Industry continues to play a "pillar" role, not only making a significant contribution to GRDP growth but also determining the pace of recovery and breakthroughs for Ha Tinh's economy .
With a business-centric approach, the Provincial People's Committee has directed the Department of Industry and Trade to take the lead and coordinate with other departments, agencies, and localities to proactively monitor the production and business situation and promptly resolve difficulties for industrial projects and enterprises. Policies supporting investment in infrastructure, science and technology, taxes, and credit have been implemented in a practical manner, helping businesses to be more stable in a volatile market.

According to experts, Ha Tinh's Industrial Production Index (IIP) has shown positive movements. Specifically in November 2025, the IIP increased by approximately 9.33% compared to the previous month and by 24.65% compared to the same period in 2024. This is a relatively high growth rate, clearly reflecting the synergistic effect of improved market demand, businesses accelerating the completion of year-end orders, and the stable recovery of key industries.
In Ha Tinh's Industrial Production Index (IIP), the processing and manufacturing industry continues to play a leading role, with growth in November 2025 reaching approximately 9.61% compared to the previous month and 39.68% compared to the same period in 2024. Similarly, the electricity production and distribution sector increased by approximately 9.73% compared to the previous month; the water supply, waste treatment, and wastewater treatment sector increased by 2.51% compared to the previous month and 12.84% compared to the same period in 2024.
For the first 11 months of 2025, the province's Industrial Production Index (IIP) increased by approximately 6.64% compared to the same period in 2024. Specifically, mining increased by 2.23%; manufacturing by 5.14%; electricity production and distribution by 14.36%; and water supply and waste treatment by 4.7% compared to the same period in 2024. These figures show that Ha Tinh's industrial landscape is recovering in a more balanced direction, not relying solely on a few isolated "bright spots".

The electricity production and distribution sector continues to make a significant contribution to the Industrial Production Index (IIP). In response to increased electricity demand during the year-end peak season, the Department of Industry and Trade has directed thermal and hydroelectric power plants in the area to optimize their operating capacity, ensuring a safe and stable electricity supply. At the Vung Ang 1 Thermal Power Plant, the generating units operate continuously, maintaining a production output of over 17 million kWh/day, playing a vital role as the backbone of the regional power system.
Mr. Tran Huu Duong, Deputy Head of the Planning and Materials Department (Ha Tinh Oil and Gas Power Company), stated: "Vung Ang 1 Thermal Power Plant is striving to achieve its target of producing 5.91 billion kWh of electricity in 2025 – a figure that not only signifies production volume but also reflects increasingly professional management and operational capabilities. Ensuring a stable coal supply chain, strengthening technical supervision, and closely coordinating with contractors in maintenance, repair, and incident prevention are key factors in helping the plant maintain safe and continuous production. This is also an important prerequisite for the Ha Tinh power sector to continue making positive contributions to the Industrial Park in 2026, when energy demand for new industrial projects is projected to increase significantly."

As the largest industrial enterprise in the area, Formosa Ha Tinh Hung Nghiep Steel Company Limited continues to play a leading role in driving the IIP (Industrial and Industrial Production Index). In the context of steel exports being affected by tariff barriers and international market fluctuations, the company proactively adjusts its strategy, striving to maintain stable production and expand its consumer market.
Notably, in addition to increasing the rate of domestic product consumption, Formosa Ha Tinh effectively utilizes new-generation free trade agreements to diversify its export markets. In November 2025 alone, the output of semi-finished stainless steel reached approximately 380,000 tons, an 8% increase compared to the previous month; the export value of steel and steel billets reached US$95.5 million, a 23.07% increase compared to the previous month.
Besides heavy industries, light industries such as garment and textile production have recorded impressive growth thanks to the digitalization strategy in production and business. Products "made in Ha Tinh" are increasingly meeting the stringent requirements of the international market. In the first 11 months of 2025, garment export turnover reached US$46.6 million, an increase of 78.2% compared to the same period in 2024; export turnover of fibers and textiles reached US$12.19 million, an increase of 83.58% compared to the same period in 2024. This result is not only the effort of businesses but also reflects the trend of shifting the industrial structure towards diversification, gradually reducing dependence on a few traditional industries.



Mr. Nguyen Canh Vinh – Deputy Director of TAAD Ha Tinh Production, Investment and Trading Joint Stock Company, said: "The company is accelerating to 'fill' year-end orders, raising export revenue to 50 billion VND. At the same time, we are focusing all resources on implementing contracts signed with Japanese businesses until the end of the first quarter of 2026."
According to the head of the Department of Industry and Trade, in 2025, Ha Tinh's Industrial Production Index (IIP) is estimated to increase by 5% compared to 2024. Towards this goal, the department will continue to coordinate with and listen to the opinions of businesses, receiving feedback on difficulties and obstacles in order to provide solutions to support and improve the efficiency of production and business for industrial enterprises.

Regarding the long-term strategy, the Department of Industry and Trade will continue to advise on matters related to drafting a Resolution amending the Provincial People's Council Resolution on some policies for industrial and handicraft development in the period 2026-2030; and continue to advise on matters related to the establishment and expansion of industrial clusters. At the same time, it will coordinate with relevant departments, agencies, and units to implement synchronously and effectively mechanisms and policies to attract investment into industrial zones and clusters, especially projects with high technological content and high added value, creating momentum for IIP growth and promoting economic development in 2026.
