On August 30, in Hanoi , the Central Committee of the Vietnam Fatherland Front held a conference to contribute opinions to the draft Supervision Report on the Law on Election of Deputies to the National Assembly and People's Councils in 2015 (Election Law 2015).
Professor, Dr. Tran Ngoc Duong, Chairman of the Advisory Council for Democracy and Law (Central Committee of the Vietnam Fatherland Front ) and Dr. Nguyen Quynh Lien, Head of the Democracy and Law Committee (Central Committee of the Vietnam Fatherland Front) chaired the Conference.
Presenting the draft Supervision Report on the Law on Election of National Assembly Deputies and People's Council Deputies in 2015, Ms. Nguyen Quynh Lien stated that after many amendments and supplements, the 2015 Election Law has basically concretized the right to run for election and vote of citizens according to the provisions of the 2013 Constitution, with fundamental innovations in the election organization process to ensure effective and substantive implementation.

However, in the process of implementing the Law and through the practice of two elections of National Assembly deputies and People's Council deputies (2016-2021 and 2021-2026), it can be seen that some provisions of the Law have revealed limitations and difficulties, are not suitable to reality, and may affect the effectiveness and quality of the election of National Assembly deputies.
From the implementation, the delegates attending the Conference expressed their agreement with the proposals to amend specific provisions of the 2015 Election Law. Accordingly, it is necessary to have more specific regulations on the standards of candidates for National Assembly deputies and People's Council deputies, especially for full-time deputies, thereby selecting those who truly represent the will and aspirations of the people to participate in state power agencies, while at the same time overcoming the situation of too obvious differences in capacity, professional qualifications, and work experience among candidates.
Many delegates said that it is necessary to amend and supplement the regulations on consultation and introduction of candidates in the 2015 Election Law in the direction that the National Assembly Standing Committee only plans the structure, composition and allocation of the number of National Assembly deputies elected in each agency and organization at the central level and each province and centrally-run city, but does not plan the structure, composition and allocation of the number of candidates recommended for election. In the overall structure of National Assembly deputies in each term, there should be a structure of self-nominated deputies with a reasonable proportion similar to the structure of deputies from ethnic minorities and women as stipulated in the 2015 Election Law.
The Central Committee of the Vietnam Fatherland Front needs to proactively coordinate with relevant agencies and organizations to guide the introduction of candidates. The Front does not interfere with the agency, organization or unit that recommends someone (chief, deputy chief or member), as long as that person meets all the standards and conditions for candidacy as prescribed by law.
Agencies, organizations, and units that are allocated candidates must introduce a surplus number of candidates, not a "round" number as is currently the case. Accordingly, each structure must introduce at least two candidates for the Consultative Front to select one person, then include them in the official list of candidates...
Opinions also suggested that it is necessary to have clearer regulations on organizing meetings with voters at the place of residence or work for self-nominated candidates for National Assembly deputies and People's Council deputies at all levels before the third consultative conference to finalize the list of candidates in the direction that: in case a self-nominated candidate is approved by less than 50% of the total number of voters at the place of residence (or place of work), no voter conference will be organized at the place of work (or place of residence). Such a regulation will avoid having to organize many conferences to collect voters' opinions and facilitate the Vietnam Fatherland Front Committees at all levels in synthesizing the results and organizing conferences.
Receiving comments at the Conference, Professor, Dr. Tran Ngoc Duong affirmed that the comments of experts and scientists are important contents, contributing to the completion of the draft Supervision Report on the Law on Election of Deputies to the National Assembly and People's Councils, which is the basis for competent agencies to consider, study and absorb, thereby proposing directions and solutions to complete the provisions of the Law on Election of Deputies to the National Assembly and People's Councils.
