Specifically, according to Official Dispatch No. 4398 sent to the Director of Hoa Binh Hydropower Company, the order to open the second bottom spillway gate was carried out at 3:00 p.m. on July 15.
Previously, Hoa Binh reservoir opened the first bottom spillway at 4:00 p.m. on July 9 during this year's flood control period. At 5:30 p.m. on July 15, the plant was operating two bottom spillways with a total discharge and power generation flow of more than 5,500 m³/s, while the amount of water flowing into the reservoir was 3,460 m³/s.
The day before, at 2:00 p.m. on July 14, Tuyen Quang Hydropower Reservoir was also ordered to open a bottom spillway gate according to Official Dispatch No. 4349 of the Ministry of Agriculture and Environment to proactively regulate floods in the Red River basin. As of 5:30 p.m. on July 15, the total discharge at Tuyen Quang Hydropower Reservoir was more than 1,200 m³/s, while the amount of water flowing into the reservoir was 900 m³/s.
Immediately after operating the bottom spillways at Hoa Binh and Tuyen Quang lakes, the Ministry of Agriculture and Environment issued a document to the People's Committees of Hanoi, Hai Phong and the provinces of Phu Tho, Bac Ninh, Hung Yen, Ninh Binh and Tuyen Quang requesting urgent implementation of measures to ensure downstream safety.
The Ministry recommends that localities widely inform people, local authorities, aquaculture facilities, ferry terminals, sand and gravel mining units, water transport vehicles, etc. to proactively respond and ensure safety of people and property. Localities need to closely monitor the development of floods and rains, water discharge, promptly report and propose solutions if any incidents arise.
