Training conference on specialized work on archival work in 2024

Attending the Conference were representatives of leaders of units and more than 150 officials, civil servants and public employees of units under the Ministry of Industry and Trade . The reporter at the Conference was Associate Professor, Dr. Vu Thi Phung - Senior Lecturer, Former Head of the Department of Archival Science and Office Management, University of Social Sciences and Humanities, Vietnam National University, Hanoi.

Speaking at the opening of the conference, Ms. Tran Thi Thanh My - Deputy Chief of Office of the Ministry of Industry and Trade said that the work of documents and archives plays a very important role, aiming to ensure that written information is timely served for leadership, management and operation in performing functions and tasks and directly affects the resolution of work, quality and efficiency of operations of each agency and unit. The good implementation of document and archives work will contribute to improving the effectiveness of public service performance of units, and at the same time will help units exploit and use documents conveniently when necessary.

In recent years, the National Assembly and the Government have issued many legal documents and guidance documents for the implementation of document and archive work. Specifically, the Government has issued Decree No. 30/2020/ND-CP, regulating issues related to document work, the National Assembly has just passed the Law on Archives 2024 (amending the Law on Archives 2011) and will take effect on July 1, 2025; along with other circulars and guidance documents.

In recent times, the leaders of the Ministry of Industry and Trade have paid attention to and directed the issuance of regulations and rules on document and archive work. For example: Decision No. 1748/QD-BCT dated July 1, 2020 of the Ministry of Industry and Trade on document and archive work, Decision No. 453/QD-BCT dated February 12, 2020 promulgating archival work... In addition, the Ministry's Office has also actively advised, and the team of civil servants and public employees have had a relatively good awareness in implementing regulations on document and archive work.

However, through the actual review of the document system for archiving tasks, units are still confused, the work of submitting records and archival documents at many units under the Ministry still has many difficulties. The implementation of legal regulations on the work of creating records has not been ensured in accordance with regulations. Cadres, civil servants and public employees have not fully understood the responsibility of individuals in creating work records according to regulations to serve the periodic submission of documents to the agency's archives or the unit's archives.

Accordingly, Deputy Chief of Office Tran Thi Thanh My emphasized that cadres, civil servants and public employees in charge of archival work need to have a firm grasp of the regulations in legal documents to properly and fully implement them and guide individuals and groups of the unit to follow the prescribed standards and regulations.

The 2024 in-depth training conference on document and archive work was held to further raise the awareness of officials, civil servants, and employees of the Ministry of Industry and Trade about the meaning and responsibility of performing document and archive work. At the same time, continue to provide further guidance on legal regulations so that officials, civil servants, and employees can prepare and submit work records to the agency's archives in accordance with standards; support units in preparing work records, arranging and submitting records in accordance with current regulations. In addition, help units and students overcome difficulties in implementing regulations on preparing and submitting work records.

Through the training session, the trainees listened to the reporters exchange and guide knowledge and practices in document and archive work as well as share experiences and practical solutions to overcome difficulties and obstacles in the work of document preparation. Raising awareness, clarifying the responsibilities of individuals in the implementation of document preparation. Thereby, contributing to perfecting and standardizing working style, improving the effectiveness of public service implementation. Regarding electronic documents, representatives of the Department of E-commerce and Digital Economy also presented knowledge to improve public service skills and the ability to apply internal electronic documents, and apply information technology in handling administrative documents.

The training conference is expected to help trainees gradually improve their level of information technology application in document and archive work, creating a modern, professional and effective working style, contributing to promoting administrative reform in the coming time.
