Investment and development of marine economy
After 15 years of implementing Resolution 32, in 2019, the Politburo continued to issue Resolution No. 45-NQ/TW on building and developing Hai Phong city until 2030, with a vision to 2045. In particular, the goal by 2025 is that Hai Phong will basically complete the industrialization and modernization process, becoming the key economic center of the country's sea. It is a national logistics service center; a center for training, research, application and development of marine science and technology of the whole country.
In line with the above targets, the city's economic growth rate has always been higher than the national average. After 5 years of implementing Resolution No. 45-NQ/TW of the Politburo, the average GRDP growth per capita in the period of 2019 - 2023 reached 11.64%/year, 2.83 times higher than the national average and 1.97 times higher than the GDP of the Red River Delta (expected to reach 11% in 2024) and is identified as the growth pole of the economic triangle of Hanoi - Hai Phong - Quang Ninh.

Currently, the seaport system of Hai Phong City includes 5 main wharf areas with 52 seaports in the list of Vietnam seaports (with 98 wharfs, approximately 14,178.5 m long). Notably, Lach Huyen International Gateway Port is capable of receiving container ships of up to 200,000 DWT.
Regarding the development of coastal economic zones, in Hai Phong, Dinh Vu-Cat Hai economic zone has become a comprehensive, dynamic, multi-sector, multi-field economic zone, developing maritime economy, focusing on developing port services. At the same time, it is the driving force to promote Hai Phong to develop towards industrialization and modernization; it is one of the marine economic centers of the Northern sea region and the whole country.
Recently, on December 4, Hai Phong was officially permitted by the Government to establish the Southern Hai Phong Coastal Economic Zone with an area of about 20,000 hectares to take advantage of Nam Do Son port, Hai Phong international airport in Tien Lang district; establish a Free Trade Zone in the new economic zone to apply domestic and international mechanisms, policies, experiences, and good practices.
In addition, increasing attraction and focusing on mobilizing resources to develop the maritime transport system such as berths 3, 4, 5, 6, 7, 8 of Lach Huyen International Gateway Port, which have been approved by the Prime Minister for investment policy, are being accelerated and continuing to call for investment in the remaining berths of Lach Huyen Port (currently, berths 9, 10, 11, 12 have been proposed by 7 investors and the Ministry of Planning and Investment is appraising the investment policy according to regulations).
The right strategy in attracting FDI
By the end of November 2024, the accumulated FDI capital in the area reached 32.2 billion USD, showing that Hai Phong has become a stronghold of many large investors, deeply participating in the global value chain.
According to Mr. Nguyen Van Tung, Chairman of Hai Phong City People's Committee, in order for Hai Phong to continue to lead the country in attracting FDI, in the coming time, the city will focus on selecting large, reputable investors in the world for high-tech projects, especially projects on semiconductors and electronic chips. The city will create the most favorable conditions for investors according to the motto "The success of enterprises is the success of the City". At the same time, it will strengthen the ability to connect FDI enterprises with Vietnamese enterprises to participate in global supply chains, creating momentum and premise for the development of the City, contributing to the whole country's strong and steady progress in the new era - the era of national prosperity.
Indeed, the investor of the Logicross Hai Phong project in Nam Dinh Vu Industrial Park, Mr. Takashi Kagamoto, General Director of Mitsubishi Estate Vietnam Co., Ltd. said that during the project implementation, all procedures from applying for investment certificates to construction permits were very smooth. The Management Board of Hai Phong Economic Zone, Nam Dinh Vu Industrial Park - Investor Sao Do Group has accompanied and supported the investor throughout the project implementation process.

This route was officially put into operation at the end of October 2024, contributing greatly to exploiting the logistics potential of the transportation system and key seaports, promoting the potential and strengths of the development of Dinh Vu - Cat Hai Economic Zone. Thereby, contributing to improving the ability to transport goods, optimizing time and logistics costs for investors in Nam Dinh Vu Industrial Park.
According to Mr. Phuong, with the advantage of being the only industrial park in Hai Phong with an internal international seaport - Nam Dinh Vu Port, owning 4 functional zones with modern infrastructure such as container wharf, liquid cargo wharf, and a synchronously invested logistics ecosystem, shaped and operated according to the principle of attracting a variety of projects. Nam Dinh Vu Industrial Park will form a continuous, cyclical chain in the process of providing industrial park infrastructure products and services, including support for recruitment and training of high-quality human resources. This will create a great demand for logistics from domestic and international manufacturing industries as well as the need for high-quality logistics infrastructure to meet the development of the economy.
In particular, during his recent visit to Hai Phong, General Secretary To Lam outlined a number of tasks that the city needs to focus on in the coming time. That is, Hai Phong needs to continue to improve its planning. This includes urban, industrial, tourism, marine economic planning, underground infrastructure planning, spatial planning; connecting and synchronizing all types of transportation. Planning is the resource and vision for the city to become transparent in development and attract investors.
In addition, General Secretary To Lam also pointed out that Hai Phong needs to promote its advantages as the main gateway to the sea for the whole North, planning to build Hai Phong into a modern marine economic center, an economic connection center and a driving force for development of the Red River Delta and the whole Northern region.
