At the 10th session, the 15th National Assembly will consider and comment on the Draft Law on Higher Education (amended). As planned, on the morning of October 22, the Minister of Education and Training , authorized by the Prime Minister, will present the Report on the Draft Law on Higher Education (amended). After that, the Chairman of the National Assembly's Committee on Culture and Society will present the Verification Report on this draft law. In the afternoon of the same day, the National Assembly will discuss in groups the Draft Law on Higher Education (amended).
The amendment of the Law on Higher Education is necessary to promptly institutionalize the Party and State's policies and guidelines on breakthroughs and development of education and training, improving the quality of training of high-quality human resources to meet the requirements of socio -economic development of the country in the period of innovation, growth and international integration.
The Draft Law has demonstrated the Government’s determination to innovate and improve the quality of higher education with many breakthrough policies, removing bottlenecks that have existed for many years. The main revised contents include:
Firstly, expanding the scope and subjects of application to fully cover and uniformly regulate subjects participating in higher education activities, contributing to increasing the effectiveness and efficiency of state management in the field.
Second, innovate university governance in the direction of streamlining the apparatus, reducing formalities and administrative procedures; change the mindset from input control to standard management and process monitoring, increase autonomy and flexibility for higher education institutions in performing training and scientific research tasks to meet the needs of the labor market.
Third, promptly institutionalize the spirit of the Party's resolution on science and technology development and innovation by enhancing the role of higher education institutions in providing and developing human resources for science and technology, creating a legal basis for promoting the commercialization of research results and innovation.
Fourth, innovate the financial mechanism for higher education; determine the leading role of the state budget and the role and responsibility of the State in investing in higher education.
