On August 13, Mr. Vo Hoan Hai, Director of the Department of Education and Training of Khanh Hoa province, confirmed that this unit had issued a document directing educational institutions across the province on the implementation of school uniforms and fees for the 2025-2026 school year.

This Department requires schools in the entire province (except non-public schools) to implement a unified traditional school uniform (ink blue pants or skirt, white shirt); not to implement separate uniforms for each school, not to have accessories such as ties, sleeves, collars, shoulder pads, etc. of different colors; not to organize services to sew or sell school clothes in any form.

According to statistics from the Department of Education and Training of Khanh Hoa province, the whole province currently has 510 general schools (grades 1-12), with a total of about 440,000 students.

According to the Director of the Department of Education and Training, the unit issued the above document to reduce the unreasonable financial burden on parents at the beginning of the school year.

“For example, a family has two siblings, the older brother studies at school A, the younger brother studies at school B. If the older brother’s uniform from last year is new and the family cannot afford to buy a new one, the younger brother can wear it again to go to school B. But each school has a different style, and the family cannot afford to buy a new one, so having to constantly make new ones like that is very difficult,” Mr. Hai shared.

Mr. Hai also said that for schools in Ninh Thuan province (old) that have organized their own uniform sewing, it will continue to be implemented.

The document of the Department of Education and Training of Khanh Hoa province also clearly stated that female high school students can only wear ao dai on certain days such as Mondays, holidays and traditional activities of the industry.

For gym uniforms, if schools have uniform regulations, they must ensure the style is stable for many years. Students can wear shoes or sandals with back straps, it is not required to do it uniformly.

In addition, the department requests that textbooks, notebooks, and school supplies not be sold in schools. Educational institutions only notify and guide parents to make their own purchases.

It is forbidden to take advantage of the name of the parent-teacher association to collect fees other than those prescribed in Circular No. 55/2011 of the Minister of Education and Training.

In addition, the department also requires schools to continue to promote the implementation of cashless payment of school fees according to the direction and guidance of the Department of Education and Training.

"Heads of educational institutions are responsible to the department director for the above contents during the performance of duties if there are any violations," stated the document of the Department of Education and Training of Khanh Hoa province.
