Continuing the overseas work program to exchange experiences in the operation of elected bodies; strengthen foreign relations, cooperation in trade promotion; and exchange cooperation in culture and education , from October 15-17, the provincial delegation led by Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, visited and worked in the Republic of South Africa.

The delegation included leaders from several provincial departments and agencies, as well as leaders from Yen Khanh and Nho Quan districts.

South Africa is the only country in the world with three capitals. With abundant natural resources, significant economic potential, developed industries and agriculture, and advanced science, technology, and engineering, South Africa is one of the most developed countries in Africa. Its GDP accounts for one-third of the continent's GDP, it is the world's largest exporter of gold, and it is a driving force behind the development of 14 Southern African countries. The government has offered tax incentives to encourage new investments in projects that create jobs, expand basic infrastructure services, and restructure and partially privatize state assets. South Africa is renowned for its industrial products such as platinum, gold, chromium (world leaders), automobiles, machinery, textiles, iron and steel, chemicals, fertilizers, and food.

South Africa is also known as the "rainbow nation," as it is a multi-ethnic country with a rich and diverse cultural heritage. There are 11 official languages ​​and 8 unofficial languages ​​in South Africa.

Working with the South African Chamber of Commerce and Industry to promote trade and connect businesses in the province with those in South Africa, Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, and members of the delegation exchanged information on the socio-economic situation, development perspectives, and major orientations for attracting investment and socio-economic development in Ninh Binh province. Ninh Binh province has issued many policies and guidelines to continue transforming its growth model towards a green and sustainable direction. Specifically, Ninh Binh province is focusing on attracting investment in the following areas: automobile manufacturing and assembly; supporting industries for automobile production; electronic component manufacturing; clean and high-tech industries; ecotourism and high-end resort services; training high-quality human resources; building infrastructure for industrial parks, tourist areas, and urban areas; and developing high-tech agriculture and agricultural product processing. Priority will be given to attracting projects with modern, environmentally friendly technologies, efficient use of resources, minerals, and land, creating conditions and strengthening the attraction and linkage with domestic and foreign businesses and investors.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized: The South African Chamber of Commerce and Industry is a national body whose purpose is to protect and promote business interests in South Africa; to encourage and lobby the government, businesses, and investors to create the necessary conditions for promoting and developing startups, small and medium-sized enterprises, as well as the development of existing businesses. Therefore, the delegation held a working session with the South African Chamber of Commerce and Industry to exchange ideas, promote trade, and seek opportunities to strengthen cooperation between businesses in the province and South African businesses in areas related to investment, legal support, and human resource training for companies.

The President of the South African Chamber of Commerce and Industry stated that South Africa possesses unique cultural characteristics that are favorable for the development of cultural industries, as well as many beautiful natural landscapes. However, the crucial aspect is how to promote cultural values ​​to tourists and leverage the cultural industry in overall development. Representatives from the South African Chamber of Commerce and Industry further shared experiences on innovation; shifting from resource exploitation to service development, focusing on science and technology and innovation, with government investment mechanisms in this sector instead of resource exploitation. Establishing innovation companies and centers to create momentum for development is also important. Regarding urban planning, the direction of urban development must be clearly defined. Essential infrastructure is managed by state-owned companies; while private businesses are encouraged to invest in this sector; in the future, private businesses may be allowed to invest in the energy sector.

Some areas Vietnam could be interested in investing in South Africa include mining, agricultural processing, infrastructure construction, services, especially tourism, and information technology. The South African Chamber of Commerce and Industry has the capacity to connect sectors, industries, or businesses from both countries, and can connect provinces, linking businesses in Ninh Binh with businesses in South Africa.

The two sides also exchanged views and clarified several issues related to agricultural production linked to food safety and hygiene, construction and mining linked to environmental protection, and the production of garments, footwear, and automobiles, among others.

* With the aim of promoting trade, strengthening cooperation between businesses in the province and South Africa; and fostering cultural and educational exchanges and cooperation with South Africa, the delegation held a working session with the Vietnamese Embassy in the Republic of South Africa.

Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, provided information on the socio-economic situation, development viewpoints, and major orientations for attracting investment and socio-economic development of the province. The province has consistently and effectively implemented the "Green and Sustainable" economic development orientation, taking the preservation and promotion of cultural and historical heritage values ​​and the fine traditions of the people of the ancient capital as resources and driving forces for development; prioritizing the development of clean, environmentally friendly industries; organic and circular agricultural production; and promoting the development of services, especially tourism. The province's economy has formed several key industries and products, notably: automobile manufacturing and assembly, electronics, and supporting industries.

Recognizing the importance of tourism development, Ninh Binh has focused on investing in infrastructure development combined with the development of modern and civilized urban areas in recent years; building regional and inter-regional connecting roads to create new development spaces and opportunities; and enacting policies to exploit and develop tourism based on its advantages in natural landscapes, historical relics, and intangible cultural heritage. As a result, the province's tourism has become a bright spot on the Vietnamese tourism map, recognized and voted by many reputable domestic and international travel websites as an attractive, hospitable, and most beloved tourist destination. The development of tourism has yielded positive results in many aspects, making significant contributions to the province's GRDP, initially creating a shift in the local economic structure towards increasing the proportion of the service sector, and promoting the province's socio-economic development. At the same time, it contributes to the preservation of cultural values, resources, and the environment, as well as raising awareness and responsibility among all levels, sectors, and the community.

During his working visit to South Africa, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council expressed his sincere gratitude for the support and assistance of the Vietnamese Embassy in South Africa in arranging a working session with the Ninh Binh Provincial delegation. He hoped that the working session would create a foundation for Ninh Binh province to get closer to potential partners and investors in South Africa to learn about the potential, strengths, and investment environment of Ninh Binh province.
