Conference to review traffic safety work in the first 6 months of 2025

(gialai.gov.vn) - On the afternoon of August 6, Comrade Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Traffic Safety Committee chaired a conference to review the work of ensuring traffic order and safety in the first 6 months of the year and deploy tasks for the remaining months of 2025. The conference was held in person and online with localities in the province.

In the first 6 months of 2025, with the attention and regular and drastic direction of the Provincial Party Committee, the Provincial People's Committee, the active participation of departments, branches, member agencies of the Provincial Traffic Safety Committee and localities, the traffic safety situation has changed positively. The propaganda and dissemination of traffic safety laws have been strengthened, contributing to raising people's awareness and sense of compliance with traffic safety laws.

In addition, the police forces of the whole province have proactively increased patrols, controls, and handled violations of traffic safety order and vehicle load control. The situation of illegal vehicles, points, areas for stopping to pick up and drop off passengers, loading and unloading goods, and illegal parking causing traffic safety disorder has been resolutely handled. The exploitation and effective use of data from the existing camera system on the routes have served well for traffic management and handling of violations of traffic safety order according to regulations. The process of handling violations in the spirit of the rule of law "no forbidden areas, no exceptions", all violations of traffic safety order are strictly handled. As a result, through patrols and controls, the authorities have detected and handled more than 67,100 violations, fined more than 105.85 billion VND to the State Treasury, revoked licenses and practice certificates for 4,226 cases; Temporarily detained more than 6,100 vehicles of all kinds.

In the first 6 months of 2025 (from December 15, 2024 to June 14, 2025), the whole province had 375 traffic accidents, killing 271 people and injuring 244 people. Compared to the same period in 2024: Decreased by 140 cases (-27.18%); increased by 11 deaths (+4.23%), decreased by 139 injuries (-36.29%).

According to the analysis, the main cause of accidents was men (348 cases, accounting for 92.8%); the cause of traffic accidents was due to inattention (181 cases, accounting for 48.27%); driving in the wrong lane, going in the wrong direction (70 cases, accounting for 18.67%); the driver had a blood alcohol concentration (occurred in 103 cases, accounting for 27.47%).

Despite achieving positive results, the work of ensuring traffic safety in the province still has many potential complications; especially the situation of market meetings, encroachment on roadsides, causing traffic safety loss; the work of ensuring traffic safety on roads in localities in the province still has many limitations; traffic accidents involving motorbikes, people under 18 years old and occurring in the late afternoon and evening, at night occur frequently; many locations of traffic safety loss on all national highways, provincial roads, rural roads, railways, etc. At the Conference, delegates focused on discussing and analyzing the causes of the shortcomings and limitations, thereby proposing key solutions to control and reduce traffic accidents in the coming time in the province.

Concluding the conference, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized: In recent times, although the traffic safety situation has decreased in two criteria of the number of cases and the number of injured people, the number of deaths has still increased by 11 people. He requested that communes and wards with a high number of deaths due to traffic accidents must review, carefully consider, and re-analyze the causes, especially the causes due to the awareness of traffic participants, alcohol concentration, lane encroachment, etc. Localities must identify and propose specific solutions to overcome them in the coming time.

The Chairman of the Provincial People's Committee warned of the risk of serious traffic accidents in the coming time, especially involving sleeper buses, cargo trucks and container trucks. The main causes were identified as violations such as speeding, lane encroachment, and driving at noon or at night, potentially risky hours. Therefore, while continuing to create conditions for transport businesses to operate and develop, the authorities need to increase inspection, review and take strict measures to handle violations.

To reduce traffic accidents in all three criteria: number of cases, number of deaths and number of injuries in the coming time, Chairman of the Provincial People's Committee Pham Anh Tuan requested departments, branches and localities to take drastic actions, innovate their working methods, practice what they preach, and at the same time promote the application of information technology in traffic management to improve the effectiveness of supervision and operation.

The Traffic Police Department needs to launch peak periods of general inspection and review of trucks, passenger cars and water vehicles, especially during times when accidents often occur such as noon and night. At the same time, the authorities must proactively do a good job of managing, maintaining and repairing traffic infrastructure, along with promptly reviewing and handling black spots and potential accident risk points, especially those where accidents often occur due to motorbikes.

Authorities need to strengthen inspection, discipline and strictly handle technology-based vehicles such as Grab cars and delivery vehicles (shippers). For transportation businesses, it is required to promote the application of high technology in fleet management, improve training quality, educate drivers on traffic law compliance, and apply strict sanctions to violations.

Regarding the work of ensuring traffic safety in schools, the Chairman of the Provincial People's Committee emphasized: educational institutions must strictly implement, the school principal must be responsible if there are violations related to students. The school needs to establish a department to monitor and manage the school bus; in particular, the homeroom teacher must strictly control to avoid the situation of students being left on the bus.

The provincial police are responsible for enhancing the application of technology in management, promptly detecting and handling violations; at the same time, stepping up patrols, controlling and strictly handling violations; regularly inspecting, monitoring and strictly managing vehicle fleets and vehicle companies.

For localities, the Chairman of the Provincial People's Committee requested to step up propaganda and education on traffic laws, raise awareness and compliance of people; at the same time, it is necessary to clearly identify the causes of accidents to have appropriate handling measures, focusing on strictly handling violations of alcohol concentration and eliminating black spots of accidents.

The Provincial Traffic Safety Committee, in coordination with the Traffic Police Department, strictly implements the application of technology in traffic safety management; reviews and handles black spots and closely inspects the operations of training and testing facilities for issuing driving licenses.

Chairman Pham Anh Tuan requested all departments, branches and localities to enhance their sense of responsibility and determination to effectively carry out the assigned tasks, contributing to controlling and reducing traffic accidents in the province in the coming time./.
