Overcoming sedimentation at Cua Hoi - Xuan Pho Storm Shelter: Urgent requirement!

(Baohatinh.vn) - Allocating resources to overcome the sedimentation situation at the Cua Hoi - Xuan Pho Storm Shelter and Xuan Hoi Fishing Port (Ha Tinh) is an urgent requirement to help fishermen feel secure going out to sea.

The Cua Hoi - Xuan Pho (Nghi Xuan) storm shelter anchorage area can accommodate 1,200 fishing boats of all types. The anchorage area has two areas, one for boats over 90CV (over 12m) and the other for boats under 90CV.

However, from 2019 to present, the channel leading to the anchorage area has been seriously silted due to the impact of tides and currents, while there are no resources for periodic maintenance, upkeep, and dredging, so the silting of the channel leading to the anchorage area is becoming increasingly serious.

Fishing boats over 12m in length have great difficulty entering and exiting, and can only enter and exit when the tide is high. Therefore, for many years now, the anchorage area has been deserted by large-capacity fishing boats, which has resulted in a very low volume of aquatic products passing through here while posing many potential dangers to fishing boats during the rainy and stormy season.

According to the research results of the Vietnam Institute of Water Resources, in addition to dredging the channel in and out of the port, it is necessary to build a sand barrier to ensure the stability of the channel. If only dredging without building a sand barrier, after 3 years the channel will be completely filled.

To ensure the goal of meeting the storm shelter requirements for 500 fishing boats with capacity from 250CV to 600CV of the locality and neighboring areas, dredging the water area and waterway, and building administrative works (sand prevention dykes) are extremely necessary and urgent.

The project will dredge a channel about 657.72 m long, 50 m wide at the bottom to an elevation of -4.6 m; build 2 sand-blocking dykes upstream and downstream of the channel. The total investment capital is 106 billion, of which 20 billion has been allocated according to Decision 476/QD-TTg dated May 1, 2019 of the Prime Minister .

Ha Tinh also proposed that the Government provide additional resources to build a logistics service area at the Cua Hoi - Xuan Pho storm shelter anchorage area. Although the anchorage area has been in operation for a long time, it still does not have logistics services, which makes it difficult to supply essential logistics needs during the process of catching and preserving seafood, leading to the project not being able to fully promote the investment efficiency.

If resources are allocated, the logistics service area will be built on a ^10,000m2 land area, with completed ground leveling, including items: fences, power lines, and traffic system.

Not far from the shelter anchorage area is Xuan Hoi Fishing Port, which was invested in construction since 2008 and completed in 2013. After 12 years of operation, with its location on the alluvial bank of the Ca River, and no investment in administrative works (sand-blocking dike), the water area in front of the port and the inlet and outlet channels have been completely silted up, no longer ensuring conditions for ships to operate.

The port is planned as a type II fishing port, with a capacity of 80 ships/day, the largest ship size up to 600Cv, the amount of aquatic products passing through the port is 7,000T/year. According to the 2017 Fisheries Law, type II ports must meet the criteria of the amount of aquatic products passing through the port from 15,000 tons/year or more.

Therefore, to effectively promote the Xuan Hoi Fishing Port project, ensure the designed capacity according to the planning, and effectively serve fishermen, dredging and building a seaward sand barrier is necessary. The project will build a seaward sand barrier for the port and conduct synchronous dredging in the port area.

It is known that on June 7, the Provincial People's Committee sent a document to the Ministry of Finance, the Ministry of Agriculture and Environment, and the Ministry of Construction to ask for opinions on completing the investment proposal report for 7 projects using compensation funds from Formosa Ha Tinh Steel Corporation. 3 items: Dredging, main channel to Cua Hoi - Xuan Pho storm shelter; Construction of logistics service area Cua Hoi - Xuan Pho storm shelter; Dredging Xuan Hoi fishing port and construction of sand-blocking dyke on the sea side are all on the list with a total proposed investment of 311 billion VND for 3 projects. If the investment proposal report is approved, it will be a positive signal for the projects to be implemented soon, thereby helping fishermen feel secure to go offshore.
