Online conference to deploy Circular on agricultural extension work at provincial and commune levels

- On the morning of October 17, the Ministry of Agriculture and Environment (MARD) held a national online conference on the implementation of the Circular guiding the functions, tasks, powers and organizational structure of public service units performing agricultural extension work at the provincial and commune levels. Comrade Tran Thanh Nam, Deputy Minister of MARD chaired the conference.

Attending the conference at the provincial bridge were leaders of a number of relevant departments and branches; leaders of the Provincial Agricultural Extension Center; representatives of leaders of a number of communes and wards of the province.

At the conference, representatives of the Ministry of Agriculture and Environment informed the main contents of Circular No. 60/2025/TT-BNNMT, dated October 14, 2025 of the Ministry of Agriculture and Environment on guiding the functions, tasks, powers and organizational structure of public service units performing agricultural extension work at the provincial and commune levels. The Circular consists of 5 articles, clearly defining the functions, tasks, powers and organizational structure of public service units performing agricultural extension work at the provincial and commune levels. The Circular takes effect from October 15, 2025.

Accordingly, public service units performing agricultural extension work at the provincial and communal levels include: Provincial Agricultural Extension Centers and public service units under the People's Committees of communes, wards, and special zones assigned to perform public service tasks.

Specifically, the Provincial Agricultural Extension Center is a public service unit serving state management under the Department of Agriculture and Environment with the function of organizing and implementing agricultural extension activities at the provincial level and guiding, coordinating, urging, inspecting, and supporting the commune level in implementing agricultural extension work according to the provisions of law. The public service unit implementing agricultural extension work at the commune level has the function of providing basic and essential public services under the People's Committee of communes, wards, and special zones, and is assigned to perform agricultural extension tasks at the commune level for communes, wards, and special zones with agricultural production...

Leaders of the Department of Agriculture and Environment of the province spoke at the conference

At the conference, delegates and leaders of the Department of Agriculture and Environment of localities expressed their excitement that the Ministry of Agriculture and Environment has paid special attention to agricultural extension work at the grassroots level; at the same time, they highly appreciated the fact that the Ministry of Agriculture and Environment has urgently researched and promptly issued guiding circulars, creating a legal corridor for localities to organize and arrange agricultural extension units in accordance with the 2-level local government model.

Besides the advantages, the delegates also pointed out some difficulties related to the arrangement and assignment of agricultural extension officers...; at the same time, proposed some recommendations related to: amending some decrees in accordance with the new government model; building unit prices for agricultural extension public services; procedures for resolving policy mechanisms for agricultural extension officers; guidance on job positions for agricultural extension officers at the commune level...

In Lang Son province, there are currently 109 career positions working in agricultural extension. Speaking at the conference, the leader of the Department of Agriculture and Environment of the province pointed out a number of difficulties related to the arrangement of agricultural extension officers at the commune level; the professional qualifications of agricultural extension officers; the thin number of grassroots agricultural extension officers...; and at the same time, proposed that the Ministry of Agriculture and Environment soon issue instructions related to the fields of agriculture, environment, and agricultural extension to ensure unity and effective operation.

Concluding the conference, comrade Tran Thanh Nam, Deputy Minister of Agriculture and Environment, requested the Department of Agriculture and Environment of provinces and cities to urgently advise the Provincial People's Committee to direct the development of coordination regulations between the Provincial Agricultural Extension Center and the Commune People's Committee; develop policy mechanisms for commune-level agricultural extension activities; Agricultural Extension Centers at all levels, after coming into operation, must develop specific plans and programs...

He also requested the National Agricultural Extension Center to urgently research and advise on amending Decree 83/2018/ND-CP dated May 24, 2018 of the Government on agricultural extension to ensure suitability with reality and promote effectiveness in the new situation.
