
The state budget revenue from import-export activities in 10 months of the Customs sector reached 379,816 billion VND, equal to 92.4% of the assigned estimate, equal to 80.8% of the target, up 9.3% over the same period in 2024.
In 2025, the National Assembly assigned the Customs sector an estimated state budget revenue of VND411,000 billion. Of which, value added tax accounts for the largest proportion with more than VND315,000 billion, followed by import tax, special consumption tax, export tax and environmental protection tax.
A representative of the Customs Tax Department, Customs Department said that the total import-export turnover of the whole country in 10 months was 761.4 billion USD, an increase of 17.5% (equivalent to an increase of 113.2 billion USD) over the same period in 2024. Of which, export turnover reached 390.1 billion USD, an increase of 16.3% (equivalent to an increase of 54.6 billion USD) and import turnover reached 371.3 billion USD, an increase of 18.7% (equivalent to an increase of 58.6 billion USD) over the same period in 2024.
The total taxable import-export turnover of the whole country in 10 months reached 132.9 billion USD, an increase of 4.7% (equivalent to an increase of 5.9 billion USD) over the same period in 2024. Of which, taxable export turnover reached 5.7 billion USD, a decrease of 7.5% (equivalent to 462.9 million USD); taxable import turnover reached 127.2 billion USD, an increase of 5.3% (equivalent to an increase of 6.4 billion USD) over the same period in 2024.
The result of the sharp increase in the total import-export turnover of the whole country has helped the state budget revenue from import-export activities in 10 months of the Customs sector reach 379,816 billion VND, equal to 92.4% of the assigned estimate, equal to 80.8% of the target, an increase of 9.3% (equivalent to an increase of 32,383 billion VND) compared to the same period in 2024.
To get the revenue increase higher than expected, according to the representative of the Customs Tax Department, the reason is that the total taxable import-export turnover in 10 months increased, especially the taxable import turnover.
In addition, the state budget revenue also shows an increase in revenue from fertilizers of all kinds, increasing by 208.9% in quantity and 139.7% in value, increasing revenue by about VND 1,216 billion; increasing value added tax revenue from small-value goods by about VND 1,258 billion.
Notably, the revenue increase was due to the taxable import turnover of some main items such as: The group of raw materials, machinery, equipment, and imported spare parts for production, accounting for 48.8% of the total taxable import turnover, up 10.5% over the same period, increasing revenue by about 17,240 billion VND; the group of completely built-up automobiles of all kinds increased by 20.1% in volume and 30.2% in value, increasing revenue by about 10,589 billion VND.
Also according to the representative of the Customs Tax Department, since the beginning of the year, the Customs authority has actively implemented policies to support businesses according to the provisions of Decree No. 174/2025/ND-CP with the value added tax amount reduced in 10 months by about VND 28,200 billion. At the same time, implementing Decree No. 144/2024/ND-CP, Decree No. 73/2025/ND-CP and Decree No. 108/2025/ND-CP amending and supplementing a number of articles of Decree No. 26/2023/ND-CP, the import-export tax amount reduced in 10 months is about VND 1,783 billion.

Strengthening control and supervision of import-export activities is one of many solutions to reach the budget revenue target of VND411,000 billion by 2025 early.
Many solutions to implement budget collection in the final stage
To overcome the challenge, the entire industry simultaneously entered the final stage, from the department to local level, each unit clearly identified the key task: Facilitating trade but not loosening management, promoting anti-revenue loss and handling tax arrears.
Specifically, the whole sector focuses on advising on policy and institutional development, perfecting the system of legal documents on customs in the direction of reforming and simplifying administrative procedures, facilitating trade, promoting import and export activities; meeting the requirements of internalizing international agreements and commitments that Vietnam is a member of or has signed, including free trade agreements. At the same time, ensuring consistency, feasibility, publicity, transparency, and enhancing the effectiveness and efficiency of law enforcement.
In addition, the Customs authority promotes administrative procedure reform, modernization and digital transformation application. Research and review to strive to cut 30% of administrative procedures, reduce 30% of processing time for customs administrative procedures, and reduce 30% of administrative procedure implementation costs. Implement tasks on breakthroughs in science and technology development, innovation and national digital transformation.
Promote and improve the efficiency of using information technology systems; invest in modern equipment and promote and improve the efficiency of using modern inspection and supervision equipment; strengthen the connection of information technology applications in internal management and supervision; cooperate in exchanging customs data information with countries in the region and around the world .
Strengthen control and supervision of import and export activities. In particular, ensure compliance with tax laws, promote the application of professional measures to combat smuggling and trade fraud.
Strengthening the fight against revenue loss through monitoring and inspection of customs procedures, post-clearance inspection, fighting against smuggling, trade fraud, illegal transshipment, counterfeit goods; fraud in quantity, value, code, origin, trademark of goods, etc.
The Customs Department also requested regional customs branches to closely monitor import-export turnover with major trade partners, forecast, analyze and develop scenarios to respond to the trade war in the coming time. Focus on reviewing and grasping the tax debt situation; resolutely handle, enforce and collect tax debts according to the provisions of law; strive to reduce tax arrears according to assigned targets.
Strictly implement regulations on fiscal policies, conclusions and recommendations of the Inspectorate, Audit, and Inspection Committee; strengthen inspection and self-inspection within the Industry.
Notably, the Customs Department is also actively monitoring and promptly guiding local customs and the business community to handle problems and difficulties arising in the process of carrying out customs procedures, enforcing tax and customs laws; answering questions about customs laws; publicizing compliance levels; innovating and modernizing the tax management system, investing in developing information technology and tax management systems to make import and export tax collection more transparent and effective, minimizing loss of state budget revenue.
Strengthen training and capacity building for Customs officials, ensuring that officials are capable of handling complex situations related to import and export taxes and other areas. Promote the business community to promote market diversification, fully exploit free trade agreements. Promote the export of high value-added products, helping to increase export turnover and ensure revenue for the state budget.
