Egypt is a key market for national companies in the Middle East and North Africa region. The Egyptian economy depends primarily on agriculture, brokerage, oil exports, and tourism. Egypt has a GDP per capita of $5,800, ranking 133rd in the world. The Egyptian government has accelerated economic development in the new millennium through economic reforms and investment in telecommunications and infrastructure. Economic conditions are beginning to improve significantly after a period of stagnation due to the liberalization of government economic policies, increased tourism revenues, and a booming stock market. Egypt has had a thriving media and arts industry since the late 19th century.

Vietnam is an important partner of Egypt in the region; the two sides still have much room and potential for cooperation, especially in the fields of economics, investment, and people-to-people exchange. With Egypt having signed Free Trade Agreements (FTAs) with the MERCOSUR, Arab, African blocs, etc., Vietnamese enterprises can take advantage of these FTAs ​​to increase the export of goods to serve the 2 billion people in the above markets.

As developing countries, Vietnam and Egypt have ample room for cooperation, both bilaterally and multilaterally. Both are large markets with over 100 million people, occupy strategically important locations on the world map, and can support each other in penetrating larger regional markets. With the advantage of being members of numerous regional free trade agreements (FTAs), Vietnam can act as a bridge for Egyptian goods and services. Conversely, with its strategic location at the crossroads of three continents – Asia, Europe, and Africa – and as a member of the African Continental Free Trade Agreement (AfCFTA), Egypt can effectively support Vietnamese goods and services in accessing these vast markets.

Working with the Vietnamese Embassy in the Arab Republic of Egypt on trade promotion and strengthening cultural exchange cooperation between Ninh Binh province and Egypt, Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, and members of the delegation exchanged information on the socio-economic situation, development perspectives, and major orientations for attracting investment and socio-economic development of the province.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized that Ninh Binh province is focusing on attracting investment in the following areas: eco-tourism and high-end resort services; training high-quality human resources; building infrastructure for industrial parks, tourist areas, and urban areas; automobile manufacturing and assembly; supporting industries for automobile production; electronic component manufacturing; clean and high-tech industries; and the development of high-tech agriculture and agricultural product processing. Particular priority is given to attracting projects with modern, environmentally friendly technologies that efficiently utilize resources, minerals, and land, creating favorable conditions and strengthening linkages with domestic and foreign businesses and investors. The province has consistently and effectively implemented the "Green and Sustainable" economic development orientation, taking the preservation and promotion of cultural and historical heritage values ​​along with the fine traditions of the people of the ancient capital as resources and driving forces for development.

During his working visit to the Arab Republic of Egypt, Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, expressed his sincere gratitude for the support and assistance of the Vietnamese Embassy in Egypt in holding a working session with the Ninh Binh Provincial delegation. He hoped that the working session would create a foundation for Ninh Binh province to get closer to potential partners and investors in Egypt to learn about the potential and strengths of Ninh Binh province's investment environment.

Comrade Nguyen Duy Dung, Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the Arab Republic of Egypt, highly appreciated the potential and strengths of Ninh Binh as well as the development orientation of the province. He asked Ninh Binh to provide more details and specifics about Ninh Binh's strengths to coordinate with the functional agencies of Vietnam and Egypt to promote trade. Currently, Egypt is very interested in garment products, automobiles, OCOP agricultural products, so Ninh Binh can exploit the large market of Egypt.

* During the working program, the Delegation had a working session with Luxor province (Egypt) to learn about solutions to improve the quality of operations of elected bodies to maximize the role of local authorities.

Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, emphasized: Ninh Binh province and Luxor province signed a Friendship and Cooperation Agreement during the official visit of the President of the Socialist Republic of Vietnam to the Arab Republic of Egypt in August 2018. Due to the impact of the COVID-19 pandemic, the two sides have not had many cooperation, exchange and communication activities. On behalf of the leaders of Ninh Binh province, Comrade Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council hopes that in the future, Ninh Binh province and Luxor province will have many practical and focused cooperation activities in areas such as culture, tourism, economy, and exchange of high-level delegations.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also provided more information on the activities of the Ninh Binh Provincial People's Council as well as the major orientations of the province. The Ninh Binh Provincial People's Council has 50 delegates directly elected by voters, the term of office of the Provincial People's Council delegates is 5 years. In recent years, the Provincial People's Council has focused on directing the improvement of the quality of programs and action plans, especially improving the quality of the People's Council sessions, innovating the work of meeting voters, and the questioning sessions at the Provincial People's Council sessions, making an important contribution to the socio-economic development of the province.

In recent times, the province has promoted the position, role, and endogenous strength of culture and education for sustainable economic and tourism development. The province's orientation is to focus on comprehensive and synchronous development of cultural and educational fields; ensure harmonious connection between economic development with culture, society, and education; improve people's lives, pay attention to public policies and public services towards the grassroots (people) to improve the quality of life.

During the working session, the Ninh Binh Provincial delegation and the Luxor Provincial leaders exchanged and discussed provincial-level governance; the issuance of public policies and public services; and shared experiences to guide the innovation of public services and the development of the economy, culture, society, education, and tourism in the coming period.

The Governor of Luxor Province emphasized that Ninh Binh Province and Luxor share many similarities, and Luxor is also the former capital of Egypt. The Luxor provincial leaders expressed their desire to further implement the agreements signed between the two provinces in 2018; continue exchanging experiences on exploiting tourism potential and leveraging the advantages of heritage sites; and strengthen cooperation in training and developing human resources, especially by sending students from both provinces to study and conduct research abroad.

On behalf of the working delegation, comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, thanked the leaders of Luxor province for taking the time to arrange and organize the meeting; hoping that in the future, Ninh Binh province and Luxor province will promote more exchange and cooperation activities for mutual development. Thereby, contributing to promoting the cooperative relationship between the two localities, expanding diplomatic relations for the development of the two countries Vietnam and Egypt.

* Also in Luxor province, the delegation had a working session with the Egyptian Antiquities Commission of the International Council of Museums (ICOM CIPEG) to learn from experience in preserving, conserving and promoting cultural heritage.

At the meeting, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council informed the Egyptian Antiquities Committee about a number of issues related to tourism and the conservation and promotion of cultural heritage values ​​of Ninh Binh province: Ninh Binh has issued policies to exploit and develop tourism from the advantages of natural landscapes, historical relics and intangible cultural heritage. Therefore, tourism development has brought about many effective aspects, making significant contributions to the GRDP structure of the whole province, initially creating a shift in the local economic structure towards increasing the proportion of the service sector, promoting the socio-economic development of the province; at the same time, contributing to the conservation of cultural values, resources and environment as well as raising awareness and responsibility of all levels, sectors and communities.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also highlighted the position and role of the Egyptian Antiquities Commission: The Commission promotes cooperation among colleagues to research, preserve, and present Egyptian collections, monuments, and sites. In addition, it supports Egyptian art and archaeological collections, including the heritage of ancient Sudan, with a particular focus on smaller collections, within the framework of the International Council of Museums and in close cooperation with the International Society of Egyptology. The Egyptian Antiquities Commission has supported and collaborated with members on the preservation of cultural heritage through training programs, information, research, cooperation, and advocacy aimed at promoting the field of conservation and restoration of heritage worldwide, as well as raising awareness of the importance of cultural heritage to humanity.

The two sides exchanged, shared and learned experiences in preserving and promoting the province's cultural heritage, especially in managing museum activities. The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized: The working session will create a premise to help Ninh Binh province have more orientations for research, training and cooperation programs in the conservation of cultural heritage, on that basis, there will be orientations to build a cooperation program to improve the conservation and restoration of cultural heritage between Ninh Binh province and the Egyptian Antiquities Commission.

* During the working program, the delegation surveyed the actual models of combining conservation and promotion of the values ​​of Egypt's world cultural heritage; surveyed the Cairo city market.

The working visit to Egypt of the Ninh Binh Provincial Delegation led by Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, ended successfully with many effective and practical activities; contributing to enhancing the diplomatic relations and trade promotion activities between Vietnam and Egypt in general and between Ninh Binh province and Luxor province (Egypt) in particular.

According to the working program, from October 15 to 17, the Ninh Binh Provincial Delegation will visit and work in South Africa.
