Customs simultaneously launched a campaign to prevent smuggling and trade fraud

Resolutely implementing the directions of the Prime Minister and the Minister of Finance , on May 18, 2025, the Customs Department issued Official Dispatch No. 5214/CHQ-ĐTCBL to strengthen the fight against smuggling, trade fraud and counterfeit goods in the new situation. Accordingly, the Customs Department directed the Anti-Smuggling Investigation Department, Regional Customs Departments, Border Gate/Outside Border Gate Customs to focus resources on effectively implementing measures during the peak month of attacking and suppressing crimes of smuggling, illegal transportation across the border of counterfeit goods, fake goods, poor quality goods, goods of unknown origin, affecting the health of consumers and the health of the community.

Professional units strengthen the work of collecting information, assessing and analyzing risks for goods with risks and potential risks in terms of price, origin, not meeting conditions, standards, regulations and import quality, especially goods with large turnover, high value, high tax rates, conditional import and export goods, goods affecting consumer health and public health to promptly detect, prevent and handle acts of smuggling and trade fraud or transfer them to competent units for handling according to regulations.

Strengthen coordination with functional forces to verify the origin of goods and customs documents, grasp and exchange information on fraudulent methods of exported and imported goods with signs of smuggling, illegal transportation across borders, tax evasion, VAT refund fraud, verify suspicious transactions (smuggling, money laundering, illegal transportation of currency across borders...) to have timely handling measures.

Previously, at the Prime Minister's meeting on the fight against smuggling, trade fraud, counterfeit goods in early 2025 and the direction and tasks for the coming time, held on May 14, 2025 at the Government headquarters, Prime Minister Pham Minh Chinh requested to launch a high-level attack to fight against and repel crimes of smuggling, trade fraud, counterfeit goods, copyright infringement, and infringement of intellectual property rights nationwide, from May 15, 2025 to June 15, 2025.

Immediately after the meeting, on May 15, 2025, the Prime Minister signed and issued Official Dispatch No. 65/CD-TTg on launching a high-point campaign to combat and repel crimes of smuggling, trade fraud, counterfeit goods, copyright infringement, and intellectual property infringement nationwide. Directive No. 13/CT-TTg dated May 17, 2025 on strengthening the fight against smuggling, trade fraud, and counterfeit goods in the new situation.

On May 15, 2025, the Ministry of Finance issued Plan No. 01/KH-BTC on implementing a peak month to attack and suppress crimes of smuggling and illegal cross-border transportation of counterfeit, fake, poor-quality, and unknown-origin goods that affect the health of consumers and public health.
