According to the report of the Hai Phong City Party Committee, the work of studying, learning, grasping and implementing the Resolution of the 11th Central Committee in the city was organized seriously and synchronously, ensuring progress according to the direction of the Central Committee. Propaganda work was deployed flexibly and creatively by agencies and localities, contributing to raising awareness and creating high consensus among cadres, party members and people. The process of arranging and merging the organizational apparatus was focused and directed by the Standing Committee of the City Party Committee and Party committees at all levels, promoting the spirit of initiative, synchronous participation of the political system and consensus among the people.

The Hai Phong City Party Committee and the Hai Duong Provincial Party Committee have closely coordinated and reached a high level of consensus in organizing the implementation of the Project on merging provincial administrative units. The Central Government's directives and guidelines have been promptly deployed, concretized into programs, plans, and projects for implementation in accordance with local practical conditions.

The Standing Committee of the Hai Phong City Party Committee has proactively issued plans, established Steering Committees, Working Groups and coordination mechanisms to synchronously implement the construction of a two-level local government. The work of organization, personnel and staff arrangement has been carried out systematically, ensuring continuity, stability and efficiency. The consultation of voters and People's Councils at all levels on the contents of arrangement and consolidation has been carried out in accordance with regulations, achieving a very high consensus rate. The political system from the city to the grassroots has promoted its role and responsibility in organizing implementation, contributing to ensuring the progress and quality of assigned tasks.

At the meeting, the Hai Phong City Party Committee proposed that the Central Government specify the time when the district-level local government ends its operations, coinciding with the time when the commune-level local government officially comes into operation after the reorganization; promptly provide unified guidance on the implementation of the procedures for announcing the Resolution of the National Assembly Standing Committee on the reorganization of commune-level administrative units so that localities can promptly develop plans and prepare necessary conditions. Propose that the Central Government promptly issue the following documents: Regulations on the staffing levels of commune-level cadres and civil servants to have a basis for arranging cadres and civil servants according to regulations and determining the number of redundant cadres and civil servants to resolve policies according to regulations; Regulations on the functions, tasks, and organizational structure of specialized departments and equivalents at the People's Committees at the commune level; Regulate standards for commune-level cadres and civil servants and guide the procedures for considering and transferring current commune-level cadres and civil servants to be arranged according to administrative civil servant positions, working at commune-level authorities after the reorganization of administrative units. Propose that the Central Government provide specific instructions on the authority and procedures for resolving regimes and policies for cadres, civil servants, public employees and workers in agencies, organizations and units implementing dissolution and termination plans; provide specific instructions on the number of deputy heads of specialized agencies advising and assisting the Party Committee and new commune-level political centers...

After listening to the reports and opinions of the members of the Working Group, Comrade Tran Cam Tu, Politburo member and Standing member of the Secretariat, acknowledged and highly appreciated the efforts and results achieved by the Standing Committee of the Hai Phong City Party Committee in the past time. Hai Phong City has actively and proactively coordinated with Hai Duong province in implementing the arrangement and streamlining of the organizational apparatus, creating high unity within the Party Committee and consensus and support from the people, ensuring the progress set by the Central Committee. At the same time, focusing on leadership and direction to ensure the progress of organizing Party Congresses at all levels.

In addition, Hai Phong also focused on promoting socio-economic development, achieving many outstanding results in the first months of 2025 with many high indicators. In particular, in 2024, Hai Phong ranked first in the country in terms of Competitiveness Index (PCI), Administrative Reform Index (PAR INDEX), Satisfaction Index of People and Organizations with Services of Administrative Agencies (SIPAS), Provincial Green Index (PGI). The city successfully organized events to celebrate the 70th Anniversary of Hai Phong Liberation Day, the 2025 Red Flamboyant Festival and received the title of "Heroic City", which were highly appreciated by the city's people.

The Standing Member of the Secretariat emphasized that there is not much time left to complete the tasks of arranging and streamlining the administrative apparatus. Therefore, he suggested that the Standing Committee of the Hai Phong City Party Committee continue to closely coordinate with the Standing Committee of the Hai Duong Provincial Party Committee, focus on leading and directing the review of all tasks according to the plan and direction of the Central Government, ensuring progress, quality and efficiency.

The city needs to develop a specific plan for the period after the end of district-level activities; focus on leading and directing the organization of Party Congresses of communes and wards according to the new model in a thoughtful and methodical manner. At the same time, it is necessary to pay attention to the work of arranging and assigning leadership personnel at the commune level, ensuring strictness, objectivity, impartiality, and selecting qualified cadres with qualities and capacities to meet the requirements of the task.

Along with that, it is necessary to pay special attention to training, fostering and coaching the team of commune-level leaders after the arrangement, to ensure that this force is capable of effectively implementing new tasks right from the beginning of operation.

The Standing Member of the Secretariat requested the Standing Committee of the Hai Phong City Party Committee to proactively coordinate with the Standing Committee of the Hai Duong Provincial Party Committee to develop a personnel plan for the city after the merger, ensuring strict compliance with the Party's principles in personnel work, transparency, impartiality, and absolutely not allowing localism or group interests to occur.

The Party Committee's personnel plan must follow the correct procedures and principles, fully meeting the standards and conditions; at the same time, it is necessary to focus on discovering, training and arranging young cadres, female cadres, cadres with qualifications in science and technology. The Party Committee's personnel development needs to be linked to the personnel planning for the leadership of the People's Council and People's Committee for the 2026-2031 term. In addition, it is necessary to focus on directing the restructuring and improving the quality of the staff, civil servants and public employees to meet the requirements of decentralization, delegation of power and the two-level local government model.

He also noted that the Standing Committee of the City Party Committee needs to direct the promotion of information and propaganda work to create high consensus among cadres, party members, civil servants, public employees and people of all walks of life, especially in implementing major policies of the Central Government and performing political tasks at the local level, including the work of arranging and streamlining the organizational apparatus.

In addition, it is necessary to seriously implement the work of managing, archiving records, digitizing documents, inventorying, auditing, ensuring information security and state secrets during the process of implementing the apparatus arrangement. At the same time, closely coordinate with Hai Duong province to unify the plan for arranging working headquarters for agencies and units; manage and use public assets after the merger in accordance with regulations, ensuring savings, efficiency and maximizing the use of functions.

Along with effectively implementing the Resolution of the 11th Conference of the 13th Party Central Committee, Hai Phong needs to continue to focus on implementing the newly issued Resolutions of the Central Committee and the socio-economic development tasks of the city that have been issued in 2025. Maintain and rectify discipline and administrative discipline in the leadership, direction and operation of each agency and unit. Ensure good national defense and security work; synchronously implement solutions to prevent corruption, waste and negativity, and do a good job of receiving people, handling complaints and denunciations.
