The Farmers' Association (FA) has clearly demonstrated its pivotal role in mobilizing its members and farmers to innovate their thinking, keep pace with the digital transformation trend, enhance production capacity, and develop a sustainable economy .

Building a civilized and comprehensively developed farmer community in Quang Ninh.
In 2025, all levels of the Vietnam Farmers' Association will focus on synchronously implementing tasks to improve the quality of members and build a model of the modern farmer: knowledgeable, legally aware, digitally skilled, and responsible to the community.
Political and ideological propaganda and education have been carried out continuously and extensively. Throughout the province, over 138,000 sessions were organized to disseminate the Party and State's guidelines and policies; and to thoroughly explain the contents of green agricultural development, environmental protection, and the construction of advanced new rural areas. The movements "All people unite to build a cultured life," promoting civilized lifestyles and preserving traditional identity have become important criteria in evaluating the quality of members.
Ms. Nguyen Thi Tuyet Hanh, Chairwoman of the Provincial Farmers' Association, stated: Alongside strengthening awareness, the Association at all levels focuses on cultivating production capacity and scientific and technical skills. This year, the Association organized 74 training conferences for over 5,500 members, trained 1,869 outstanding farmers in production and business, and opened training courses on social insurance, digital skills, e-commerce, and product traceability. The Association at all levels is also maintaining the operation of 15 Farmers' Clubs focused on digital transformation, disseminating information, mobilizing support, and guiding farmers in implementing digital transformation in production, business, and daily life. As a result, farmers in Quang Ninh are increasingly proactive in accessing technological advancements, improving production efficiency, and enhancing household economic management.

Activities to build a green, clean, and beautiful living environment have been implemented comprehensively. Models such as "Farmers' Self-Managed Roads," "Collection of Pesticide Packaging," and "Green Sunday" are maintained in 100% of the Association's branches, contributing to improving the landscape and enhancing the quality of the rural environment. The percentage of farmer households achieving the title of "Culturally Advanced Family" continues to remain high, at approximately 96%, affirming the effectiveness of the Association's mobilization efforts.
Furthermore, social welfare work is carried out with a sense of responsibility and humanity. By 2025, nearly 100% of disadvantaged households will receive support during Tet (Lunar New Year); thousands of members will receive legal education and advice; 97,000 members will have health insurance and 3,510 members will participate in voluntary social insurance. The Association will continue to play its role as a bridge between the government and farmers, protecting the legitimate rights of its members and promoting cohesion within the community.
Promoting the leading role of farmers
In 2025, the HND at all levels also clearly demonstrated its central role in rural economic development, promoting emulation movements, supporting members and farmers to increase income and enhance the value of agricultural products.

The "Farmers Competing in Excellent Production and Business" movement continues to be a prominent achievement. The province has 62,700 registered households, with many models achieving high revenue, applying modern technology, and producing along value chains. Support for production capital continues to play a key role. The Provincial Farmers' Support Fund has disbursed over 10 billion VND to 114 households, bringing the total outstanding loan balance to nearly 65.5 billion VND with 809 beneficiary households. The entrusted lending through bank channels has been effectively implemented, with a total outstanding loan balance of nearly 2,500 billion VND, creating favorable conditions for members to invest in organic production models, aquaculture, forestry, and the development of OCOP products.
According to Ms. Hanh, the biggest breakthrough this year continues to be digital transformation in agriculture. The various levels of the Farmers' Association organized 17 training courses for over 1,000 members and farmers, guiding them on the use of electronic diaries, QR codes, e-commerce platforms, and online advertising platforms. To date, 41,908 members have installed the Vietnam Farmers' App, over 5,909 members have e-commerce accounts, and hundreds of products have been livestreamed for introduction and sales, contributing to expanding the agricultural market. Many farmers have learned to apply high technology to the production of agricultural commodities, transforming the labor structure and agricultural production, and adapting to the current market mechanism.

In the construction of new rural areas, farmers continue to be the core force. This year, members and farmers contributed over 360 million VND, donated 41,000 m² of land, and over 15,000 man-days of labor to build roads, cultural centers, and public works, contributing to beautifying the appearance of rural Quang Ninh.
The various levels of the Association also actively supported the development of the collective economy. During the year, 9 new cooperatives and 18 cooperative groups were established, and more than 30 demonstration production models were built, promoting production in an ecological, organic, and circular direction. In the field of trade promotion, the "Honoring Outstanding Agricultural Products 2025" program recognized 27 products as outstanding at the provincial level, affirming the continuous improvement of Quang Ninh's agricultural products.
Along with economic development, farmers also play a crucial role in building a stable and safe society. Self-governing models for security, order, and mediation at the grassroots level are effectively maintained. Farmers' associations at all levels proactively coordinate support and care for policy beneficiary families, poor households, and households affected by natural disasters. This contributes to realizing the goal of building Quang Ninh province into a model, prosperous, and beautiful province.
