May 13, 1955 - Hai Phong Liberation Day, to date it has been 70 seasons of phoenix flowers blooming. Overcoming countless hardships, enduring countless losses and sacrifices, the Port City has continuously grown, affirming its especially important position to the North and the whole country.
Sharing with reporters of the Government Electronic Newspaper on this occasion, comrade Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong expressed: Although I was not born and raised in Hai Phong, I have very special relationships with Hai Phong and at this moment, I am extremely moved and proud.
That is the pride of the heroic city of Hai Phong, the city of Loyalty - Victory. Proud to work and contribute in Hai Phong; to be a "Hai Phong person". Proud to have followed the previous generations, together with the city's leadership and all classes of Hai Phong people, to join hands and unite to protect and build the city.
Comrade Le Tien Chau shared: Over 70 years with countless difficulties and challenges, having to endure countless losses and sacrifices, Hai Phong has always firmly overcome, asserted itself, grown continuously and has a particularly important position for the North and the whole country.
"The more proud I am of the land and people of Hai Phong, the more I appreciate and am grateful for the sacrifices and great contributions of generations of leaders and people of the city over the past 70 years, and the more I feel a greater responsibility to join the Party Committee, government, army and people of the city in building Hai Phong to be more and more dignified and beautiful as beloved Uncle Ho wished," said comrade Le Tien Chau.
According to comrade Le Tien Chau: "Over the past 70 years, Hai Phong city has gone through many ups and downs, many hardships and sacrifices to preserve and build. Then, from a city devastated and ruined after the war, with an exhausted economy , Hai Phong has gradually stood up, expanded, and strived, and in recent years has progressed more and more rapidly with steady and sure steps, at an unprecedented speed, clearly demonstrating the stature of the largest port city in the north, a city that is always at the forefront in all fields, with brave people, "eating the waves and talking the wind", daring to think, daring to do, determined to the end to reap success, achieving many great achievements:
During more than 20 years of resistance against the US, Hai Phong was both the front line and the steadfast rear, the departure point of the unnumbered ships supplying weapons to the South, contributing significantly to the cause of liberating the South and unifying the country, worthy of the title of Heroic City, the city of "Loyalty-Determination to Win".
The country was unified, the Port City promptly overcame the consequences of war, restored and developed the economy, and effectively contributed to the construction of socialism in the North.
Hai Phong has taken the lead and become the homeland of the "Coastal Waves" emulation movement in industry; building socialist labor teams with the leading bird being the Small Stone Team A of Hai Phong Cement Factory... along with many other movements.
Hai Phong has made worthy contributions and taken the lead in implementing the country's renewal policy initiated and led by the Party, is the starting point of new models, new ways of doing things and has achieved proud achievements.
In the cause of industrialization and modernization of the country, Hai Phong continues to play a pioneering role, with bold breakthroughs, building the city to be more and more decent and beautiful, becoming one of the important development drivers of the country.

On the occasion of the 70th anniversary of liberation, Hai Phong was honored to be awarded the title of Hero. This is a great joy and happiness, a recognition and a worthy reward for the Party Committee, government, army and people of the city after 70 years of construction and development.
During these glorious historical days, Hai Phong is honored to be at the top of the rankings of 3 prestigious indexes on administrative reform and improving the business investment environment in 2024. In particular, for the first time, it is at the top of the Provincial Competitiveness Index (PCI) and the People's Satisfaction Index for State Administrative Services (SIPAS); for the second time, it is at the top of the Administrative Reform Index (PAR Index).
After 70 years, the city has made great strides in terms of scale, stature and appearance. As General Secretary To Lam assessed, "Hai Phong has achieved achievements that many other localities have not been able to do when sharing the same context and institutions."
That was clearly affirmed when in 2024, Hai Phong achieved a growth rate (GRDP) of over 11.01%, the highest among the 6 centrally-run cities, becoming the first and only locality in the country up to now to have 10 consecutive years of double-digit growth.
Hai Phong's economic scale rose to rank 5th in the country with more than 18.3 billion USD; budget revenue reached over 118,200 billion VND, ranking 3rd in the country; attracting foreign investment (FDI) reached 4.9 billion USD, ranking 2nd in the country.
GRDP in the first quarter of 2025 increased by 11.07% over the same period, nearly 1.6 times higher than the country's GDP, ranking 6th in the country and 2nd in the Red River Delta.
Socio-economic infrastructure has clearly changed; worthy of the role, position and mission of a regional connection and linkage center; growth driver of the region and the whole country; gradually reaching regional and international levels.
Social security work is given special attention with many humane and superior policies. In 2024, Hai Phong will officially have no more poor households according to the national poverty standard. Many major policies and decisions, opening up new space, room and growth momentum for the city in the future have been issued by the Central Government and are quickly coming into life (establishment of the Southern Coastal Economic Zone).
National defense - security, social order and safety are maintained; creating a safe and friendly economic - social - cultural environment, contributing significantly to building the city into a destination for tourists and investors.
The city Party Committee continues to grow and mature. The spirit of solidarity, unity, and the principle of democratic centralism are promoted and spread throughout the Party Committee and political system.

Comrade Le Tien Chau emphasized: To continue writing the glorious history of the past 70 years, in 2025 and the following years, the Party Committee, government, army and people of Hai Phong city have identified 7 key tasks and solutions, bringing Hai Phong into a period of "explosive" development, worthy of the expectations of the Central Government and the people of the city.
Focus on leading and directing the implementation of the Central's direction on merging with Hai Duong province; rearranging commune-level administrative units... At the same time, focus on leading the successful organization of Party congresses at all levels for the 2025-2030 term; promote the spirit of solidarity; the courage to overcome difficulties of the entire Party Committee, determined to successfully implement the goals, tasks, and aspirations for the city's development.
complete the dual task of both reorganizing administrative units at all levels and building a 2-level local government organization model, while ensuring the economic growth target of 12.5% in 2025, aiming for a growth target of 15 to 16% in the 2026-2030 period.
Proactively implement specific mechanisms and policies after the 15th National Assembly at its 9th session approved a resolution replacing Resolution 35; complete the project to establish a new generation Free Trade Zone; focus on developing the Southern Hai Phong Coastal Economic Zone in the right green and ecological direction, becoming an ideal destination for high-tech enterprises.
promote the development of science, technology, innovation and comprehensive digital transformation; continue to maintain the rankings and quality of administrative reform indexes (Par Index); Provincial Competitiveness Index PCI; improve the ranking of the Digital Transformation Index (DTI) by 2025...
