Ninh Binh City People's Council Innovation to improve the quality of discussion and questioning

In recent times, the Ninh Binh City People's Council has focused on innovating and improving the quality of discussion, questioning and answering questions at regular meetings. Thereby contributing to promptly resolving outstanding and pressing issues in the locality, responding to the thoughts and aspirations of voters, creating high consensus in society.

Comrade Doan Manh Tung, Vice Chairman of the Ninh Binh City People's Council, said: To improve the quality of discussion and questioning, before each session, at the joint conference to unify the content and agenda of the session, the Standing Committee of the City People's Council thoroughly grasped and requested the delegates and the delegations to uphold the sense of responsibility in discussing and questioning at the session. The Standing Committee of the City People's Council requested the City People's Council delegates to proactively study the documents presented at the session; based on the practical situation of work at agencies and units as well as the process of monitoring, supervising and grasping the situation at the grassroots level, the delegates studied and selected issues of interest to voters and people and repeated recommendations to register the content of discussion at the session.

At the same time, enhance the role and responsibility of the Heads of discussion groups, especially in innovating flexible discussion management methods, encouraging, motivating and creating a democratic atmosphere for delegates to actively discuss. Promote the role of the Head of the People's Council Delegation Group in the Group discussion sessions.

Therefore, most of the discussion sessions were carefully prepared, many delegates promoted their responsibilities, discussed many consecutive sessions, gave many enthusiastic opinions, expressed concerns about people's lives, the socio -economic situation in the area. The discussion results of the delegations were the basis for the City People's Council to vote to pass many important draft resolutions submitted by the City People's Committee; proposed many practical solutions and measures for the City People's Committee to direct specialized agencies to effectively implement socio-economic development goals in the city.

According to the Vice Chairman of the City People's Council, based on the opinions and recommendations of voters and the People as well as public opinion, the Committees, Delegation Groups, and City People's Council delegates have proposed groups of questions for questioning so that the Standing Committee of the People's Council can synthesize and unify the group of questions for questioning at the session. In particular, from 2022, the City People's Council will gradually innovate the method of organizing questioning activities according to each group of issues and will not send questioning questions in advance to relevant agencies.

At the question and answer session, in addition to the main answers of the leaders of the People's Committee and members of the City People's Committee, if there are issues related to the responsibilities of agencies and units, the Chairman of the session will invite the Heads of agencies and units, Chairmen of the People's Committees of wards and communes to clarify the questions raised by the delegates.

The question and answer sessions at the meeting were all broadcast live on the city's public address system for voters and people to follow and monitor the activities of the City People's Council. "This shows that the City People's Council and its delegates do not avoid complex and sensitive issues of social life. The question and answer sessions are democratic and highly constructive, proposing solutions to overcome the shortcomings in State management and practical life at the local and grassroots levels," the Vice Chairman of the Ninh Binh City People's Council affirmed.

Since the beginning of the 2021-2026 term, the City People's Council has organized 5 question-and-answer sessions at regular meetings. The highlight of the City People's Council's questioning activities is that the questioning method has been innovated according to the motto "short questions, concise answers".

During the question and answer sessions, many City People's Council delegates gave short, to-the-point, easy-to-understand, practical, well-founded, and specific questions on general issues related to many fields. In addition, some delegates frankly debated each issue in detail, focusing on what has been done, what has not been done, the causes of difficulties, and the responsibilities of the collective and individuals.

The respondents seriously accepted the questions with an open-minded attitude. Regarding the limitations, the causes were clearly stated, the responsibilities of the collective and individuals were clearly identified, and commitments were made regarding the progress and time frame and remedial measures. With a spirit of frankness and responsibility, the questioning and answering sessions of the City People's Council demonstrated high democracy and constructiveness.

Through the content of the delegates' questions, it is also an opportunity for agencies and units to review weaknesses and limitations in the process of performing their tasks to gradually overcome them. All issues raised for questioning and debate at the session were clearly concluded by the chair and a Notice of conclusion of the questioning session was issued to agencies and units for implementation.

Immediately after the meetings, the Standing Committee of the City People's Council issued documents to assign tasks to delegates to monitor and urge them to commit to answering questions from the City People's Committee and specialized agencies. The activities of questioning and answering questions at the City People's Council meetings in recent times have gradually become effective and have been closely followed by voters and people.

Through the questioning activities, many long-standing problems have been overcome and resolved completely and promptly. Typically: upgrading the household electricity system, investing in lighting systems for some residential areas in the city; investing in infrastructure for local schools; ensuring construction order, urban order, traffic safety, environmental sanitation; building a civilized urban lifestyle; Land management; arranging temporary and permanent parking lots; handling illegal encroachment of sidewalks for business purposes, ensuring traffic safety and urban aesthetics...

Innovation in discussion, questioning and answering questions at the sessions of the Ninh Binh City People's Council is not only an important forum and information channel for People's Council delegates to demonstrate their role and responsibility towards voters and people in supervising the activities of the People's Committee and specialized agencies of the city, but also an important solution in promptly resolving many urgent and topical issues of concern to many local voters. The quality of discussions, questioning and answering questions at the sessions has been increasingly improved, affirming the role and position of the City People's Council - the highest authority in the locality, consolidating and strengthening the trust of voters and people of the city in elected representatives.
