"Double-action effect" boosts tourism as a key sector.

BHG - Project 6 “Preserving and promoting the fine traditional cultural values ​​of ethnic minorities associated with tourism development” (Project 6) under the National Target Program for socio-economic development of ethnic minority and mountainous areas has created a “double effect” in restoring traditional culture; preserving and promoting cultural values ​​and developing sustainable tourism.

The Resolution of the 17th Provincial Party Congress, for the 2020-2025 term, identifies tourism development as one of the three strategic breakthroughs and the preservation and promotion of the cultural identity of ethnic groups as a key task. To realize this task, the Provincial Party Committee issued Resolution No. 11 on tourism development for the 2021-2026 period, aiming to awaken potential and create a "boost" for this key economic sector. Among the comprehensive solutions implemented, Project 6 has been effectively and synchronously implemented by the province, achieving positive results.

Recognizing the significant impact of Project 6 on tourism development and improving the lives of ethnic minority communities, our province has focused on directing, managing, coordinating, and organizing its implementation during the 2021-2025 period. The decentralized management mechanism has been implemented responsibly, empowering localities to enhance the initiative and flexibility of the grassroots level. The role of the community as the main actors in planning, organizing implementation, and monitoring has been promoted. The People's Committees of districts and cities have actively reviewed needs, budgets, and developed detailed plans for the project's implementation…

According to Nguyen Trung Ngoc, Director of the Department of Culture, Sports and Tourism: The Department promptly issued guiding documents for the implementation of Project 6 in accordance with the spirit of the Provincial People's Council resolution and the Provincial People's Committee document, serving as the basis for developing a detailed plan, ensuring the correct content, target audience, and scope of the Project. Communication efforts, capacity building, and implementation of project content and activities were carried out through various forms. Inspection and monitoring activities for Project 6 at the local level were conducted regularly, helping to assess progress and results, and to identify and resolve difficulties and obstacles promptly.

Through the implementation of Project 6, the system of grassroots cultural institutions has been invested in and built solidly, especially in ethnic minority areas, remote areas, and border regions. This gradually meets the needs of the community for cultural activities and enjoyment. In Meo Vac district, Chairman of the District People's Committee Nguyen Huy Sac shared: “Through Project 6, we have helped to shape the unique tourism products of the locality. Festivals, cultural beliefs associated with ethnic minorities, and cultural heritage have been initially preserved and promoted, linking tourism development, creating income for ethnic minorities, and guiding the construction of local tourism development models, contributing to economic development, political stability, and maintaining security and social order.”

Implementing Project 6, the Department of Culture, Sports and Tourism, together with local authorities, surveyed, inventoried, collected, and documented the traditional cultural heritage of ethnic minority communities; 9 traditional festivals in localities were preserved, exploited, and developed into products serving tourism development; 29 training courses were organized to improve professional skills and transmit intangible cultural heritage; 4 programs supported research, restoration, preservation, and promotion of intangible cultural heritage of ethnic minorities at risk of disappearing; 57 folk culture clubs were established in ethnic minority areas; equipment was provided to 61 traditional performing arts groups; 15 typical tourist destinations were identified; and support was given to build 106 community libraries. 814 sets of equipment were provided to cultural centers in villages inhabited by ethnic minorities and mountainous regions… This contributed to improving the quality of cultural activities and preserving and promoting traditional cultural values ​​in the area.

In an effort to make tourism a key economic sector and achieve "double benefits" in implementing Project 6, our province is strengthening the leadership and guidance of Party committees and authorities, creating consensus among the people. Tasks are assigned according to functions and responsibilities, ensuring the content, quality, and progress of work are appropriate for the beneficiaries as guided. We are building, perfecting, and improving the effectiveness of policies on socio-economic development in ethnic minority and mountainous areas in a comprehensive and sustainable manner; expanding preferential capital for programs and projects to create livelihoods for ethnic minorities; and diversifying and socializing resources. We are also improving the quality of emulation movements and campaigns on sustainable poverty reduction, building new rural areas, and socio-economic development in ethnic minority and mountainous areas.

“In reality, it is not only necessary to strengthen propaganda, improve the capacity of officials, and enhance coordination, but also to have support in terms of resources and to improve mechanisms, policies, and expenditure norms from the Government and central ministries and agencies. Because only with close coordination, timely removal of obstacles, and maximizing internal resources can Project 6 achieve higher results in the coming period, making an important contribution to socio-economic development and improving the cultural and spiritual life of ethnic minority people,” affirmed Nguyen Trung Ngoc, Director of the Department of Culture, Sports and Tourism.
