Addressing sedimentation at the Cua Hoi - Xuan Pho storm shelter area: An urgent requirement!
(Baohatinh.vn) - Allocating resources to address the siltation problem at the Cua Hoi - Xuan Pho storm shelter and anchorage area and Xuan Hoi fishing port (Ha Tinh province) is an urgent requirement to help fishermen feel secure when going out to sea.

The Cua Hoi - Xuan Pho (Nghi Xuan) storm shelter and anchorage area has the capacity to accommodate 1,200 fishing vessels of all types. The anchorage area has two zones: one for vessels over 90 horsepower (over 12m) and the other for vessels under 90 horsepower. However, since 2019, the channel leading to the anchorage area has been severely silted up due to the impact of tides and currents, while the resources for regular maintenance, dredging, and repair have been lacking, leading to increasingly serious siltation in the channel. Fishing vessels over 12 meters in length face extreme difficulties entering and exiting the area, only able to do so during high tide. Therefore, for many years now, the anchorage has been devoid of large-capacity fishing vessels, resulting in very low seafood catch volumes while posing significant risks to fishing boats during the rainy and stormy seasons. According to research by the Vietnam Institute of Water Resources Science , in addition to dredging the port's access channel, it is necessary to build a sand barrier dike to ensure the channel's stability. If only dredging is carried out without building a sand barrier dike, the channel will be completely silted up after 3 years.
To ensure that the area meets the storm shelter requirements for 500 fishing vessels with a capacity of 250CV to 600CV from the locality and surrounding areas, dredging the water area and channel, and constructing rectification works (sand barriers) are extremely necessary and urgent. The project will involve dredging a channel approximately 657.72 meters long and 50 meters wide to an elevation of -4.6 meters; and constructing two sand-blocking dikes upstream and downstream of the channel. The total investment capital is 106 billion VND, of which 20 billion VND has already been allocated according to Decision 476/QD-TTg dated May 1, 2019, of the Prime Minister . Ha Tinh province also requested the Government to allocate additional resources to build a logistics service area at the Cua Hoi - Xuan Pho storm shelter and anchorage. Despite being operational for quite some time, the anchorage still lacks logistics services, making it very difficult to supply essential needs during fishing and seafood preservation, thus preventing the project from achieving its full investment potential. If resources are allocated, the logistics service area will be built on a 10,000m² plot of land, with the ground already leveled and completed, including the following items: fencing, electricity lines, and road systems.
Not far from the sheltered anchorage area is Xuan Hoi Fishing Port, which was constructed starting in 2008 and completed in 2013. After 12 years of operation, due to its location on the alluvial bank of the Ca River and the lack of investment in river stabilization works (sand barrier dikes), the water area in front of the port and the access channel have been completely silted up, no longer ensuring safe operating conditions for vessels. The port is planned as a type II fishing port, with a capacity of 80 vessel calls per day, the largest vessel size up to 600 horsepower, and a throughput of 7,000 tons of seafood per year. According to the 2017 Fisheries Law, a type II port must meet the criterion of a seafood throughput of 15,000 tons or more per year. Therefore, to maximize the effectiveness of the Xuan Hoi Fishing Port project, ensure its designed capacity according to the plan, and efficiently serve fishermen, dredging and constructing a sand barrier on the seaward side is necessary. The project will proceed with the construction of a sand barrier on the seaward side of the port and carry out simultaneous dredging in the port area. It is known that on June 7th, the Provincial People's Committee sent a document to the Ministry of Finance, the Ministry of Agriculture and Environment, and the Ministry of Construction requesting opinions on finalizing the report proposing the investment policy for 7 projects using compensation funds from Formosa Ha Tinh Hung Nghiep Steel Company Limited. Three items are on the list: Dredging the main channel into the Cua Hoi - Xuan Pho storm shelter and anchorage area; constructing a logistics service area for the Cua Hoi - Xuan Pho storm shelter and anchorage area; and dredging Xuan Hoi fishing port and constructing a sand barrier dike on the seaward side, with a total proposed investment of 311 billion VND for the three projects. If the investment policy report is approved, it will be a positive signal for the projects to be implemented soon, thereby helping fishermen feel secure in going out to sea.
