%), People's Committee of Thuy Xuan Ward (23.48%), People's Committee of A Luoi 3 Commune (25.81%), People's Committee of Thanh Thuy Ward (29.8%).
Regarding the quality of the test, 5,945 tests had 100% correct answers (23.53%), 11,228 tests had 75% or more (43.2%), 7,851 tests had 25-75% (30.2%) and 956 tests had less than 25% (3.68%), of which 16 tests did not answer any questions correctly.
Based on the results of the competition, the Organizing Committee recognized and awarded 6 prizes to two groups. In the group of civil servants and public employees: Ms. Vo Thi Thanh Van (Office of the People's Council - People's Committee of Phu Vinh commune) won the first prize; Mr. Le Duy Ly (A Luoi 4 Commune Public Administration Service Center) won the second prize; Ms. Nguyen Thi Mong Tuyen (Phu Mau Kindergarten No. 2, Duong No ward) won the third prize.
In the residential block: Ms. Le Thi Nha Uyen (Thanh Thuy ward) won first prize; Ms. Nguyen Thi Hong Nhung (Phu Xuan ward) won second prize; Ms. Cao Thi My Hang (Dan Dien commune) won third prize.

According to the organizers, despite some technical limitations at the grassroots level, the results of the first week showed the positive response of civil servants and people. The contest continues to enter the second phase from 00:00 on October 6 to 24:00 on October 12, 2025, promising to widely spread the spirit of administrative reform to all classes of people.
Compared to previous years' competitions, this year's competition is not only open to civil servants but also to all citizens aged 18 and over. The online competition to learn about administrative reform in 2025 was organized by the City People's Committee to create a useful playground, helping cadres, civil servants and people to learn more about policies and regulations in the field of administrative reform. Through the online competition format, the program contributes to spreading the spirit of innovation, promoting digital transformation in State management activities, towards building a professional, transparent administration, serving the people better and better.
