
Working with the delegation were comrade Ha Lan Anh, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee; leaders of the Department of Health ; Vietnam Fatherland Front Committee of the province; Provincial Association of the Elderly and representatives of a number of relevant departments and branches.
After merging the three provinces of Ha Nam, Nam Dinh , and Ninh Binh (old) into Ninh Binh province, from July 1, 2025, the new Ninh Binh province currently has 129 communes and wards with 4,527 Associations and 775,678 elderly people (NCT), accounting for 20.3% of the population. Of which, the number of elderly members is 623,934 people, reaching a gathering rate of 80.4%.
Elderly health care has many positive changes. The rate of elderly people receiving regular health check-ups has increased year by year; many communes and wards have maintained good examination, consultation and treatment of chronic diseases. Up to now, 100% of elderly people aged 75 and over in the whole province have been granted free health insurance cards, about 300,000 elderly people have received regular health check-ups; over 100,000 elderly people have had their health records established.
The models and clubs of the elderly (Self-help clubs, intergenerational clubs, health clubs, etc.) are maintained and effectively promoted in practice, contributing to supporting the physical and mental care of the elderly. The elderly are given the opportunity to participate extensively in cultural, artistic, physical and sports activities, contributing to improving their spiritual life, strengthening their health, and promoting the role of the elderly in society. To date, the whole province has about 196,653 elderly people receiving monthly social allowances, accounting for 25.53% of the total number of elderly people in the province.
Localities have arranged funds and ensured conditions to organize longevity celebrations, birthday wishes and gifts for the elderly aged 90, 100 and over on the occasion of Lunar New Year according to regulations. Responding to the movements "Warm homes for the elderly", "Eliminating temporary and dilapidated houses", departments, branches and localities have mobilized groups and individuals to support the construction and repair of 1,500 houses for the elderly.
Elderly people who are still healthy and capable are assigned by Party committees and authorities at all levels to participate in suitable work at the grassroots level or boldly invest in expanding production and business, construction and development, creating jobs on the spot for workers and contributing to the State budget...

At the meeting, delegates contributed their opinions on a number of issues related to the organization of the Elderly Association after the arrangement of administrative units, implementation of the 2-level local government model; international cooperation activities in building club models for the elderly; the rate of elderly people under 75 years old with health insurance cards; modern communication methods and orientations for developing a silver economy, serving the elderly...

Speaking at the meeting, Ms. Nguyen Thi Lien Huong, Deputy Minister of Health, Member of the National Committee on the Elderly in Vietnam acknowledged and highly appreciated the results achieved in implementing the Law on the Elderly and policies for the elderly in Ninh Binh province in recent times.
In the coming time, he suggested that the province continue to pay attention to a number of key contents such as: promoting propaganda, raising awareness of the role and importance of policies for the elderly, the Law on the Elderly; national strategy for the elderly; increasing resources, perfecting the socialization mechanism to attract investment, building elderly care facilities, increasing access to services for the elderly, especially those with disabilities and those in difficult circumstances...

Comrade Ha Lan Anh, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee, respectfully thanked and accepted the practical contributions of the Working Group. At the same time, he affirmed that Ninh Binh Province will always prioritize resources and care for the elderly. In particular, starting from December 10, 2025, the elderly aged 70 and over in the province will be granted free health insurance cards. Regarding the contributions of the Working Group, Ninh Binh Province will accept them as a basis to direct functional branches to continue effectively implementing the Law on the Elderly and policies for the elderly in the province in the coming time.

Previously, the working group of the National Committee on the Elderly also inspected the implementation of the Law on the Elderly and social security policies in Tay Hoa Lu ward; the group visited and attended the activities of the Intergenerational Elderly Club of Residential Group 3, Tay Hoa Lu ward. On this occasion, the group gave gifts to the elderly in difficult circumstances, encouraging them to continue to live happily, healthily and usefully.
