Supporting cows to reproduce, creating livelihoods to help many people in Ba Xuyen commune, Song Cong city escape poverty

Implementing the project to support production development in the agricultural sector under the National Target Program for Sustainable Poverty Reduction in 2023, currently in Ba Xuyen commune, there are 16 poor households and 55 near-poor households participating in the project to support breeding cows.

After completing the draft project budget, in Project 1, the People's Committee of Ba Xuyen commune agreed to support 16 breeding cows for 16 poor and near-poor households in the area. On December 6, 2023, the People's Committee of Ba Xuyen commune and the Commune's National Target Program Management Board, Community Production Group and the Center for Research and Development of Mountainous Livestock organized the handover of breeding cows to 16 households participating in the project.

After the cows were handed over, the assigned commune officials regularly went to the households to check and encourage them in the raising process. Up to now, the cow herd has basically developed stably. After implementing Project 1 on supporting breeding cows, realizing the effectiveness of the model, the locality continued to ask for funding to continue implementing Project 2 with 11 breeding cows for 11 poor and near-poor households in Ba Xuyen commune.

Ms. Do Thi Thang, a near-poor woman in Chua hamlet, Ba Xuyen commune, confided: "My wife and I got married and had two children, a boy and a girl. I farmed at home, while my husband worked in construction. The family's economy was very difficult before, now my eldest daughter is married and my son is working far from home. In 2020, my husband suffered a stroke, and all the family's finances were spent on his treatment, plus borrowing from brothers, relatives and the bank. In 2023, when my husband's health was somewhat stable, the disease relapsed and this time he passed away forever."

With the government's support of a sow, Ms. Thang was very excited and actively took care of it. The cow is now about 7 months pregnant and is expected to give birth at the end of October this year. Thanks to the support, the cow has helped generate more income for the family, partly reducing difficulties and helping the family escape poverty.

Also a poor and near-poor household in Ba Xuyen commune receiving support for breeding cows, Mr. Dao Van Hung's family (Chuc hamlet, Ba Xuyen commune) shared: Currently, his family has 4 young children and is in difficult economic circumstances. According to the National Target Program on Sustainable Poverty Reduction, in April 2023, his family was supported with 1 breeding cow. After receiving the cow, his family took great care of the cow and is currently pregnant and about to give birth. Mr. Hung hopes that after the cow gives birth, it will help his family reduce the economic burden.

Ms. Vu Thi Thuan - an officer of the Agricultural Service Center of Song Cong City in charge of Ba Xuyen commune said: Before implementing the project to support cows for poor households in the area, the locality deployed it to households so that everyone could understand it and at the same time had invitations to each household, organized meetings to approve the mechanism, policies and specific conditions to help people understand the requirements that need to be done and must have when participating in the project so that households can register.

After that, the Poverty Reduction Committee of Ba Xuyen commune directly went to the households to conduct a field survey, make a record to determine the criteria for barns, grass growing area, animal feed, and labor. When the survey and review results were available, the households signed documents and commitment papers in accordance with regulations before proceeding with the implementation.

"During the implementation process, initially, because the cows had not yet adapted to the environment, there were some difficulties. Therefore, the locality regularly sent staff to support people in care and dissemination of techniques. Up to now, the cows supported for households have basically developed stably, 11 of which have been mated. Many will reproduce by the end of 2024," Ms. Thuan informed.

Talking about the difficulties in the process of implementing the project to support cows for reproduction in the commune, Mr. Do Trong Lu - Chairman of the People's Committee of Ba Xuyen commune shared: This is the first time that the grassroots level has implemented this content from the research stage, choosing the implementation form, program implementation steps, writing the project... Therefore, the staff working part-time have proactively studied the regulations of all levels to develop the project and implement it, so there are certain difficulties and it also partly affects the progress of disbursement of project implementation in the locality. However, up to now, the project has been successfully implemented and initially brought certain results.

"When the project was implemented, the locality also proposed that the Department of Rural Development of Thai Nguyen province recommend to competent authorities to adjust the reduction of the counterpart rate of project participants, the capital turnover rate and only implement capital turnover for direct support contents to reduce difficulties for people", Chairman of the People's Committee of Ba Xuyen commune added.
