At 3:00 p.m. on July 21, officers and soldiers of the Regional Defense Commands in Hai Phong city were ordered to join forces and local authorities in evacuating people from dangerous and critical areas before storm No. 3 (Wipha) made landfall.
Accordingly, officers and soldiers of the 4 Regional Defense Commands coordinated with local forces and functional departments to inspect and review key river and sea dikes, areas at risk of landslides and flooding, and construction works to promptly advise local Party committees and authorities, and prepare forces and means to help people and fishermen respond to storms.
Coordinate with relevant forces and agencies, direct local Border Guard stations to notify vessels and boats operating on rivers and at sea to anchor safely to avoid storms.
Officers and soldiers of the regular army and militia at the regional defense command boards divided into groups, coordinated with local forces and authorities to "go to every alley, knock on every door" in old apartment buildings and areas at risk of flooding and collapse during storms to evacuate people before the storm makes landfall.
Previously, the City Military Command established 5 Command Centers to inspect preparations and directly command storm prevention in all directions.

The total force and means ready to participate in the prevention of storm No. 3 (Wipha) included nearly 15,000 officers and soldiers of the regular army, militia and self-defense forces; nearly 300 vehicles, armored vehicles, cranes, boats of all kinds, etc.
