In 2025, many new mechanisms and policies are being urgently completed, not only to show gratitude through specific actions but also to share and care for those with meritorious services in a more comprehensive and practical way, demonstrating the deep concern of the Party and State in the work of "Repaying gratitude".
In the spirit of continuing the tradition of "Repaying gratitude", the Department of People with Merits ( Ministry of Home Affairs ) is coordinating with relevant agencies to review and develop a Decree to replace Decree No. 131/2021/ND-CP. This is an important document detailing and implementing measures for the Ordinance on Preferential Treatment for People with Merits to the Revolution.
This new Decree is expected to be submitted to the Government in the fourth quarter of 2025, inheriting, amending and supplementing from practice, while reflecting newly arising contents, ensuring it is consistent with the current situation and people's aspirations.
At the same time, the dossier of the Decree adjusting the monthly allowance regime for youth volunteers who completed their tasks in the resistance war and youth volunteers in the Southern region who participated in the resistance war from 1965 to 1975 is also being completed to be submitted to the Government in the third quarter of this year.
Previously, a highlight in the policy work in 2025 was the Ministry of Labor, Invalids and Social Affairs (now the Ministry of Home Affairs) issuing Circular No. 05/2025/TT-BLDTBXH dated February 28, 2025, stipulating technical and economic standards for DNA identification services, identifying martyrs with missing information. This has created more favorable conditions for identifying martyrs - a deeply humane act, contributing to bringing them back to their families and homeland.
According to the Department of Meritorious People, in the first 6 months of 2025, the Department received 397 samples of martyrs' remains for DNA testing, demonstrating a strong commitment to returning names to the fallen.
The Department also appraised the files of martyrs, submitted them to the Ministry and the Prime Minister to issue 196 new Certificates of Merit to the Fatherland; reissued 1,959 Certificates of Merit to the Fatherland; issued extracts of 56 martyr files, and looked up over 2,550 sets of martyr files.
Not only stopping at institutional building, taking care of the lives of people with meritorious services continues to be a priority. The President signed Decisions on giving gifts to people with meritorious services to the revolution on the occasion of the Lunar New Year 2025, the 50th anniversary of the liberation of the South and national reunification (April 30, 1945 - April 30, 2025) and the 80th anniversary of the founding of the country (September 2, 1945 - September 2, 2025) and the 78th anniversary of War Invalids and Martyrs Day.
The Prime Minister issued Decision No. 1254/QD-TTg dated June 24, 2025 to consolidate the Central Gratitude Fund Management Board and Official Dispatch No. 102/CD-TTg dated June 30, 2025 requesting ministries, branches and localities to prioritize the implementation of tasks related to policies for people with meritorious services.
The Ministry of Home Affairs also issued guidelines for implementing the President's decisions on gift giving, and urged the implementation of Decision No. 21/2024/QD-TTg dated November 22, 2024 on housing support for people with meritorious services and relatives of martyrs in the period 2023 - 2025. Tens of thousands of houses are being repaired and newly built - each brick, each roof tile is imbued with gratitude.
Towards the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), these days, memorial and gratitude activities are taking place across the country. One of the highlights is the Central-level meeting of meritorious people and historical witnesses organized by the Ministry of Home Affairs in Hanoi scheduled for July 24, with the participation of 250 typical delegates.
This is an occasion to express deep gratitude to veteran revolutionary cadres, pre-uprising cadres, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes during the resistance war, historical witnesses; people with meritorious services to the revolution through the periods; representatives of martyrs' relatives who have made many contributions to the revolutionary cause, fighting, protecting and building the Fatherland.
Along with that is a series of practical and emotional activities such as: Offering incense in memory, lighting candles in gratitude at martyrs' cemeteries, launching a youth movement to care for wounded soldiers and martyrs' families, renovating works honoring martyrs, mobilizing the Central Gratitude Fund, organizing visits and giving gifts to localities and nursing centers for people with meritorious services.
Gratitude is not only expressed in words, but also in actions, meaningful policies and activities that are contributing to affirming the morality of "When drinking water, remember its source" of the Vietnamese people - where sacrifice is always engraved and gratitude is always present in every decision of the Party and State towards those who have contributed.
