In order to arouse the spirit of self-reliance and the will to proactively rise up of the people, policy credit capital is identified as an important "lever". With the close attention of the province, the determination of the political system and many synchronous solutions, this capital has been effective, helping households borrow capital for production and improving the quality of life.

After completing his prison sentence, with the desire to have a stable job, Mr. Vu Trong Thuy (Zone 2A, Cao Xanh Ward, Ha Long City) renovated his garden, invested in tanks, learned techniques to build a farm to produce, raise, and supply ornamental fish breeds. Fortunately, the ward and the Bank for Social Policies, Quang Ninh branch, created favorable conditions for him to borrow 100 million VND from the credit program for people who have completed their prison sentences according to Decision No. 22/2023/QD-TTg of the Prime Minister to develop a fish breeding farm. Mr. Thuy shared: Raising ornamental fish is my passion. With the attention and support of policy credit loans, I try to rebuild my life with my own passion.
Up to now, the whole province has 90 people who have been able to borrow capital from the credit program for people who have completed their prison sentences with a total amount of over 8 billion VND to expand garment processing factories for export, grow fruit trees, open hair salons..., thereby solving employment, increasing income, and rebuilding their lives.

With the viewpoint of "handing over fishing rods", in recent times, Quang Ninh has paid special attention to policy credit programs in the area. Along with effectively directing the implementation of the Central's credit policies, the province has issued many specific policies suitable to local realities, allocating budget capital for implementation, such as: Loans to support the development of cooperatives; policies to encourage people to live permanently on Tran Island, Co To District; housing support project for poor households in Quang Ninh province according to the poverty line for the period 2011-2015; Resolution 16/2021/NQ-HDND approving the Overall Program for sustainable socio -economic development associated with ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the period 2021-2025, with a vision to 2030; Resolution No. 337/2021/NQ-HDND (dated March 24, 2021) stipulates a number of specific policies to encourage the development of sustainable forestry production in Quang Ninh province... As of June 30, 2024, the total capital source for implementing credit programs in the province reached VND 5,075.5 billion, an increase of VND 3,426.7 billion compared to 2014.
In order to promptly bring policy credit capital to the people, socio-political organizations from the province to the locality have actively coordinated with the Bank for Social Policies, Quang Ninh branch and transaction offices to build a network, consolidate and improve the quality of savings and loan groups in villages and hamlets across the province with 2,132 groups. At the same time, effectively implementing the entrusted lending method; closely monitoring from the stages of evaluation, management, urging, use of loan capital, debt repayment, and interest payment of borrowers to ensure efficiency, right purpose, right subjects; establishing a network of 174 transaction points in 177 communes, wards and towns to help policy beneficiaries access preferential credit policies conveniently, reduce travel time, and strengthen local supervision. Credit quality has been increasingly improved with overdue debt and frozen debt currently remaining at 2.35 billion VND, accounting for 0.048% of total outstanding debt.
With synchronous solutions, credit capital has supported 602,836 production and business establishments, households and workers to borrow capital. Of which, 51,810 poor, near-poor and newly escaped poverty households have borrowed capital for production; 272,496 households have borrowed capital to build clean water and sanitation works; 144,246 households have borrowed capital to create jobs, maintain and expand jobs; 25,985 households have borrowed capital for students in difficult circumstances to study; 277 households and individuals have borrowed capital to plant large timber forests; 98 cooperatives have borrowed capital from the provincial budget to invest in production and business development. The whole province no longer has poor households according to the Central poverty standards. The average income per capita in communes and towns in ethnic minority, mountainous, border and island areas of the province reached 73.3 million VND/person/year, about 1.23 times higher than the average income per capita of the whole country.
