Journey to destroy transnational drug ring, seizing more than 65kg of drugs

According to the records of the Drug Crime Investigation Police Department (Ministry of Public Security), Vo Van Quyen (born in 1991; from Chau Thanh district, An Giang) is a subject with signs of drug trafficking activities in Ho Chi Minh City. In early January 2024, Quyen moved to Binh Duong province to continue "practicing". This is also a contact in Vietnam of the transnational drug trafficking line from Cambodia to Vietnam.

From that basis, the Drug Crime Investigation Police Department established a special project to combat and coordinate with the Drug Crime Investigation Police Department, Binh Duong Provincial Police to discover this network.

Arriving in Binh Duong, Quyen rented a house at 1/16A, Binh Duc 1 quarter, Binh Hoa ward, Thuan An city to hide and trade drugs. The task force arranged for detectives to monitor the subject's movements and collect evidence to serve the fight.

At about 4:40 p.m. on January 29, 2024, the joint force discovered in front of the house where Quyen lived, a young man came out of the house carrying a cardboard box and a zip-top nylon bag to deliver to a shipper waiting outside. The working group inspected, the young man declared his name as Huynh Trung Dung (born 2006, residing in Binh Chanh district, Ho Chi Minh City) and admitted that the above goods were drugs.

At the same time, Vo Van Quyen came out of the house and was also detained by the detectives. Through quick investigation, Quyen admitted that the drugs were hers and that she gave them to Dung to deliver to the shipper. The payment that Quyen paid Dung was a block of drugs for Dung to use.

Searching Quyen's residence, the police seized a lot of drug evidence disguised in milk cartons, beer crates, cashew cans... with a total weight of more than 64kg of various drugs.

Quyen confessed that through social relationships, Quyen met and contacted a man named T. in Cambodia via the social network Telegram. This man asked Quyen to receive drugs from Cambodia and transfer them to Quyen for distribution to contacts in Vietnam. Greedy for profit, Quyen accepted.

According to the agreement, after receiving the goods, Quyen was responsible for dividing the drugs into small pieces, repackaging them, putting them in milk cartons, beer crates, empty cashew cans, etc., and sending them via delivery service to the addresses specified by T.

When the shipper comes to pick up the goods, Quyen will hire someone to follow behind to supervise the delivery to ensure the correct address. When the job is completed, T. will transfer the payment to Quyen via bank account...

Expanding the investigation of the case, the Drug Crime Investigation Department, Binh Duong Provincial Police continued to follow the leads that Quyen had successfully delivered the goods to before. On February 1, this unit coordinated with Binh Phuoc Provincial Police to arrest Bui Ngoc Thanh (born 1988, from Binh Phuoc), who was Vo Van Quyen's secondary drug consumer.

Seized evidence included 0.1485 grams of crystal meth; 33 kg of firecrackers; 1 Honda Civic car; 2 mobile phones and 1 set of crystal meth tools.

One day later, the unit coordinated with Ba Ria - Vung Tau Provincial Police to arrest two subjects Nguyen Anh Tuan (born 1994) and Danh Hoang Trong (born 1996), seizing an additional 232.04 grams of drugs.

On February 4, Binh Duong Police continued to coordinate with Thua Thien Hue Provincial Police to arrest Huynh Hong Doi (born 1996) with evidence of 459.04 grams of drugs.
