Hanoi aims to renovate 45 parks and flower gardens and build 9 new parks by 2025, but so far only 14 projects have been completed, the new parks are all unfinished.
The Department of Construction has just reported on the implementation of the City People's Committee's plan to renovate and upgrade parks and flower gardens in the 2021-2025 period. It is expected that the city level will invest in renovating 4 parks (Bach Thao, Thu Le, Thong Nhat, Hoa Binh ); the district level will renovate 41 parks and flower gardens using district budget funds.
However, by the end of March, the districts had only completed and put into use 14 flower gardens: Le Truc, Van Xuan, Hoang Dieu, Phan Dinh Phung, Truc Bach, Bai Nhan (Ba Dinh); Dien Hong, Tao Dan, Ngo Quyen (Hoan Kiem); Pasteur, Tang Bat Ho, Yec-Xanh (Hai Ba Trung); Hoang Van Thu (Hoang Mai); Ngoc Lam (Long Bien).
The Department of Construction said that the parks and flower gardens have been approved for investment, and are continuing to implement steps to complete them without major problems. According to the plan of the districts, in 2024, 16 more parks and flower gardens will be completed and in 2025, the remaining 11 parks and flower gardens will be renovated and upgraded.

Four major parks in the renovation and upgrading plan (Thu Le, Thong Nhat, Bach Thao, Hoa Binh) are behind schedule due to changes in management decentralization, from the city to the district. Currently, the City People's Council has approved the investment policy for Thu Le, Thong Nhat, and Bach Thao parks for the 2023-2026 period with an amount of VND900 billion.
Among the 9 new construction projects, the Chu Van An Memorial Park with an area of 40 hectares (Thanh Tri District People's Committee) has not yet been implemented due to difficulties in site clearance. The Southwest Hanoi Urban Area Lake Park (11 hectares, VNT Company Limited) has been 80% completed, but is facing difficulties in site clearance and planning adjustment.
CV1 Lake Park, Cau Giay and Nam Tu Liem Districts (27 hectares, Sai Dong Urban Development and Investment Joint Stock Company) has completed construction of all items. It is expected that in March, it will be inspected and accepted, then handed over to the People's Committee of Nam Tu Liem District to put the project into use. The project is stuck with traffic connection when the park has 4 entrances but only one has been completed, the remaining 3 entrances have not been constructed.

Kim Quy Cultural, Tourism and Entertainment Park (101 ha, Mat Troi Group Joint Stock Company) has cleared about 99.6 ha of land, is organically dredging and embanking Thiep River. The investor is implementing procedures to adjust the project completion schedule.
Phung Khoang Lake Park (46 ha, Joint Venture of Hanoi Housing Development Investment Corporation and Urban Construction Investment Joint Stock Company) has reached about 80% of the regulating lake and implemented some items of walking paths, fences, and trees. Currently, there are still more than 2,000 m2 of uncleared land, the connection of the drainage system from the park to Me Tri canal is being implemented but also encountered problems.
Ha Dong Cultural, Entertainment and Sports Park (95 hectares, Ha Dong district) is holding an architectural competition after the city announced its detailed planning in 2023. Huu Nghi Park, Bac Tu Liem (nearly 16 hectares, the previous investor was the Ministry of Construction) has not been implemented yet, the land is vacant.

The Astronomical Park - Duong Noi Urban Area (12 hectares, Nam Cuong Group Joint Stock Company) has been temporarily handed over to Ha Dong District to open before Lunar New Year 2024 to serve the people. The official acceptance and handover work has not been carried out.
The park and the regulating lake in the northern area and the southern extension of Mai Dich cemetery (Sai Dong Urban Development and Investment Joint Stock Company) have completed almost all construction items, except for two items arising from the initially signed BT (build-transfer) contract. These are the water filter tank and the 2-joint sewer system connecting the box culvert to the Hai Dang City project. The relevant units are coordinating to resolve the problems.
According to the Department of Construction, the 9 new park construction projects are all medium-sized and are part of the urban planning. However, the progress of the projects is still slow, with only 3 parks CV1, Bac Nam Mai Dich and Thien Van Hoc basically completed and being completed to prepare for official handover.
