The United Nations Human Rights Council adopted a resolution proposed and drafted by Vietnam.

Two important human rights documents are the foundation of the framework of international conventions, mechanisms, dialogue and cooperation at the international, regional and national levels on human rights.

The United Nations Human Rights Council adopted a resolution proposed and drafted by Vietnam on the 75th anniversary of the Universal Declaration of Human Rights and the 30th anniversary of the Vienna Declaration and Programme of Action.

On April 3, at the headquarters of the United Nations (UN) Office in Geneva (Switzerland), the United Nations Human Rights Council (HURC) unanimously adopted a resolution commemorating the 75th anniversary of the Universal Declaration of Human Rights (UDHR) and the 30th anniversary of the Vienna Declaration and Programme of Action (VDPA), proposed and drafted by Vietnam.

This is a prominent mark of Vietnam in the first session assuming the position of member of the UNSC for the 2023-2025 term.

Highlighting the importance and many positive contents, promoting increased efforts to implement two fundamental documents on human rights

At the opening high-level meeting of the 52nd Session of the Human Rights Council in Geneva on February 27, Deputy Prime Minister Tran Luu Quang proposed the initiative to commemorate the 75th anniversary of the Declaration and the 30th anniversary of the Declaration with a document of the Human Rights Council to reaffirm and strengthen efforts and actions towards achieving the great and comprehensive goals and values of the two important documents mentioned above, as well as the common commitments of the international community on human rights for all.

The content of the Resolution focuses on the importance and many positive contents of the above Declaration and Statement such as reiterating the main principles on human rights of the two documents; reflecting the widespread interest of countries in commemorating the two documents; enhancing the position, role and effectiveness of the UN Human Rights Council and human rights mechanisms; emphasizing the leading role of countries in ensuring human rights; recognizing the participation of women, the role of international cooperation and solidarity, respect for diversity, inclusiveness... in promoting and protecting human rights in general and in participating in the work of the Human Rights Council in particular.

The resolution also requests the UN High Commissioner for Human Rights to implement a program of activities to commemorate the above-mentioned Declaration and Declaration, including a high-level UN event on human rights in December 2023 and to report on the commemorative activities to the 56th Session of the Human Rights Council early next year.

On April 3, the UNSC adopted the Resolution by consensus, with 98 countries co-sponsoring the Resolution.

Outstanding marks, substantial contributions, and responsibilities of Vietnam to the work of the National Assembly

This Resolution is a prominent mark of Vietnam at the first Session as a member of the UNSC for the 2023-2025 term, demonstrating Vietnam's substantial and responsible contribution to the work of the UNSC.

The Permanent Delegation of Vietnam in Geneva directly drafted, consulted, and negotiated the draft Resolution, after Deputy Prime Minister Tran Luu Quang raised the initiative at the Session.

On April 3, the UNSC adopted the Resolution by consensus, with 98 countries co-sponsoring the Resolution (as of late afternoon on April 3, Geneva time), including 14 co-authors (Vietnam, Austria, Bangladesh, Belgium, Bolivia, Brazil, Chile, Costa Rica, Fiji, India, Panama, Romania, South Africa and Spain), and 34 UNSC members, including Western countries and many developing countries from all 5 regional groups, including most ASEAN countries.

With the above content, the Resolution was passed by consensus, with the co-sponsorship of 98 countries, showing that the Resolution demonstrates the common concern and priority of countries and the international community, attracting the response and support of many countries, and being highly appreciated by all parties.

Vietnam's proposal of this Resolution at the UN Human Rights Council is very timely, responding to the international community's concern about commemorating and promoting the UDHR and VDPA, two important human rights documents that are the foundation of the framework of international conventions, mechanisms, dialogues and cooperation at the international, regional and national levels on human rights.

This resolution will help further strengthen the efforts and actions of countries and the international community in realizing the goals, principles and commitments set out in the two above documents, contributing to enhancing the role of the Human Rights Council and the UN High Commissioner for Human Rights in promoting and protecting human rights for all, through dialogue and cooperation, mutual respect and understanding.

Ambassador Le Thi Tuyet Mai, Head of the Permanent Mission of Vietnam to the United Nations, the World Trade Organization and other international organizations in Geneva, attended and spoke at the meeting.

This is also the result of proactive, creative and methodical efforts by the Ministry of Foreign Affairs and the Vietnamese Delegation in Geneva in proposing the Resolution initiative, drafting the content, as well as the efforts of our Delegation to directly consult, lobby and negotiate with the Delegations of countries in Geneva to reach consensus on the content of the draft Resolution, including positive content, balancing the interests of countries, in the context that countries and groups of countries still have different views on specific issues of human rights.

Besides, the active coordination of Vietnamese representative agencies abroad has contributed positively to mobilizing countries to support the Resolution.

Vietnam's proposal, drafting and negotiation of this Resolution both concretizes Vietnam's responsibilities, efforts and priorities as a member of the UN Human Rights Council for the 2023-2025 term, and also realizes its proactive, positive and responsible foreign policy of participating in resolving issues of common concern to the international community.

The Universal Declaration of Human Rights (UDHR) was adopted by the United Nations General Assembly on December 10, 1948 with the main contents including: Affirming that all people are born free, equal, without discrimination, affirming human rights such as the right to life, the right to a fair trial, not being tortured, not being enslaved and other rights in the civil, political, economic, social and cultural fields.

Although not an international legal document, the UDHR is the foundation for building international law on human rights, including the Covenant on Civil and Political Rights and the Covenant on Economic, Social and Cultural Rights; as well as being included in human rights documents of regional mechanisms and in the laws of countries.

December 10 later became International Human Rights Day. This is one of the most important documents of the 20th century, adopted by all countries and has become the foundation for countries, including Vietnam, to use in the process of building documents related to the protection of human rights.

The Vienna Declaration and Programme of Action (VDPA) was adopted by UN member states in 1993, at the International Conference on Human Rights held in Vienna.

The VDPA reaffirms the values of the UDHR, and clarifies that the protection and promotion of human rights must be the highest priority of each country and the international community; emphasizing that while taking into account the specificities of each country and society, human rights need to be recognized as universal values, and need to be assessed in each balanced and interdependent relationship.

The VDPA also affirmed the role of the UN in promoting human rights around the world and initiated the establishment of the UN High Commissioner for Human Rights.
