According to the US and South Korea, North Korean soldiers have been deployed and are fighting on the front line in the western Kursk province of Russia. Neither Pyongyang nor Moscow has confirmed this.

President Yoon Suk Yeol warned of the possibility of Moscow transferring sensitive military technology to Pyongyang, and expressed concern about the North Korean military gaining new combat experience in Ukraine.

On November 14, in an interview with Spanish news agency EFE , Mr. Yoon emphasized that Seoul is ready to take effective countermeasures, including increasing aid to Ukraine, if North Korea and Russia do not end their "dangerous military adventure."

On the same day, an anonymous official from the South Korean Unification Ministry said that the government will take "effective and step-by-step measures based on the principle of calm and discipline" against North Korea sending troops to support Russia.

In another development, also on November 14, the South Korean Foreign Ministry announced that Foreign Minister Cho Tae-yul and his US counterpart Antony Blinken will hold talks on the morning of November 15 (Seoul time) on the sidelines of the Asia-Pacific Economic Cooperation (APEC) forum in Lima, Peru.

The focus of the talks is expected to revolve around coordinating responses to reports that North Korean troops have been deployed to Russia to support the military campaign in Ukraine.

The two sides are also expected to discuss strengthening the bilateral alliance amid the upcoming US government transition.

Also in Lima, President Yoon Suk Yeol will hold a trilateral meeting with his US counterpart Joe Biden and Japanese Prime Minister Ishiba Shigeru on the sidelines of the APEC Forum.
