Prime Minister: We have kept 'warm inside, peaceful outside'

The size of Vietnam's economy has increased from 346 billion USD in 2020 to 510 billion USD in 2025. GDP per capita in 2025 is estimated to reach about 5,000 USD, 1.4 times higher than in 2020, entering the upper middle-income group.

On the morning of October 20, at the opening session of the 10th session of the 15th National Assembly, Prime Minister Pham Minh Chinh reported to the National Assembly on the results of the implementation of the socio -economic development plan for 2025 and the 5-year term 2021-2025, and the expected socio-economic development plan for 2026.

Assessing the past term, the head of the Government said that despite the difficult global and domestic context, we still achieved and exceeded 22/26 main socio-economic targets, approximately reaching 2/26 targets. In 2024 and 2025, we will achieve and exceed all 15/15 targets.

Emphasizing eight outstanding achievements of the term, according to the Prime Minister, the successful control and overcoming of the consequences of the Covid-19 pandemic has been highly appreciated internationally.

Vietnam's economy has proven its resilience to external shocks, maintaining a growth rate among the highest in the world. GDP in 2025 is expected to increase by over 8%; the average growth rate in the 2021-2025 period is 6.3%, higher than the previous term (6.2%).

Reviewing nearly 3,000 projects with capital scale of millions of billions of VND

In addition, many backlogged projects that have lasted for many years have been resolutely handled by the Government, achieving positive results, contributing to freeing up resources for development. The Politburo has been presented with opinions on handling 5 weak banks.

12 loss-making projects, enterprises and long-standing important energy projects were resolved (such as the Song Hau 1, Long Phu 1, Thai Binh 2, BOT Van Phong 1 power plant projects, Nghi Son oil refinery, O Mon gas power, Lot B gas field...).

At the same time, removing obstacles, putting into production and business nearly 1,200 projects with a total value of 675,000 billion VND. The Government is also directing the review, classification, and proposing to competent authorities to continue handling nearly 3,000 projects of all kinds with a total capital of millions of billions of VND and a land use scale of hundreds of thousands of hectares.

Notably, the Government has resolutely and effectively implemented the arrangement and streamlining of the Government apparatus and the organization of two-level local governments in association with promoting decentralization and delegation of power. The state administrative staff has been reduced by 145,000 people, and regular expenditure has been reduced by VND39,000 billion/year.

The work of inspection, examination, prevention and fight against corruption, waste and negativity has been stepped up. Proposal to recover nearly 425,000 billion VND and 2,200 hectares of land. Strictly handle and recover money and assets from corruption and economic cases worth nearly 13,600 billion VND, 520,000 USD; seize assets worth nearly 438,000 billion VND.

We have maintained "warmth at home and peace at home", and have been highly appreciated by the people and the international community; continued to create a trend of innovation; created momentum to enter a new era and consolidated and strengthened the people's firm belief in the Party and State.

Regarding the main targets for 2026, the Prime Minister emphasized that GDP growth is expected to reach 10% or more; GDP per capita will reach 5,400 - 5,500 USD; average CPI will increase by about 4.5%; average social labor productivity will increase by about 8%; the poverty rate according to the multidimensional poverty standard will decrease by about 1 - 1.5%...

Accordingly, increase development investment spending to 40%; cut 5% of investment spending (for the Lao Cai - Hanoi - Hai Phong railway project) and 10% of regular spending (for social security) right from the budget allocation. The central budget invests no more than 3,000 projects (including transitional projects) for the period 2026 - 2030.

In particular, the Prime Minister emphasized the goal of completing the legal corridor and synchronously developing markets such as finance, securities, gold, real estate, etc. in 2026. Effectively implementing the pilot of the crypto asset market; promoting the formation of a data market, etc.; accelerating the construction of international financial centers in Ho Chi Minh City, Da Nang and new-generation free trade zones in a number of localities.

Complete the mechanism and policies for developing special economic zones in Van Don, Van Phong, and Phu Quoc. By 2026, cut and simplify 100% of unnecessary business conditions; cut 50% of time and costs for compliance with administrative procedures compared to 2024.

"The past term was a journey of strong will, steadfast mettle, and creative intelligence; a journey of faith, aspiration, and the spirit of overcoming difficulties for the country and the people," the Prime Minister emphasized, affirming that the Government will definitely successfully complete the very heavy but extremely glorious tasks assigned by the Party, State, and people.

In 2026, the goal is to focus on investing in the construction of strategic infrastructure projects. Accelerate the implementation of the Lao Cai - Hanoi - Hai Phong railway line, railway lines connecting with China, urban railway lines in Hanoi and Ho Chi Minh City; strive to start the North - South high-speed railway; invest in developing the expressway system connecting regions and with neighboring countries.

Deploying Long Thanh International Airport Phase 2, traffic routes connecting Tan Son Nhat Airport; ensuring the construction progress of Gia Binh International Airport, expansion projects of Phu Quoc, Chu Lai, Phu Cat, Ca Mau, Tho Chu airports; international transit seaports of Can Gio, Lien Chieu and Hon Khoai Port...
