On the morning of July 23, the Ministry of Agriculture and Environment said it had sent an official dispatch to the Hanoi People's Committee requesting measures to handle the subsidence and cracking incidents on the right dike of Cau, in Da Phuc commune and the right dike of Hong, Phuc Loc commune.
“The right dike of Cau from k25+630-k25+680 in Da Phuc commune and the right dike of Hong from k33+200-k33+800 in Phuc Loc commune have experienced subsidence and cracks on the dike surface and are showing signs of expanding. These are serious incidents that directly affect the safety and flood resistance of the dike, while the flood situation is very complicated,” said the Ministry of Agriculture and Environment.
Furthermore, the above-mentioned dike areas have repeatedly experienced subsidence and cracking incidents, and are identified as key areas of Hanoi's dike system but have not been completely resolved. Therefore, the Ministry of Agriculture and Environment requests that Hanoi direct local authorities and relevant units to urgently mobilize human resources, materials, means, and equipment for emergency handling, ensuring the safety of the dike systems.

The Ministry of Agriculture and Environment proposed to study and implement the plan of embanking and expanding the dike towards the fields as the Department of Dyke Management and Natural Disaster Prevention and Control had previously sent to Hanoi, but so far it has not been implemented.
Hanoi needs to continue to closely monitor the developments of incidents and flood situations to promptly handle arising situations (if any) from the first hour, not allowing incidents to develop further.
Review and approve the adjustment of the protection plan for key weak points of the right dike of Cau from k22+800-k26+000 and the right dike of Hong from k32+000-k35+000 according to the actual situation of the incident that occurred and deploy the protection plan, as requested by the Ministry of Agriculture and Environment .
Also this morning, the Ministry of Agriculture and Environment requested the People's Committees of Nghe An and Ha Tinh provinces to ensure the safety of dikes to respond to floods on the Ca River.
The National Center for Hydro-Meteorological Forecasting said that from July 22 to 25, a flood with large amplitude will appear on the Ca River, the flood peak is likely to rise above alert level 3.
Nghe An and Ha Tinh need to organize inspections, reviews and practical implementation of dike protection plans, protecting key vulnerable dikes and locations where incidents have occurred but have not been handled.
The Ministry requested the two localities to prepare human resources, materials, means and equipment to protect the dikes; proactively respond to incidents and situations that may occur and promptly report incidents to the Department of Dike Management and Disaster Prevention and Control for coordination and direction.
