On the morning of February 13, continuing the program of the 9th Extraordinary Session, National Assembly deputies discussed in groups the Draft Law on Organization of the Government (amended), the Draft Law on Organization of Local Government (amended), and the Draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the State apparatus.

The policy of streamlining and reorganizing the apparatus has been long awaited by the people.
Speaking at the group discussion session, General Secretary To Lam commented that the policy of streamlining and reorganizing the apparatus was supported by the people, agencies, and the National Assembly and was implemented very quickly and very well; showing that this is a very correct policy, which has been expected by the people for a long time. The most important purpose of streamlining the apparatus is the efficiency, effectiveness, and efficiency of the State apparatus to develop our country. This policy has been tested in practice and is very popular with the people.
To develop the country, General Secretary To Lam said that there are two very important tasks: economic growth, ensuring social security and improving people's lives in all areas. These two issues must be continuously ensured. Growth without actual increase in people's lives is not acceptable. People's lives in all areas, from society to health, to education, to culture, must be improved. That is the effectiveness of the State.
Emphasizing that national development, economic development, and ensuring people's lives are the consistent goals, General Secretary To Lam stated that it is necessary to streamline the apparatus to improve effectiveness, efficiency, and performance; and to define the functions and tasks in the State apparatus.

The second issue raised by the General Secretary is that there must be a system of legal regulations and laws for the State apparatus and the entire population to implement; the entire society must unanimously implement. It is necessary to arrange a team of cadres to improve effectiveness, efficiency, and improve the effectiveness of law enforcement in accordance with regulations.
"The organizational model has been arranged and basically agreed upon, from the Central Government, the National Assembly, the Prime Minister to the local government, to the grassroots, to the people, we are now implementing it; then we must arrange a team of cadres to carry out the task wholeheartedly for the people and the Party. That is the roadmap, we are doing it step by step" - the General Secretary emphasized.
Streamlining the organization is just the first step.
According to General Secretary To Lam, this is a “golden opportunity” to streamline the organizational apparatus, so the leadership ability, long-term vision, adaptability, strategic priorities and innovation of the administration and the Government are the criteria to evaluate the performance and results of the apparatus. Each stage, each revolution, each policy requires an apparatus to implement. We determine to develop a socialist-oriented market economy, so the apparatus and legal policies must ensure that goal.

"The requirements of the new stage of the country require development at a very high and very fast speed, but everyone must admit that the current heavy State apparatus can fully promote its efficiency and potential or not? The arrangement and streamlining of the apparatus is only the first step, this is a whole process that needs to be further evaluated. Now, how to evaluate the government apparatus, its efficiency, effectiveness and efficiency" - General Secretary To Lam raised the issue.
Citing the example of a district in Hanoi such as Dong Anh and Hoan Kiem, which collects the same budget as many provinces, even dozens of times more than some provinces, General Secretary To Lam asked: "Why can a district with limited land, resources and population do such things? That reality raises many issues for us to study and think about."
According to General Secretary To Lam, the goal of the reform of the organizational apparatus is to promote economic growth. Only with growth can we have enough potential to protect the country, protect the Fatherland, have enough conditions to implement the policies of the Party and State, achieve new goals, and avoid the risk of falling behind. There is no other way. Whatever hinders our development, whatever is a bottleneck, must be resolved.
"The State apparatus must serve the development of society, must mobilize the people and businesses to actively participate in building and developing the country; must improve the quality of services for the people to promote the participation of the whole society in the process of improving the efficiency of the administrative apparatus and consolidating democracy; if it cannot mobilize the strength of the people, it will be very difficult" - the General Secretary emphasized.
