(Dan Tri) - Along with the huge amount of legislative work, the National Assembly in the final session of the 15th term also carried out personnel work, electing and approving many leadership positions.

On the morning of October 20, the National Assembly opened its 10th session - the last session of the 15th term.

Permanent Deputy Head of the National Assembly Office Le Quang Manh emphasized that this is a very special session with the meaning of closing a term of many innovations, creativity and responsibilities, while at the same time laying the foundation for a new development path of the National Assembly.

The National Assembly carries out the largest volume of work ever

The contents submitted to the National Assembly for consideration and approval at this session, according to Mr. Le Quang Manh, both carry out the contents of the regular session and summarize the term of the 15th term.

The 10th session of the 15th National Assembly is expected to take place over 40 days, until mid-December. Unlike previous sessions, this time the National Assembly will meet continuously without a break in between, to quickly complete the proposed work contents.

At this session, the National Assembly will consider and approve 66 contents and groups of contents, including 49 draft laws, 4 resolutions on legislative work; 13 groups of contents on socio -economics, state budget, supervision and other important issues.

Among the 49 laws expected to be passed by the National Assembly at the 10th session are the Law on Cyber ​​Security (comprehensive amendments to the Law on Cyber ​​Security and comprehensive amendments to the Law on Network Information Security into one law); the Press Law (amended); the Law on Deposit Insurance (amended); the Law on Protection of State Secrets (amended); the Planning Law (amended); the Law on Personal Income Tax (amended); the Law on Civil Servants (amended); the Law on amending and supplementing a number of articles of 10 laws related to security and order...

Four important resolutions will also be passed by the National Assembly, including three resolutions on mechanisms and policies to effectively implement the resolutions of the Ministry of Finance on education and training development; strengthening the protection, care and improvement of people's health; and international integration in the new situation.

The National Assembly will also consider and pass a resolution stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law.

Regarding personnel work, Deputy Head of the Delegation Affairs Committee Nguyen Thi Yen said that based on the decision of the Central Committee and the submission of competent agencies, the National Assembly will consider and decide on a number of personnel matters within its authority, including the election, approval of appointment, and dismissal of a number of senior leadership positions in the State apparatus.

She affirmed that the entire personnel process is carried out in accordance with the provisions of the Constitution and the law, ensuring democracy, objectivity and transparency. National Assembly deputies will exercise their rights and responsibilities before the people and voters through secret ballot, ensuring the principle of democratic centralism.

“The personnel work at this session is a step to perfect the apparatus at the end of the term, both to prepare for the new National Assembly term and to create a foundation for the State apparatus to operate more effectively and efficiently under the Party's leadership, so the personnel work is carried out carefully and according to procedures,” Ms. Yen emphasized.

According to the leader of the Delegation Work Committee, competent authorities are completing procedures and personnel records in accordance with regulations.

Previously, the 13th Central Conference gave opinions on personnel so that the Politburo could decide to introduce the XV National Assembly to elect the following positions: Secretary General of the National Assembly - Head of the National Assembly Office, Head of the National Assembly's Committee on Science, Technology and Environment; Member of the National Assembly Standing Committee, Head of the National Assembly's Delegation Affairs Committee.

The Central Committee also gave opinions on personnel for the Politburo to introduce to the National Assembly for approval of the positions: Deputy Prime Minister, Minister of Foreign Affairs, Minister of Home Affairs.

Many innovations in organization

At the press conference on the session on October 17, Deputy Head of the National Assembly Office Nguyen Van Hien said that the 10th session had the largest volume of work ever; it considered and decided on the most legislative content compared to all sessions since the beginning of the term.

Regarding new points at this session, Mr. Hien said that the National Assembly will shorten the time for presenting reports and arrange to present some reports together.

The National Assembly will also listen to presentations, reports and discuss in groups and halls a number of draft laws, resolutions and reports on the same field.

Notably, in the final session of the term, the National Assembly will not organize a question and answer session. Instead, the Government and agencies will send full reports, and National Assembly deputies will send written questions for the questionees to answer continuously from now until the 10th session. At the session, the National Assembly will synthesize the report and arrange for the National Assembly to meet in one session on this content.
