Policy changes needed to achieve 2045 growth target
Professor Tran Van Tho, Waseda University, Japan, former member of the Prime Minister's Economic Advisory Group, commented that Vietnam is facing many major challenges such as low labor productivity, unstable US tax policies, low productivity industrial sector, etc. This requires our country to change its model to increase productivity, the condition to achieve the high income target by 2045.
Professor Tran Van Tho said that there should be research to develop policies suitable for the economy such as policies to strengthen the private enterprise sector: separate policies for large enterprises, small and medium enterprises and the informal sector; policies to expand and deepen industrialization: industrial policies for key industries, policies to develop supporting industries. In addition, it is necessary to improve hardware and software infrastructure, energy supply... Especially important is the provision of high-quality human resources.
For Da Nang, Professor Tran Van Tho believes that the city needs to focus on building hard and soft infrastructure that is superior to other cities in the country and abroad. Staff in charge need to be professional in terms of technical skills, foreign languages and understanding of international customs.
In addition, the city needs to build an investment environment for businesses that is not only limited to hardware and software infrastructure but also includes the city's social situation, landscape and culture.
To attract large projects from multinational enterprises, there must be an attractive living environment, cultural environment, good hospitals, and international schools. City security, traffic safety, and citizen culture are also important. City leaders should select potential domestic and foreign companies and directly market them so that they consider and decide to invest.
Focus on developing high quality human resources
According to Associate Professor, Dr. Nguyen Ngoc Vu, Director of Danang University, Resolution No. 57/NQ-TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is the golden key to help the country develop in the new era. In particular, the quality of human resources is of key importance, the deciding factor for the success or failure of the country's development in general and Danang in particular. Therefore, the need for high-quality human resources for the city has become more urgent than ever.
Associate Professor, Dr. Nguyen Ngoc Vu suggested that the city should further promote the advantages and potential of a “university city”, and systematically develop a strategy for training high-quality human resources for the industries and fields that the city needs to invest in. The city needs to facilitate administrative procedures and provide financial support for universities to invite international experts and scientists to teach specialized classes in the fields that the city needs such as semiconductor chips, artificial intelligence (AI) and Fintech.
The city needs to promote its advantages and potentials to attract investment, especially strategic investors and key projects; create outstanding policy mechanisms to create a favorable working environment and many job opportunities to attract intellectuals, experts, students from all over the country, and international students to come and stay in Da Nang to "establish themselves and start a business".
In the program to promote the city's image or at domestic and international forums, conferences and seminars, the city's leaders need to pay attention to directing the content to promote the image and position of Danang University to create conditions for Danang University and universities in the area to strongly attract international students to study, research and intern in Danang.

Da Nang needs to build key technology products
Speaking at the seminar, Dr. Nguyen Quan, former Minister of Science and Technology, Chairman of the Vietnam Automation Association, highly appreciated the achievements that Da Nang city has achieved in the field of science and technology, contributing to making the city become the economic and science and technology center of the Central region. However, facing the new opportunities opened up by Resolution No. 57-NQ/TW, Da Nang's science and technology sector must develop more strongly to match the potential, position and expectations of the Party, State and people.
First of all, the city needs to increase investment in science and technology. Resolution No. 57-NQ/TW has set a requirement for investment in science and technology of at least 3% of the total annual budget expenditure.
Accordingly, the City People's Council needs to issue a Resolution allocating additional budget for science and technology in 2025 to reach a minimum of 3% of the city's total budget expenditure and assign the City People's Committee to direct the Department of Finance and the Department of Science and Technology to coordinate in using this additional capital effectively and create many products to serve the city's development goals.
Along with that, Da Nang can gather scientists and experts, conduct simulation research to build a portfolio of the city's key technology products in line with national strategic products, meet the needs of technological innovation of enterprises and create a number of high-quality products for domestic demand and export.
Especially products that have the effect of increasing the proportion of the digital economy and are suitable for the capacity of local businesses. For example, semiconductor products, industrial robots, smart automation equipment, data centers, artificial intelligence technology platforms, deep processing of uranium ore, 5G and 6G mobile information...
Dr. Nguyen Quan emphasized that after approving the list of key technology products, the City People's Council needs to issue a Resolution to order tasks for science and technology organizations and technology enterprises to implement, allowing the pilot application of fund mechanisms, contract spending mechanisms, designated bidding and controlled testing, including hiring domestic and foreign experts to quickly organize research, application, technology transfer and product manufacturing activities on a commercial scale.
At the same time, Dr. Nguyen Quan said that Da Nang could be the first locality to pilot the establishment of a venture capital fund with State capital contributions to test and mobilize organizations and individuals in society to invest in venture capital.
From there, we can learn from experience to perfect legal regulations to develop venture capital funds, mobilize social capital for innovative startups, transfer technology and research results to businesses, and form innovative startups.
“Hopefully, Da Nang's success will be a practical basis for amending the provisions of the State Budget Law as well as tax laws on venture capital and perfecting legal regulations on this fund to effectively mobilize capital for science and technology activities in general and for startup investment in particular,” Dr. Nguyen Quan expressed.
