Quarterly review meeting on mass mobilization work for the third quarter.

On the afternoon of October 3rd, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, chaired a meeting to review the work of mass mobilization in the third quarter and to implement tasks for the fourth quarter of 2023.

Attending the conference were members of the Provincial Party Standing Committee: Do Viet Anh, Head of the Provincial Party Committee's Mass Mobilization Department; Tran Song Tung, Vice Chairman of the Provincial People's Committee; leaders of several agencies, units, departments, branches, mass organizations, and socio- political organizations of the province ; the Standing Committee of the Ninh Binh City Party Committee; and representatives of the "Youth excelling in production and business" model of effective mass mobilization.

During the conference, delegates unanimously agreed on the following assessment: In the third quarter of 2023, the situation of the people in the province remained stable. The mass mobilization work of the political system in the province continued to be maintained, with many innovations and creative approaches, yielding practical results. The Provincial Party Committee and its Standing Committee directed Party committees and organizations at all levels to seriously implement the preliminary and final reviews of the Party's directives and resolutions on mass mobilization work according to the plan. At the same time, they directed Party committees and organizations at all levels to focus on overcoming difficulties and promoting socio-economic development.

The Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Ninh Binh province organized the launching ceremony to support the "Gratitude and Social Welfare" Fund of Ninh Binh province in 2023 and mobilized support for the construction of solidarity houses for poor households in Dien Bien province towards the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954 - May 7, 2024); and successfully organized a scientific conference with the theme "Defining Ninh Binh's Identity in conjunction with building a local brand" in coordination with the Vietnam Academy of Social Sciences.

The Provincial Party Committee and the Standing Committee of the Provincial Party Committee focused on directing the work of rearranging administrative units at the district and commune levels in Ninh Binh province, giai đoạn 2023 - 2030; discussing and giving opinions on the Report on important viewpoints and orientations in the Ninh Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050. They also successfully directed the Provincial Trade Union Congress and the Provincial Farmers' Association Congress, term 2023-2028…

The government and armed forces continue to pay attention to and implement mass mobilization work. All levels, sectors, and strata of the people actively participate in patriotic emulation movements, the "Skilled Mass Mobilization" emulation movement, "Gratitude and Repayment" activities, and social welfare work is being promoted..., contributing to the successful implementation of socio-economic development tasks, ensuring national security and defense, and building a strong political system.

Delegates highlighted difficulties and limitations in mass mobilization work, while also proposing solutions to better implement tasks in the coming period. Many delegates suggested continued attention to state management of religion; promoting the "Skilled Mass Mobilization" emulation movement and implementing grassroots democracy regulations; raising awareness among all segments of the population regarding fire prevention and control; continuing to focus on protecting the Party's ideological foundation and combating harmful and toxic information on the Internet and social media; addressing difficulties faced by businesses and ensuring the livelihoods of workers; and continuing to implement policies to support young people in starting and developing their businesses.

In his concluding remarks at the conference, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, acknowledged and highly appreciated the efforts of all levels and sectors in mass mobilization work over the past period. He also pointed out some shortcomings and requested immediate corrective actions in the fourth quarter of 2023.

Regarding the key tasks of mass mobilization work in the fourth quarter, in addition to the eight specific tasks mentioned in the draft report, the comrade requested that units, based on their functions and responsibilities, concretize these into programs and plans for effective implementation, continuing to innovate mass mobilization work, focusing on several key tasks: Proactively grasping the situation of the people and the grassroots, coordinating and advising on resolving complex issues arising at the grassroots level, avoiding passivity and unexpected incidents. Continuing to direct the development and replication of exemplary models of effective mass mobilization in all fields.

The Deputy Secretary of the Provincial Party Committee emphasized that mass mobilization work must focus on new and challenging tasks, prioritizing effective mass mobilization efforts to foster consensus and unity in administrative unit restructuring; actively encouraging people to participate in socio-economic development emulation movements; and continuing to mobilize people to actively participate in the 2023 provincial-level regional defense exercise. Alongside this, continued attention should be paid to training cadres working in mass mobilization to meet the demands of the new situation.

Focus on effectively implementing and coordinating the process of conducting confidence votes for leadership and management positions within the political system. Organize effective activities to celebrate the Party's traditional day of mass mobilization work and the anniversaries of the founding of several political and social organizations, ensuring they are practical and appropriate to the actual situation.

He also discussed and clarified some of the suggestions and proposals made by delegates at the conference.

* Earlier, delegates visited the "Youth Excelling in Production and Business" model of Luxer Vietnam Co., Ltd. in Ninh Khanh ward, Ninh Binh city. The company was established in 2015 with its main business activities being the production of furniture, decorative mirrors and glass, LED advertising, etc.

Throughout its formation and development, the company has always received attention and support from all levels and departments, especially the Youth Union; it has been assisted in accessing and being introduced to potential partners, and in accessing loan capital to support young people in starting production and business according to Resolution 43 of the Provincial People's Council. The company has applied advanced technology to production, helping to minimize input costs, avoid waste, and optimize product quality.

Currently, the company provides employment for approximately 160 permanent workers (95% of whom are young people), with an average salary of 8-10 million VND per person per month. This is one of the exemplary "effective grassroots mobilization" models of the Youth Union organization. The success of this model has had a ripple effect, inspiring and promoting the entrepreneurial spirit of young people throughout the province.
