Thousands of Hanoi teachers are "feverish" because they have not received their 2025 Lunar New Year bonuses

Despite waiting and looking forward to the past few days, many teachers in Hanoi have yet to receive their 2025 Lunar New Year bonuses.


Hanoi teachers look forward to Lunar New Year 2025 bonuses

There is only one more day left until the 2025 Lunar New Year holiday, but up to now, thousands of teachers have not received their Tet bonuses.

According to Decree 73 issued by the Government at the end of June 2024, stipulating salary levels and bonus regimes for civil servants, public employees and military personnel, bonuses are calculated based on outstanding achievements and results of annual task completion assessment and classification. The bonus fund is equal to 10% of the total salary fund (excluding allowances).

On December 10, 2024, the Hanoi People's Council issued Resolution No. 46/2024/NQ-HDND regulating the payment of additional income for cadres, civil servants, and public employees working for state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose regular expenditures are fully guaranteed by the state budget under the management of Hanoi City.

Sharing with Dan Viet newspaper reporter, teacher Ngo Anh Hao, teacher at Tran Nhan Tong High School, Hai Ba Trung District, Hanoi said: "The team of teachers and civil servants in the capital in general and the whole country in particular are all happy when Decree 73 was issued because the lives of civil servants are more concerned and respected. However, there is only 1 day left until Tet holiday but I do not understand why until now I have not received the amount of money entitled to according to Decree 73 and Resolution 46. Meanwhile, there is a situation where some schools have it and some schools do not."

Sharing the same sentiment, Ms. Tran Thuy Trang, who also works at Tran Nhan Tong High School in Hai Ba Trung District, is also looking forward to receiving the money according to her benefits. "We teachers suffer from all kinds of hardships from work pressure... When we hear that we are about to receive a Tet bonus, teachers discuss it enthusiastically. Whenever a province or city receives it, we tell each other that we will probably get it soon. I hope the joy will explode so that teachers can celebrate Tet to the fullest," Ms. Trang said.

Ms. Ho Thi Xuan Thu, a teacher at Khuong Ha Primary, Secondary and High School, Thanh Xuan District, Hanoi, commented: "When we heard people talking about the Tet bonus according to Decree 73 and Resolution 46, we were so happy. But then we were heartbroken when we learned that our school was partially autonomous and could not receive it. We felt very sorry because we were civil servants but did not have the same benefits as other civil servants. Then we heard that the Department of Education and Training submitted its opinion to the City People's Committee, we trusted and waited, but since then there has been no further information. We just hope that civil servants in the capital will enjoy the same legitimate benefits, including civil servants of autonomous schools."

Ms. Bui Thi Viet Anh, a teacher at Yen Lang High School, Me Linh District, Hanoi, sadly said: "After 27 years of teaching, an old teacher like me is endlessly happy because for the first time in my life, I heard that teachers in the capital are about to receive bonuses according to Decree 73 and have their income increased according to Resolution 46. I was excited because I thought that maybe with these two benefits, my life and that of my colleagues would be less difficult. However, I was happy for a moment and then became infinitely sad when I heard that autonomous schools did not receive the policy. I, like many teachers in the capital, am truly depressed. We are all teachers but some schools get it and some don't, it's so unreasonable."

"The decree was issued, teachers received their year-end bonus for the first time right on the occasion of Lunar New Year. We were really happy and waited but then were surprised and disappointed. We are teachers who are entitled to receive the same salary as other teachers, but we were left out. The concerns, shortcomings and wishes of teachers to receive the regime were listened to and accepted by the leaders of the Hanoi Department of Education and Training to ensure the rights of teachers not to lose their Tet bonus.

Once again, I happily waited because I was encouraged, because after more than 20 years of teaching, I had a little bonus and planned to share a part of it to support giving health insurance cards to poor households in my hometown.

"We are anxiously waiting and worried because the Tet holiday is coming but we have not received any money or any decision on receiving bonuses according to Decree 73," said Ms. Vu Thi Huong, a teacher at Xuan Dinh High School, Bac Tu Liem District, Hanoi.

Ms. Bui Thi Dung, a teacher at Hoai Duc B High School, shared: "After 14 years of working, I have been waiting for the good news of a Tet bonus so that I can have extra money to raise my 3 children. But now, seeing my colleagues and friends everywhere showing off their Tet bonuses of 5-6 million VND, I don't have any."

Many places have given Lunar New Year 2025 bonuses to teachers according to Decree 73.

Schools across the country have implemented the transfer of bonuses according to Decree 73 to teachers. However, in Hanoi, there are more than 119 public high schools and more than 200 primary and secondary schools belonging to the group of public service units that ensure regular expenditures and do not have access to the additional income source according to this Decree.

Since December 2024, many teachers have submitted a petition to the Hanoi Department of Education and Training because public schools that are self-funded for regular expenses do not have access to this additional source of income. Then, in early January 2025, the Hanoi Department of Education and Training and the Department of Finance met to discuss and agree on a plan to report to the City People's Committee to have a plan to support educational institutions in piloting the ordering of educational service prices. Currently, many schools are still waiting for information from the Hanoi People's Committee, while teachers in some places have received Tet bonuses.

Sharing with Dan Viet Newspaper reporter, Mr. Phung Ngoc Oanh, Head of the Department of Education and Training of Ba Vi district confirmed that the People's Committee of Ba Vi district has signed a temporary funding agreement for teachers of 9 autonomous schools in the area with an amount of more than 1 billion VND to reward for Lunar New Year 2025.
