Specifically, the subjects of application of the regulation include agencies, organizations and individuals related to construction activities in Bac Giang province.
According to the Decision, the authority to appraise the Construction Investment Feasibility Study Report and the Construction Investment Economic -Technical Report for projects using public investment capital managed by the province, the specialized construction agency at the provincial level shall preside over the appraisal.

Projects managed by district level, the district-level construction authority shall preside over the appraisal of the contents of the project feasibility study report, the economic-technical report of the investment decision maker; synthesize the appraisal results and submit them to the investment decision maker for approval. Projects managed by commune level, the commune-level Land and Construction official shall preside over the appraisal of the contents of the feasibility study report, the economic-technical report of the investment decision maker; synthesize the appraisal results and submit them to the investment decision maker for approval.
For projects using foreign capital for public investment implemented by state agencies and public service units, the Decision stipulates as follows:
Projects implemented by state agencies, provincial-level public service units, provincial-level specialized construction agencies appraise the content of the Feasibility Study Report of the specialized construction agency for projects of group B scale or higher, projects with works that greatly affect safety and community interests; preside over the appraisal of the content of the Feasibility Study Report, the Economic-Technical Report of the investment decision maker according to regulations; synthesize the appraisal results and submit them to the investment decision maker for approval.
The project is implemented by state agencies and district-level public service units. The district-level construction professional agency shall preside over the appraisal of the project's Feasibility Study Report and the Economic-Technical Report of the investment decision maker according to regulations; synthesize the appraisal results and submit them to the investment decision maker for approval.
Projects implemented by the People's Committee at the commune level, the commune-level Land and Construction official shall preside over the appraisal of the contents of the Project Feasibility Study Report, the Economic-Technical Report of the investment decision maker according to regulations; synthesize the appraisal results and submit them to the investment decision maker for approval. The provincial-level specialized construction agency shall appraise the contents of the Project Feasibility Study Report of the specialized construction agency for projects of Group B scale or higher, projects with works that greatly affect the safety and interests of the community; and at the same time send the appraisal results to the appraisal agency of the project investment decision maker.
Regarding the management of construction material and equipment prices, the Provincial People's Committee assigned the Department of Construction to preside over and coordinate with the Department of Finance to announce the prices of construction materials and equipment in the province. In case construction materials and equipment are not included in the price announcement or are available but the type of materials does not meet the requirements on standards, regulations, quality, supply capacity and other specific conditions for each project and construction, the price of construction materials and equipment to determine the construction price of the project shall be collected, synthesized, analyzed, evaluated and selected by the investor based on reference to information sources on construction material prices according to the guidance of the Ministry of Construction .
In addition, the Decision also clearly stipulates the contents of the authority to appraise the construction design implemented after the basic design of the construction investment project of the specialized construction agency for projects using public investment capital and foreign capital for public investment; the authority to appraise the design implemented after the basic design of the construction investment project of the specialized construction agency for projects using other capital; the responsibility for state management of construction quality and maintenance of construction works; the responsibility for inspecting the implementation of laws in the fields of state management of the construction sector in the province...
The Decision takes effect from June 10, 2025 and replaces the following Decisions: Decision No. 29/2021/QD-UBND dated July 13, 2021 of the People's Committee of Bac Giang province promulgating the Regulation on a number of contents on the management of investment and construction activities in Bac Giang province; Decision No. 19/2022/QD-UBND dated July 9, 2022 of the People's Committee of Bac Giang province amending and supplementing a number of articles of the Regulation on a number of contents on the management of investment and construction activities in Bac Giang province issued together with Decision No. 29/2021/QD-UBND dated July 13, 2021 of the People's Committee of Bac Giang province; Decision No. 4/2023/QD-UBND dated January 31, 2023 of the People's Committee of Bac Giang province amending and supplementing a number of articles of the regulations on a number of contents on management of investment and construction activities in Bac Giang province issued together with Decision No. 29/2021/QD-UBND dated July 13, 2021 of the People's Committee of Bac Giang province.
