Principal criticized for parent fund expected to collect half a billion dong

Hanoi Thanh Tri District criticized the principal of Tu Hiep Secondary School because the parents' association planned to spend up to 500 million VND on the fund, and requested the return of more than 160 million VND that had been collected.

Three days ago, parents of Tu Hiep Secondary School said that this school year, the school's parent representative board planned to spend 437-518 million VND, so they should collect 560,000-600,000 VND per student.

Many people are upset, saying that the collection rate is too high, and many expenses are not convincing, such as bonuses for classes with small plans exceeding targets, and training for students to practice for the opening ceremony and participate in competitions.

On the evening of September 29, the People's Committee of Thanh Tri district announced that it had established an interdisciplinary inspection team to verify the complaints. The results showed that due to the "poor" coordination and guidance of the school with the parents' representative committee, the draft expenditure was "inappropriate", so it did not receive the consensus of 100% of the parents.

The district requested the parents' representative committee to stop collecting and return to parents more than 162 million VND that 14/35 classes had contributed; at the same time, criticized principal Bui Thi Hai Ly.

In addition, the authorities require schools in the area to comply with regulations on the activities of parent-teacher associations, according to Circular 55 of 2021 of the Ministry of Education and Training . School leaders will be strictly punished if violations occur.

In recent days, parents in many places have expressed their frustrations regarding the fees collected at the beginning of the school year. In Hai Duong , Thanh Mien 3 High School was found to have collected many incorrect fees, exceeding the prescribed amount; Nguyen Trai Secondary School in this province also had to return the incorrect fees collected at the beginning of the school year to parents.

In Ho Chi Minh City, the parents' committee of class 1/2 at Hong Ha Primary School caused a stir when it spent more than VND260 million to repair facilities and buy equipment for classrooms. Authorities concluded that this was wrong and requested the return of nearly VND250 million. Similarly, Chu Van An High School in Hanoi also required the 12th grade Literature class to return VND4.5 million in collected funds to parents.

Currently, Circular 55 of the Ministry of Education and Training does not allow parents' representatives to donate to purchase machinery, equipment, teaching aids; repair, upgrade, and build new school facilities.

However, according to Circular 16/2018 on funding for schools, educational institutions are allowed to mobilize and receive funding to renovate, repair, and construct construction items; purchase equipment and supplies for teaching and learning. This is done on the principle of voluntariness and transparency, without specifying an average or minimum funding level. Schools must not take advantage of funding for education to force contributions and must not consider funding mobilization as a condition for providing educational services.
